COMMUNITY SERVICES COMMISSION
MINUTES
MAY 24, 1993
CALL TO ORDER
After returning from a tour of new City Hall, a regular meeting of
the Community Services Commission was called to order at 7:00 p.m.
in the City Council Chambers. Chairperson Kennedy presiding,
followed by the Pledge of Allegiance.

It was MOVED by Francis/Bernard to EXCUSE Ms. Dickens from today's
meeting. MOTION CARRIED.
APPROVAL OF MINUTES
It was MOVED by Seaton/Francis that the CSC/City Council joint
meeting minutes of April 26 and the minutes of the regular CSC
meeting of May 10 be approved as submitted. MOTION CARRIED.

STAFF REPORTS
Mr. Bohlen recommended the Commission consider including the Trails
Master Plan as a high priority in their Work Plan discussion; and
that the Master Plan Workshops be discussed as part of that Work
Plan. Staff would like to see the Commission and staff work on
that shortly after the beginning of summer. Staff assumes that
after the Work Plan is complete, it will go to the Council for
their review/approval, additions/deletions. Ms. Seaton/Nard MOVED
that the Commission include the Trails Master Plan as part of their
1993/94 Commission Work Plan and make it a high priority. MOTION

Ms. Seaton reported on the Town HaLl meeting at Wal-Mart, where a
live broadcast from Washington on Goals 2000 was heard. Goals 2000
is called Educate America and they have six national goals: (1) all
children in American will start school ready to learn; (2) the high
school graduation rate will increase to at least 90%; (3) American
students will leave grades 4, 8 and 12 having demonstrated
competency in challenging subject matter; (4) U.S. students will be
first in the world in science and mathematics achievement; (5)
every adult in America will be literate and possess the skills to
compete in a global economy; and (6) every school in America will
be safe, disciplined and drug-free.
They had different networks of people who were involved in
Washington at the Department of Education. Discussions included
the need for a communication network between education and the
business owners in the community. The education light needs to be
turned on in the student and kept on. This plan was taken tc
Congress by the President to provide incentives and funds tc
restructure schools. $400 million will be available, if it passes,
to help plan comprehensive school reform. They feel the
educational system needs to be performance based and the focus
should be on results. Students need to learn how to apply theiI
learnings to the real world problems. Curriculum and leadershi~
need to be strengthened. The schools cannot do it alone; they neec
a partner in business. In the community, Goals 2000 is going tc
help by developing national standards, creating a climate that
supports reform, provides a framework, and every state will be
eligible for funds for development and reform plans. Local
communities need to organize and set up local coalitions tc
articulate the vision. This can start with orientation meetings
with all the community. ..they need the support of all the people ir
the community. Then an advisory board should be formed who woulc
meet, define the goals, and begin setting standards and link the
local, state, and federal programs.
Ms. Seaton advised that she has sent away for more detailec
information on Goals 2000, and expressed her feeling that iJ
someone is working on this in the community, perhaps the communit1
Services Human Services Committee can help or assist them.
Mr. Bohlen suggested the Goals 2000 issue be brought up again al
the July meeting as part of the Work Plan to define and identif1
how the Commission might be involved in this process and to whal
extent.
Ms. Seaton advised that partnering with business is almost the kel
for education now. The college partnered with Sun Line Transit anc
was able to open an alternative energy center where they arE
working on alternative fuels.

Regarding the review of 1992/93 Community Services Grant
Reconciliation - forms and materials: Mr. Bohlen said the comments
noted on the material were questions he thought the Commission
might want to ask as they perused the different forms. He
apologized for The Earthquake Committee form not being included,
but it was misplaced. Linda Murray is sending another copy.

Mr. Bohlen raised another issue, that of the scoring of
applications as they come in, and whether to look at this issue in
depth in a work session at this meeting, or delegate this issue to
a committee which would be reviewing the 1993-94 applicants.
Ms. Kennedy asked if there would be a screening committee and the
date the applications are due back to staff.
Mr. Bohlen responded the applications are due June 16. Mr. Best
suggested the screening committee be comprised of three people:
Norris Bernard and Aldine Dickens from the Human Services
Committee, and Susan Francis from the Culture and Fine Arts
Committee. B.J. Seaton will serve as an alternate. The screening
committee will meet Monday, June 21, 5:30 p.m. at the Arts
Foundation to screen the applications.
June 28 - recommended applicants brought to Commission for
discussion.
July 12 - Agency presentations (limited to 3 minutes)
July 26 - scoring and final recommendations to City Council

Kennedy asked Council Member Sniff if the City Council

Ms. Kennedy opened a discussion of the Community Services
Commission/City Council joint meeting by asking for clarification
of Mayor peiia's reference to "Health Fairs". Mr. Bohlen related
that the new Superintendent of Schools is excited about developing
a community resource center at the Middle School and perhaps
working toward developing a once-a-month health clinic to give
immunizations and basic check-ups.
Ms. Kennedy asked for clarification of Council's directive to the
Commission on health needs and social service assessment. Ms. Nard
said she understood the main concern to be to let the community
know what types of health services are available.

Ms. Seaton advised that J.F.K., Eisenhower, and Desert Hospitals
have these services available to the community. She suggested the
Community Services Commission get on these mailing lists to receiVE
the times, dates and places these services will be available. This
information could be published in the City/Chamber newsletter. Mr.
Bernard asked staff if a park survey had gone out to the residents.
Mr. Bohlen said the Recreation & Community Services survey had beer
mailed out and contained the following health need question, "Are
you currently in need of basic medical care, dental care, visior
care, child care?" The survey was primarily a recreation surve1
and a section on volunteer opportunities in the community, i.e. thE
Home Alone, Boxing programs, etc. Based on the community' ~
response to the health need question, the Commission can decidE
whether or not to proceed with another more extensive survey in thE
schools.
Ms. Kennedy asked for suggestions on how to let the community kno\
the existence and purpose of the Community Services Commission
Mr. Bohlen suggested a Community Services Commission Corner coull
be created in the newsletter and list items such as health care an<
workshops valley-wide, thus enabling the Commission to be thl
facili tator of public services. Mr. Bohlen advised that Sandri
Juhola is looking for items for the newsletter. Ms. Kenned'
suggested that the public relations people at the three hospital:
be contacted to put the Commission on their mailing list so thai
the Commission can advertise, with the hospitals' permission, an~
of the clinics or seminars they are sponsoring. Also, the July 1:
and July 26 meeting information can appear in the newsletter, sincl

a health fair in cooperation with the three desert hospitals.
Ms. Seaton said she was glad the Commission was developing a wor
plan which will be most helpful in letting the City Council kn01
what the Commission does and plans to do in the future. Sh,
suggested that every year the Commission present to the Council
list of their goals and objectives and a list of thei
accomplishments for the prior year.
Ms. Kennedy reminded the Commission of the "town meeting" schedule,
for the next Mayor's Breakfast on June 3 at 6:45 a.m. She aske,
the Commission if they agreed to have a CSC representative atten
Council meetings on a rotating basis and suggested that schedul
could be part of the July work plan.
Mr. Best asked that the proposal to Council for the Commission t
have input in the selection of new members to the Commission b
part of the July work plan.

Ms. Kennedy reviewed the work plan concept, which includes: Trails
Master Plan, Community Resource Center, La Quinta Middle School,
Health Fair, visibility of Commission within the community,
Newsletter Corner, Goals 2000, rotating City Council meetings and
Commission input regarding selection of new members.
Ms. Nard reported that the Art in Public Places Committee met May
3. TDC was there to review an alternate plan for the Theme Plaza
at Hwy. 111 and La Quinta. Two new art consultants were
interviewed to work with developers and architects on future
projects. Louis DiMartino gave an update on the sculpture for the
Civic Center. He has approximately 50 tiles from the children in
the art class at Truman Adams, and he will soon be working with the
Middle School. He needs more community involvement. Anyone who is
interested can pick up clay and a piece of wood for sculpting a
piece 5" x 8" from the school. All pieces of work should be
returned in two to three weeks. Louis makes a mold of these
pieces, casts them in bronze and welds them together. The result
will be the large sun that is going to be in the Civic Center site.
Ms. Nard said the Committee is working on the first section of a
Master Art Plan. The Committee reviewed three new artists'
applications for their art banks.
Mrs. Nard said she spoke with Marilyn Smith, Sr. Center
Coordinator, regarding the Commission's help with an Arts and
Crafts show when the Senior Center moves into a new facility.
Marilyn said they are very interested in pursuing that and that she
would like to include disabled children, along with the Seniors and
older disabled.
The Landscape for Ecology winner was 54-235 Avenida Vallejo in La
Quinta.
Ms. Kennedy asked Mr. Bohlen if the Sun City residents could help
with the Home Alone program. Mr. Bohlen said staff could work
directly with Del Webb regarding volunteers. Wi th regard to
Commission visibility, Ms. Kennedy said she was interviewed via
phone by two students of La Quinta Middle School. The interview
was about parks and recreation and what is being done for
recreation for middle school age children and up.
Mr. Bernard advised that he participated as a Commissioner at the
Truman Adams Elementary School when they had their earthquake drill
and helped give a critique afterwards.
The Commissioners thanked staff for the tour of the new Civic
Center.

The next meeting will be held June 14 at the Family Heritag
Church. Ms. Kennedy asked Mr. Best if he would preside as sh
would be out of town.
There being no further business, it was MOVED by Nard/Bernard t
