Subj: Election of Chairperson and Vice Chairperson - V.A.
BACKGROUND
As the Commission will recall, Municipal Code 2.18 states that a Chairperson is to be
appointed by the Commission each September. The Vice Chairperson position was
vacated in Dorothy Benedict's departure. The Vice Chair position should therefore be
filled in the not too distant future, and the Commission should begin considering
candidates for both positions.
Staff recommends that the Commission note those interested in each position, and
appoint a Vice Chair at the same meeting a new Chair is appointed.

Subj: Designation of Legislative or Opportunity "Watch" person - Item V.B.
BACKGROUND
There is a considerable amount of legislation on the state level that effects parks and
recreation, cultural arts, human services, and child care service providers. The CPRS
newsletter "Leisure Lines" carries an excellent update section. There may be other
publications and agencies, however, which follow legislation which may be of interest to
the Commission and the City Council.
Additionally, grant opportunities sometimes come and go for a lack of knowledge. For
example, Office of Criminal Justice Programs (OCJP) and California Youth Authority
(CYA) provide grants occasionally for the construction of youth centers, or for
programs. The California Department of Parks and Recreation provides matching
grants for park development. The Commission may be aware of other funds available
for programs of interest.
A Commissioner could subscribe to publications by the above mentioned and other
agencies, as well as research grant opportunities. Staff could then follow up on these
opportunities by, in the case of grants, writing them, or in the case of legislation,
bringing that information to the attention of the Council for their consideration and
possible action. Expenses for phone calls and postage could be reimbursable.
RECOMMENDATION
Staff is requesting that the Commission consider the merits of the above suggestion,
and perhaps appoint a Commissioner who would be interested in following up on
legislation of import, and grants that may be available.

Subj: Discussion of Costs Associated with the Community Park - North
Park Design - Item VI.C.2.
BACKGROUND
At the Special Meeting of the Commission on July 13, 1992, consultant Steve Lang of
Purkiss-Rose/RSI, Inc. presented a final conceptual design to the Commission for
comment and recommendation. However, an important element which the Commission
did not have the opportunity to consider was the costs associated with the project.
Attached are the approximate costs associated with the park design. These costs are
preliminary, and should not be viewed at this point as actual or exact costs for the
development of the park.
RECOMMENDATION
Please review the costs, and discuss with staff your impressions of the costs related to
the fact that there is six to seven hundred thousand dollars currently available for park
development in the north area of the city. The Commission could perhaps offer some
phasing suggestions in light of the information from the Survey, and the public input
received at the Commission level, and as reflected in the minutes from the public
workshop notes distributed to the Commission at the last meeting.

Community Park North, accurate costs can only be determined with the preparation of
detailed construction documents.
These cost estimates have been prepared using the latest cost information, including

Subj: Presentation of Civic Center Landscaping Concepts by TKD and
Associates. Recommendation Required. Item VI.C.4.
BACKGROUND
At the July 21 City Council meeting, TKD and Associates, led by Mr. Tom Doczi,
presented three concepts for the landscape design of the City of La Quinta Civic
Center, located at the corner of Tampico and Washington. The landscape design is for
the entire civic center parcel, including the area where the future senior center and Arts
Foundation building are to be located.
The Council told the design firm to incorporate aspects of all three designs presented
into two options, and then to present those options to the Community Services
Commission for their recommendation. This is of course because the Commission is
charged with advising the Council on all park development on public grounds.
RECOMMENDATION
The Commission is requested to review the designs, to question Mr. Doczi regarding
any aspects of the designs, and to forward on the Commission's recommendation as to
the two conceptual designs.

ART IN PUBLIC PLACES REPORT

NATIONAL ASSEMBLY OF LOCAL ARTS AGENCIES - PHOENIX, ARIZONA
On June 4-6, I attended the National Assembly of Local Arts
Agencies in Phoenix, Arizona. The conferences that I took were:
Redefining Art - at which panelists discussed how public art
challenges the traditional notion of art.
Media Relations - a presentation was made by a producer of a local
television station and a local reporter. We were given hand-outs
on helpful suggestions on communicating with the media.
Art and Infrastructure - was a panelist who discussed the
relationship of public art and artists to design the nations
infrastructure systems, which would include roadways, public works,
transportation, canals and open spaces.
We attended a dinner dance at the Dump. It is Phoenix's new waste
management facility, which is still under construction. What's
interesting about this is that two artists form Dallas and Vermont
were brought in on this project to design some artwork. When they
saw the original drawings, they decided it wouldn't work. The
artists worked with a team of engineers and thogether redesigned
the whole facility so that it is much more functional and the
architectural and landscaping design is more like public art.
We also toured Phoenix's public art. It was a very interesting and
informative conference.
PARKS AND RECREATION: POINTS OF INTEREST REGARDING PARKS WHILE
IN PHOENIX.
While in Phoenix, we toured several parks. One had an amusement
park in the center which was gated in and only open certain hours.
Children had to buy coupons for the rides. It has a long canal
running through the park with bridges at various sections with
ducks in the cnal or river.
Desert Garden Park - was landscaped along the outer perimeter in
arrid landscaping and grassy areas throughout the center areas,
walking paths and a playground in the center. The retention basin
was landscaped in the desert look and down in the basin it had all
plat pebble looking rocks.
Papago Park - is a natural park with walking trails. I saw a
shaded seating area. The City of Scottsdale commissioned Steve
Martino, a landscape architect from Phoenix, and Jody Pinto, a
visual artist from New York City, to design a major historic and
ecological boundary marker within the valley. The park is 890
acres. The work also functions as a desert harvesting process to
re-vegitate the site and heighten residents awareness of the parks
fragile desert ecology. The boundry is made of stacked and
mortared field stone.
The design consists of seven 16-ft. high vertical markers sited
around a 240 ft. long wall, with seven branches radiating from its
center, referencing a tree life form.
the wall structure, which forms the stem of the plant, functions as
a water -harvesting device and aqueduct. Run-off from summer storms
is captured and diverted through a channel in the wall onto each of
the seven farming terraces defined by the trees branches. The
terraces are planted in native plants. A photo will be brought to
the July 29 meeting.
While attending one of the pre -conferences, a slide was shown of a
future plan Phoenix has on what is called a "pocket park". There
is a street coming through the center and small areas at the
corners are like very small mini -parks with only trees, plants and
a seating area on each corner. This makes these areas attractive
and useful.
