BACKGROUND As the Commission will recall, Steven Lang of Purkiss-Rose/RSI Inc., conducted a public and Commission workshop on the two (2) Community Park - North schematic, conceptual designs at the last CSC regular meeting. At this meeting, the Commission reviewed the drawings, and provided comment to Mr. Lang, as did the public present. This was the third opportunity that the public had to review the drawings, and the first time that the Commission had to see the drawings. The Commission felt that they would like the opportunity to see the drawings a second time, and to study the features of the proposed design with greater scrutiny. The July 13 meeting will see Mr. Lang presenting a final conceptual drawing based on the Commission and public comment from the last regular Commission meeting. The Preliminary Development Plans #1 and #2 (dated 6-26-92) are included in the packet for reference sake, as is the new, revised plan. RECOMMENDATION Staff recommends that the Commission review the enclosed conceptual drawings, and prepare comments. Further, staff and Mr. Lang ask that the Commission, if possible, provide final comment and a recommendation to the City Council on the design, at the conclusion of this meeting. He also introduced members of the City Council, Planning Commission and Recreation Commission that were in attendance. Clint explained the City's acquiring of the park site and the Quimby funds that will be used to develop the park. He introduced Steve Lang representing Purkiss-Rose-RSI, the landscape architectural firm hired to prepare a master plan for this community park. Steve reviewed the design process emphasizing the importance of community input from as many different interests as possible. Both Clint and Steve remarked that this is the only community park site in the northern part of the City and, therefore, it is important that it satisfy recreation needs that cannot be addressed in the smaller neighborhood parks. Steve briefly reviewed a site analysis map describing the topography, future adjacent improvements and environmental aspects of the 18.6 acre site. He also showed slides taken from the site. Steve asked those present to voice their concerns as well as what recreation activities/amenities they would like to see at the park. He reintroduced Steve Lang of Purkiss-Rose-RSI representing the landscape architectural firm hired to prepare a master plan for this community park. Steve briefly reviewed the design process and the outcome of this first meeting which identified a list of concerns and desired recreation activities. Two additional recreation activities were identified --basketball court(s) and paved walks for bicycle trail. Before reviewing the four concept plans, Steve showed some general park development slides with site amenities similar to those being considered at Community Park North. An early question was brought up regarding the proposal made at the first meeting to expand the adjacent golf range to include park property. Steve indicated that this proposal was not pursued once the proposed expansion (4.8 t acres) was laid out on the site. Clint did not feel this was a viable proposal as it encroached one quarter into the park site. Steve showed an exhibit which indicated the reduced limits of the park with the golf expansion. The consensus was that this represented too much of the community park to give up for such a specialized use. Steve proceeded to describe each of the four concept plans. Includes two lighted softball fields with independent lighted soccer field; four lighted tennis courts; two children's play areas; 3,500 sq. ft. recreation building with adjacent shuffleboard and horseshoe courts; large open passive area with informal grass amphitheater, pond feature, group picnic shelter and convenient restroom. A restroom/concession building is located between the two softball fields. Convenient parking is available to serve the ballfields and passive area with one lot off of Adams (120 cars) and one lot on Westward Ho Drive (60 cars). A disadvantage of this concept is the 250'outfield limit line at the two softball fields. A 300' outfield limit is preferred for adult softball. The width of the site restricts one outfield at both diamonds. 0 Includes two lighted softball fields with 300' outfield limit and two overlay full-size soccer fields; a concession/restroom; four lighted tennis courts; children's play area; stream/pond feature; group picnic shelter with nearby restroom and a 3,500 sq. ft. recreation building. Parking is provided with a 120-car area adjacent to the ballfields and a 50-car lot serving the passive picnic area. Both parking areas are accessible from Westward Ho Drive. Unlike Concepts A&B, this concept has no formal sportsfields. Amenities include a 10,000 sq. ft. community center at the intersection of Adams and Westward Ho Drives, two group picnic shelters, a restroom building, children's play area, informal turf areas, a dry creek feature, and an extensive trail system serving an elevated overlook and native area. A 120- car parking area penetrates into the site serving the community center and the remainder of the park. This concept designates a 1.2 acre site as a possible fire station location. This was suggested to promote additional surveillance of the park on a full-time basis. The most significant element of this concept is a water element which would be three informal ponds connected by a meandering stream feature. A centrally located community center building (10,000+ sq. ft.) is served by an 180-car parking lot. Other amenities include a water -side group picnic shelter; two restroom buildings; grass volleyball courts; an informal grass amphitheater; children's play area; and panoramic overlook. The general consensus of those at this meeting was a preference for Concepts A and B, which included sportsfields. There was some concern expressed about duplicating facilities that will be available across the street at the future high school site. Clint indicated that some contact would be made with the school district to confirm the scope of their athletic facilities as well as the potential for shared program use. The lighted multi -use fields with 300' outfield limits and overlay full-size soccer fields in Concept B seemed to be the preferred scheme. However, there were a number who favored Concept A's parking off of Adams in addition to Westward Ho Drive, which we will investigate. The consensus was that the larger community center type building serving 200- 300 people was needed to provide indoor recreation opportunities for this north section of the City. Some senior activities (shuffleboard, horseshoes, putting green) were suggested in association with the community center. All were in favor of an informal amphitheater area. Most were in favor of some scaled down water feature with moving water to provide a refreshing relief. It was agreed that lighted basketball half courts should be included with a possible reduction to two tennis courts. Those at the meeting agreed that family picnic units with covered shade shelters scattered throughout the park site would be popular and well used. A shaded play area was favored with a separated area for tots and young children. It was suggested that water toys or participative fountains be considered for play. The group seemed to favor a more natural buffer planting around the edge of the park with a trail. It was suggested that there be paved walks for rollerblades or small tots tricyclesfbicycles. Clint once again thanked the group for their participation and requested their continued input at the next meeting scheduled for Monday, June 29, 1992. At this meeting Steve will present a refined plan incorporating the public input from this meeting and any follow up from the Staffs review as well as estimated construction costs.
