COMMUNITY SERVICES COMMISSION MINUTES NOVEMBER 25, 1991 Regular meeting of the Community Services Commission was called to order at the hour of 7:00 P.M., Chairwoman Kennedy presiding, followed by the Pledge of Allegiance. PRESENT: Commissioners Best, Franke, Francis, Kennedy and Nard ABSENT: Commissioners Benedict and Merritt Motion - It was moved by Commissioners Franke/Best to excuse Commissioner Benedict. Motion carried unanimously. Chairwoman Kennedy advised that Commissioner Merritt has resigned effective immediately. PUBLIC COMMENT - None OLD BUSINESS 1. COMMITTEE REPORTS A. CULTURE AND FINE ARTS a. Presentation by Meg Robertson, La Quinta Arts Foundation. Continued until January 27, 1992. ******************** Chairwoman Kennedy distributed information for the Art in Public Places Committee regarding decorative man-hole covers, tables, trash containers and seating. ********************* Chairwoman Kennedy advised that the Arts & Crafts Faire was a success. The Under-the Umbrella Fair will be held on December 2nd. , B. PARKS AND RECREATION a. Recommendation for Selection of Cardoza, Dilallo and Harrington for Fritz Burns Park Design. . . . Community Services Commission Minutes 2 November 25, 1991 Clint Bohlen, Parks & Recreation Manager, distributed a memorandum on his recommendation for design and master plan services for Fritz Burns Park. Mr. Bohlen thanked Commissioner Best and Chairwoman Kennedy for their hard work on the proposals and interviews. Mr. Bohlen advised that thirteen proposals were recei ved and reviewed and six were interviewed. There were two that ranked highest: Cardoza, Dilallo and Harrington and T.I. Maloney. Staff is recommending T. I . Maloney because they have extensive experience in the desert. In response to Commissioner Best, Mr. Bohlen advised that the six companies interviewed were: Tatsumi Partners, Tasocki, RJM Design Group, BSI, T.I. Maloney and Cardoza, Dilallo and Harrington. In response to Commissioner Best, Mr. Bohlen advised that the recommendation on the agenda for Cardoza, Dilallo and Harrington was changed to T.I. Malony after further review. In response to Commissioner Franke, Mr. Bohlen advised that T.I. Maloney photographed the site of the Fritz Burns Park and it was felt that they were more sensitive to the needs. Commissioner Franke suggested having children meet wi th T. I . Maloney concerning the types of playground equipment they would like. Mr. Bohlen suggested conducting a hearing at the school with the children and the consultant. Discussion ensued on the design of the park and swimming pool facilities. Mr. Bohlen advised that completed in phases, approximately one year. the construction would be with each phase taking Chairwoman Kennedy advised that the agenda should be corrected to read the recommendation for selection of T.I. Maloney. Motion - It was moved by Commissioners Franke/Nard to recommend T.I. Maloney for the master plan of the Fritz Burns Park Design to the City Council. Motion carried unanimously. . . . Community Services Commission Minutes 3 November 25, 1991 Mr. Bohlen advised that it having the Parks & Recreation weeks before the Community meeting. has been discussed Committee meeting two Services Commission Commissioner Best advised that the Monday two weeks prior to the CSC meeting would be a good time. ********************* Chairwoman Kennedy advised that she has sent a letter to City Council recommending the cancellation of the Environmental Conservation Committee due to a lack of interest in the Committee. ******************** Chairwoman Kennedy reminded the Commission of the Youth/Child Care Center dedication on December 5, 1991 at 11:00 a.m. C. HUMAN SERVICES a. Selection of La Quinta Beautiful Awards for the Month of November. La Quinta Beautiful - 52-990 Alvarado Most Improved - 51-765 Navarro ******************** Chairwoman Kennedy advised that the new La Quinta Beautiful program will be announced in the upcoming La Quinta Newsletter, with the application and criteria explained. The Best Decorated Holiday Home nomination form will also be included in the Newsletter. Nominations for the Best Decorated Holiday Homes are due by December 16th. The nomination list will be available on December 17th in the afternoon. Commissioners are encouraged to nominations before Christmas. review the ******************** b. Report regarding area dumpsites. Noted and filed. . . Community Services Commission Minutes 4 November 25, 1991 APPROVAL OF MINUTES OF OCTOBER 28, 1991. Motion - It was moved by Commissioners Franke/Francis to approve the minutes as submitted. Motion carried unanimously. NEW BUSINESS 1. Consideration of cancellation of December 1991 meeting. Motion - It was moved by Commissioners Francis/Nard to cancel the December meeting in lieu of reviewing the Best Decorated Homes. Motion carried unanimously. Commissioners decided on meeting at Chairwoman Kennedy I shouse on December 17th at 6:00 p.m. to view and vote on the Best Decorated Holiday Homes. ******************** In response to Commissioner Francis, Mrs. DeRenard advised that name badges for the Community Services commissioners are still under consideration. ******************** Commissioner Nard advised she would like to see the Commission and the City plan a parade that could be held annually. Commissioners parade with celebration. discussed the possibility of coordinating a the Arts Festival or the 10th Anniversary Chairwoman Kennedy requested that this be placed on the January 1992 agenda. Chairwoman Kennedy advised Commissioner Nard, she could pursue this with the Chamber of Commerce and report back at the next Community Services Commission meeting. Mr. Bohlen advised that at the City where he was previously employed, they had a community day parade. He made himself available for any questions or advice. ******************** commissioner Franke commended the Sheriff I s Department for their recent action regarding a questionable door-to-door salesman in her neighborhood. ******************** . . Community Services Commission Minutes 5 November 25, 1991 Chairwoman Kennedy commended the City Council for awarding the Civic Center Contract to Lusardi Construction.
