The Fritz Burns Advisory Committee presents the following recommendations to the Commission for action and referral to the City Council: 1. That all historical items (as determined by the sub -committee) be removed by the La Quinta Historical Society and retained for use in any new building constructed. 2. That the Fritz Burns Park be established as a family swim and tennis center with passive park facilities. 3. That when the park site is' established, the City-wide maintenance yard be excluded with the exception of a park maintenance facility. 4. That after demolition of the buildings, the City irrigate and landscape the property so it may be made available for use. 5. That a 90-day time cap on the Sheriff's Department and Fire Department activities to be conducted prior to the demolition of the facilities. 6. Genovese, Assistant City Managerd DATE: April 13, 1989 SUBJECT: Progress Report on the Fritz Burns Advisory :Committee and Project Update As the City Council is aware, the City staff has been working with the Fritz Burns Park Advisory Committee on the generation of recommendations as to the development and best use of the Fritz Burns Park to achieve the optimal recreational benefit of the site for the residents of La Quinta. The purpose of this report is to provide the City Council with both the progress update of the Advisory Committee and general update on the status of the project pursuant to the City Council direction of February 7, 1989. Advisory Committee Progress The Committee has, to date, completed the following items: o Tour of Fritz Burns Facility; o Elected Kay Ladner as Chairman of the Committee and Mark Moran as Vice -Chairman of the Committee; o Reviewed report from the Building official regarding the status of the structures at the site; o Reviewed maps of the listed facilities: La Quinta Sports Complex La Quinta Community Park Fritz Burns Park Proposed City Hall Complex o Received proposal or Master.Plans from the following groups/agencies: YMCA Boys and Girls Club CV Parks and Recreation District April 13, 1989 Page Three o MOVED that Virginia David contact Cal Poly, Pomona or any Institution that has an architectural department regarding the possibility of senior students doing a work project of the property and provide recommendations of a basic plan for the park in the shortest time possible and to report back at the next meeting, April 19, 1989. o MOVED to recommend to City Council requests for pro- posals from architects. o MOVED to assign the Historical Society the responsi- bility of removing for care and storage the historical items and artifacts. Motion carried. The Committee is currently scheduled for their next meeting on April 19th at 8:00 A.M. Additionally, the Committee has scheduled evening meetings for April 19th and 20th to review and consider proposals from various community groups for uses at the site. Upon the conclusion of the considerations of the Committee of the above -mentioned proposals, their recommendations will be forwarded to the Communtiy Services Commission. Project Status Update Pursuant to the direction of the City Council at the regularly scheduled City Council meeting of April 4, 1989, the City staff is proceeding with the scheduling of the demolition of the structures currently located at the site. The contract regarding the removal of the asbestos has been executed and the removal process is scheduled to begin April 17th, and to be completed approximately May 10, 1989. Upon the conclusion of the asbestos removal, the Sheriff's Department and Fire Department will commence with the practice exercises previously approved by the City Council. The Community Safety Director is currently working with these departments to have these activities commence at the immediate conclusion of the asbestos removal. In addition to these activities the City staff is working on the completion of the Hid documents and specifications for the demolition and clean up at the site. Contact is being made with Palm Desert Disposal to attempt to reduce the cost of debris removal if possible. Additionally, the request For Proposal for the Architect is currently in draft so it may be distributed upon the approval of the City Council. Action on this item will be scheduled for the Council's next regularly scheduled meeting. 0 OLD BUSINESS: 02.6 TO: FROM: MEMORANDUM Saundra Juhola, City Clerk Frank Reynolds, City Engineea, DATE: April 18, 1989 SUBJECT: Mini -Park It is my understanding that the Community Services Commission has expressed concerns regarding the progress being made on the construction of the Mini -Park. The City Council at its meeting April 4 authorized the call for bids for all the remaining improvements except the installation of playground equipment, which we intend to install with City forces when the rest of the work has been completed. The delay in getting this project out to bid resulted from unprecedented subdivision activity and the formation of the Cove Assessment District, both of which placed a heavier than anticipated workload on our small engineering staff. These items and their related activity had deadlines imposed either by law or by precedent which automatically afforded them priorities higher than that of the Mini -Park. When it became apparent last Spring that the implementation of the Mini -Park would go forward, the decision was made to perform the design work in-house in the interest of economy. Perhaps if it had been known at the time that the workload would reach the magnitude that it did, additional funds could have been budgeted to have the work performed by a consultant, adding as much as 25% to the project cost.
