A.1.) 1:1�tlKfiti�Ul�lE At the September 28 Commission meeting it was discussed that the grant award recipients for FY92-93 be asked to attend a CSC meeting to update the Commission on the respective awardee's progress in implementing the stated goals and objectives listed in their grant proposal. Jerry Hundt of the YMCA was requested to attend tonight's meeting and update the Commission. RECOMMENDATION Staff recommends that the Commission inquire of the grant recipients as to their progress in achieving stated goals. City of La Quinta Memorandum To: Community Services Commission From: Sharon Kennedy, CSC Chairperson and Clint Bohlen, Parks and Recreation Manager Date: October 12, 1992 Subj: Light Repair Needs at Fritz Burns Tennis Complex and Sports Complex (Item VI. B.1.) BACKGROUND Attached the Commission will find quotes from two companies: Hegge Electric for Fritz Bums Park and LaSalle Electric for the La Quinta Sports Complex. These quotations were acquired to get a "ball park" idea of what repairs of the respective light systems would cost. Recently, Chairperson Kennedy received comments from a tennis professional that the lights at Fritz Burns were very needed, as the level of user traffic which she has witnessed after S:OOp.m. at all courts while conducting her lessons has been very great indeed. This has been verified by staff on the several occasions which staff has visited the courts during the day and in the early evenings. The Sports Complex field lights have been a perceived albatross to the residents of the Brock Homes development. Staff and a consultant took light meter readings from within the Brock development, and found the readings to reflect a severe light spill problem into the residential area. RECOMMENDATION The Chairperson of the CSC requests that the Commission recommend: 1. That the staff prepare Bid Documents for the purpose of performing field and court lighting repairs at the Fritz Bums Park Tennis Courts and the La Quinta Sports Complex; and 2. That the Council allocate $30,000 from the Lighting and Landscaping Fund for the purpose of the repair of the Fritz Burns Park Tennis Court lighting system on courts 1 through 4 only, including the installation of coin operated light boxes; and the repair of the Sports Complex field lights per the suggestions made in the July 6, 1992 LaSalle proposal's 1 - 4, including the re- wiring of the timer system and control system, and the re -aiming and shielding of the existing lamps. I have assessed the situation and come to the following conclusion; After confering with the engineering dept. at IID, we've decided our source of power must come from just west of court lil. We are estimating that one half of your lamps will be burned out or weak and assume one quarter of your ballasts are bad. Iwould recommend we super clean all reflectors and lenses in this process. Also all weather stripping should be replaced in fixtures to keep dirt out of the lights. Dirty lenses will result in a 30-40% loss of light. These lenses should be cleaned at least twice a year in order to maintain optimum light on court surface. The following is a Scope of work estimated: 1. Install 200 amp service at SW corner of court #1 including all piping and excavation needed for energizing. 2. Provide and install 4 coin operated switches at each court. 3. Remove all existing switching. 4. Install new conduits and J-boxes as needed to restore system. 5. Install new lamps and ballasts as needed 12 lamps-6 ballasts in bid. 6. C an all lenses and reflectors. 7. Re -weather strip all fixtures. 8. Realign all lights on courts. BACKGROUND The Palm Royale Park, located at the comer of La Palma and Adams Streets in north La Quinta, has been identified in the draft Parks and Recreation Master Plan and the City General Plan as a park site for future development. In the Master Plan, the Implementation and Action Plans indicate that this site is Priority One because the park Planning Area A is deficient over three acres of park land in meeting the Quimby standard of 3 acres/1000. RECOMMENDATION The Vice Chairperson requests that the Commission make a formal recommendation to the City Council at the Council's October 20, 1992 meeting that the they allocate $15,000 of Quimby fee money derived from the Planning Area A for design services for the Palm Royale Park site. Further, the request of the Council should include language which would request that the Request for Proposal begin in November of this year. The goal would be to begin development of this 2.19 acre parcel in FY93-94 in order to meet the immediate need for parkland in the north area, especially addressing the needs of families and youth. BACKGROUND The American Youth Soccer Organization of La Quinta was coordinated by one person the last two seasons. Because of the lack of parent participation, and coordination of and support for the program, the league had dwindled down to two teams. The league has been resurrected by a board of nine people who have worked since August to build a credible, successful program. Two of the board members are here tonight to explain the program. RECOMMENDATION Staff requests that the Commission familiarize itself with this youth sports program. • City of La Quinta Memorandum To: Community Services Commission From: Clint Bohlen, Parks and Recreation Manager Date: October 12, 1992 Subj: Report on the Community Action Team (Item VI.D.1.) BACKGROUND The Community Action Team, a grassroots anti -gang committee, met for the fifth time on October 5 at the YMCA/City Day Care and Community Center. The meeting focused on the various efforts and activities of the C.A.T., and also on the need for a coordinated community watch program. The C.A.T. feels that they may have reached the end of their mission, and the chair person is considering putting together a report to be distributed to public agencies. The report would summarize the activities of the committee, and include recommendations for continued and further actions.
