1993 10 11 CSC Minutes . REPORTS AND LRMATION ITEMS: I COMMUNITY SERVICES COMMISSION MINUTES October 11, 1993 CALL TO ORDER A regular meeting of the Community Services Commission was called to order at 7:00 p.I in the Multi-Purpose Room at the La Quinta Middle Scnoo!. Chairman Best presidinl followed by the Pledge of Allegiance led by Commissioner Norris Bernard. ROLL CALL MEMBERS PRESENT: Commissioner Lawrence Best (Chairperson) Commissioner B.J. Seaton (Vice Chairperson) Commissioner Norris Bernard Commissioner Aldine Dickens Commissioner Susan Francis Commissioner Nancy Nard MEMBERS ABSENT: One Vacancy STAFF PRESENT: Clint Bohlen, Parks & Recreation Manager Cristal Spidell, Secretary II APPROVAL OF MINUTES Commissioner Bernard stated that his proposal related to the Arts Commission WI requested by himself'to be removed from Commission consideration. Therefore 1 requested that the minutes of September 27, 1993 reflect that it was removed fro consideration. Commissioners unanimously agreed to delete the sentence "The Commission agreed . rescind the motion" from the minutes. It was moved by Commissioners Seaton/Dickens to APPROVE the minutes of September 2~ 1993, as amended. Motion carried unanimously. ANNOUNCEMENTS Presentation of New Leaf Awards were made by Mayor Pena and Mayor Pro-Tem Sniff. PUBLIC COMMENT Chairperson Best opened the floor for public comment. There was no comment. MIN10-11 1 . .. CORRESPONDENCE AND WRITTEN MATERIALS A. Human Services/Parks and Recreation Committee Memorandum: Commissioner Bernard was removed from the Human Services Committee aI appointed to the Parks and Recreation Committee as requested effective immediatel~ B. Community Services Commission Memorandum: Chairperson Best concurred with Commissioner Bernard's memo regarding receivil memorandums from Commissioners requiring action at the last minute. He sugges holding over until the next meeting items that do come up which are not , emergency in nature. C. Commission List: Chairperson Best noted and thanked Commissioner Bernard for the consideral effort he put into creating a list of Commission/Boards from neighboring citie Commissioner Nard added that the City of Palm Desert also has an Arts in Pub Places Committee, and it was so noted. The list will be used for further referenc D. Item #15 - October 5, 1993 City Council meeting: Chairman Best delayed discussion on Item #15 of October 5, 1993 City Coun meeting until later because this item is being discussed under STAFF REPORTS STAFF REPORTS 1. Community Services Conference/California Parks and Recreation Society ConferenCE Mr. Clint Bohlen informed the Commission that it has up to 4 Commissioners fund for either the League of California Cities Community Services Conference or 1 California Parks and Recreation Society Conference in February and April, 19! respectively. Chairman Best suggested this be placed on the December agenda we additional information has been received. 2. October 15, 1993 City Council Discussion of CSC and Other Issues: Mr. Clint Bohlen paraphrased recent City Council discussion regarding . Community Services Commission. Council woman Bangerter desired to advertise interested applicants to fill the vacant seat on the Community Services Commissi( Mr. Bohlen stated the possibility exists that a Cultural Affairs Commission D change the whole make-up of the Commission as well as the Work Plan. The C Council wishes to have a Joint Meeting with the Community Services Commissior discuss the Work Plan and the Cultural Affairs issue on an upcoming Saturdl After discussion the Commission agreed they were all available for December 4, 19 MINI0-11 2 . . The Commission then listened to IS minutes of tape from the October 5, 1993 Ci Council meeting regarding the possible formation of a Cultural Affairs CommissiOJ Many parts of the tape were inaudible so Chairperson Best asked Mr. Bohlen highlight each Council member's desires in regards to a Cultural Arts Commissic vis-a-vis the Community Services Commission. It was concluded that Council comments would be considered when discussing the Cultural Affairs Commissic Issue and Options. COMMISSION BUSINESS 1. Cultural Mfairs Commission Issue: Chairperson Best asked members of the Cultural & Fine Arts Committee to introdu, the new materials for Cultural Affairs Commission Issue. Commissioners Nard aI Francis explained Options A, B, C & D to the Commission. After a lengtl discussion it was determined that all the options had merit and rather than elimina any option, all four options are to be presented at the Public Forum on November: 1993, at 7:00 P.M. Chairperson Best asked that Commissioners Nard/Francis adjust the matrix contain a format similar to that presented in the La Quinta Cultural Consortiu Option "C" by providing additional information and describing each option in mo detail. The final materials will be reviewed by the Commission at the October 21 1993 Community Services Commission meeting. 2. 1993-94 Work Plan: The Commissioners discussed and confirmed potential assignments for the 1993-! Work Plan. It was MOVED by Commissioners Seaton/Best to delete "Social Issues aI Concerns". "Developing an Urban Forestry Program for the City" will be carril over to 1994-95 Work Plan due to resubmitting of grant request. Commissit members will review and prioritize the final draft of the Work Plan at the ne: Community Services Commission meeting. 3. Mental Health Board Appointment: It was MOVED by Commissioner Seaton/Dickens to refer Mr. Milt Jones' name to t] Mayor as a candidate for appointment to the Riverside County's Desert Region Ment Health Board. Motion carried unanimously. NEXT MEETING DATE, TIME AND TOPIC Monday, October 25,1993 at 7:00 p.m. at the La Quinta Civic Center Study Sessic Room .
