1993 03 22 CSC Minutes/U v 0 REPORTS & INFORMATIONAL ITEM: e COMMUNITY SERVICES COMMISSION MINUTES MARCH 22, 1993 CALL TO ORDER A regular meeting of the Community Services Commission was called to order at 7:00 p.m. in the multipurpose room at La Quinta Middle School. Chairwoman Kennedy presiding, followed by the Pledge of Allegiance. Present: Commissioner Norris Bernard Commissioner Lawrence Best Commissioner Aldine Dickens Commissioner Sharon Kennedy (Chairwoman) Commissioner Nancy Nard Commissioner B.J. Seaton Absent: Commissioner Susan Francis Staff Present: Clint Bohlen, Park & Recreation Manager Patti Devery, Temporary Department Secretary Chairwoman Kennedy stated Commissioner Francis was exhausted from the Arts Festival and requested to be excused from tonight's meeting. It was moved by Commissioner Seaton to EXCUSE Commissioner Susan Francis from the March 22, 1992 meeting. Motion caried. Chairwoman Kennedy asked the Commissioners to introduce themselves and state which committee they served. Also introduced were Saundra Juhola, CSC Administrative Services Director and Maureen Mendoza, Principal of La Quinta Middle School. 1. APPROVAL OF MINUTES - FEBRUARY 22, 1993 It was moved by Commissioner Bernard to APPROVE the minutes of February 22, 2993 as submitted. Motion carried. 2. PUBLIC COMMENT Chairwoman Kennedy opened the floor for public comment. There was none. 3. CORRESPONDENCE AND WRITTEN MATERIALS Memorandum from Saundra Juhola to Clint Bohlen (see attached). COMMISSION BUSINESS Staff Liaison Bohlen requested the Mayor's Proclamation for Community Services month be added to the agenda along with a March 17, 1993 memorandum regarding the joint meeting with City Council and the Community Services Commission. It was moved by Commissioner Dickens to add the Proclomation and memorandum to the agenda. Motion carried. Chairwoman Kennedy introduced Councilman Stan Sniff, Mayor Pro Tem, who welcomed the prospective award recipients, their parents and grandparents. Councilman Sniff explained the purpose of the New Leaf Awards, which was developed by himself and the La Quinta Community Services Commission to encourage, recognize and reward student improvement quarter to quarter. Tonight's awards are for the second quarter 1992-1993 school year. Councilman Sniff introduced Councilmembers Michael McCartney, Glenda Bangerter and Mayor John Pena. Councilman Sniff turned the podium over to Maureen Mendoza who announced the recipients of the New Leaf Awards (see attached list). Mayor Pena and Councilmembers Bangerter and McCartney presented the New Leaf Awards and congratulated the students on their accomplishments. Chairwoman Kennedy welcomed Mrs. Bernard and asked the Commissioners to report on their attendance at the California Parks and Recreation Society Conference. Commissioners Bernard, Best, Kennedy, Nard and Seaton reported on their experiences in the workshops and sessions. The concensus was that several sessions were worthwhile. However, the 1992 Long Beach conference seemed better organized, with more stimulating topics. The Commissioners expressed their thanks to City Council for the opportunity to attend the conference. Chairwoman Kennedy asked Mr. Bohlen for a status report on the Community Services Grant Application. An amendment to remove a maximum/minimum grant amount from the application was presented to City Council March 16, 1993. It was suggested the deadline be moved from July 1 to July 31 to allow for budget approval and to hold off distribution of the application until May 1993. 0 0 Community Services Commission Meeting - March 22, 1993 Minutes - Page 3 Chairwoman Kennedy asked Commissioner Bernard to report on the Coachella Valley Recreation and Parks District meeting. Commissioner Bernard said the Board felt it important to contact our Assemblywoman, State Senator and Governor Wilson to help with the needed funds. Mr. Bohlen said he has asked Don Martin, Superintendent of the C.V.R.P.D., to keep the CSC informed. Chairwoman Kennedy asked Commissioner Nard for her Culture and Fine Arts Committee report (see attached memo). Commissioner Nard stated the Art in Public Places Committee met March 1, 1993 and were brought up-to-date on Louis De Martino. A discussion took place regarding the two art consultants who have applied. At their next meeting, the Committee will interview them. Commissioner Nard corrected a statement made in her last report concerning the fees and where they would come from. She stated at present, nobody knows what the fees will be, and Art in Public Places is the only resource at this time. A draft outline was reviewed and revised and will be discussed at the next APP meeting. The meeting concluded after reviewing two new artists and viewing a video of one sculpture. Chairwoman Kennedy expressed the Commission's thanks to Susan Francis for the passes to the Art Festival. Chairwoman Kennedy called upon Commissioner Best to report on the Parks and Recreation Committee's meeting with City Council. Palm Royale Park concerns were discussed. Commissioner Best expressed concern regarding the continuation of Palm Royale workshops and the shift of Park and Recreation funds to something else. Commissioner Best and Kennedy expressed the importance of sharing ideas and community concerns with City Council and the Mayor prior to joint meetings. Also, the Commission needs to understand what City Council expects of them. The meeting did provide direction for the Commission. Chairwoman Kennedy shared her thoughts on CAPRCBM valley -wide academy training and the possibility of involving other cities to make it affordable. Since the projected occupancy date for the new City Hall is June 11, 1993, the training session might take place there. A date of a Saturday in September 1993 was mentioned. If this facility is not adequate, the Middle School Multipurpose Room could be used. 0 0 Community Services Commission Meeting - March 22, 1993 Minutes - Page 4 Commissioner Bernard gave the Human Services Committee report, expressing concerns about gangs, graffiti, contraband at school, goals for youths and seniors (see attached report). Also, information is needed as to the City's role in Disaster Preparedness -- is there an emergency plan, what are numbers to call? Mr. Bohlen advised the City does have this program under the direction of Tom Hartung. Everyone at the City has an assignment and post for emergency implementation. The next City Newsletter could contain information on the City's Disaster Preparedness Program. Staff will address this with the Building and Safety Department. 5. LA QUINTA BEAUTIFUL "SPRING SPLENDOR" The winner of the residential Landscape for Spring Splendor award is: 52-022 Avenida Navarro The winner of the business Landscape for Spring Splendor award is: 51-455 Desert Club. 6. STAFF REPORTS Mr. Bohlen reported on Palm Royale Park development and financing update. The initial Boys and Girls Club infrastructure development costs were $135,000. City Council gave $135,000 to the Boys and Girls Club out of the Landmark Land Community Facilities funds dedicated to Fritz Burns Park. Dan Miller, consultant, and Tom Genovese, Acting City Manager, shifted Quimby funds to Fritz Burns Park to make up the loss. Quimby funds are spent to benefit citizens of that area, but Fritz Burns Park is the only park with a pool and will serve the whole city. There is $124,000 left in the Quimby Fund that is not committed to other projects and could be moved to Palm Royale Park. Construction costs for Palm Royale are $172,000, which could be done in two phases. City Council could dedicate funds from other areas to pay the complete construction costs of Palm Royale. A discussion took place regarding whether or not to proceed with May/June public forums prior to the new fiscal year. It was suggested the April 12, 1993 meeting be postponed to use that time to brainstorm in preparation for the April 26 Council/Commission meeting. Commissioner Best said the Committee needs to get clear direction from City Council regarding Palm Royale Park. The agreement with T.I. Maloney needs to be finalized and approved by City Council. Concern was expressed about conducting public forums when the Park will not be built for another year. Commissioner Best said to put the agreement on hold until the April r 9 Community Services Commission Meeting - March 22, 1993 Minutes - Page 5 26 joint meeting with City Council when City Council's intentions for funding can be made clear. Commissioner Kennedy questioned the legality of moving Quimby funds. Mr. Bohlen reported on CPRS Conference workshops and notebook. He advised that his office will develop a manual for the Commission from conference workshop notes. Travel Expense Reports should be submitted as soon as possible. Mileage is $0.31/mile. Mr. Bohlen asked that anyone with questions contact him. Chairwoman Kennedy asked to be excused at 8:30 p.m. to keep an appointment. Mr. Bohlen read a proclamation designating April as Community Services month in La Quinta. A discussion followed regarding the future possibility of involving the citizens, both youth and seniors, in events during this month, such as, clean-up time, visit -our -park time, art projects, etc. Next year there will be more time to publicize this special month. Motion by Commissioner Best to recommend the Proclamation to the City Council, with language mentioning contributions by local community service providers. Motion carried. 7. NEXT MEETING DATE, TIME AND TOPICS Monday, April 12, 1993, 7:00 p.m. 8. ADJOURN There being no further business to discuss, it was moved by Commissioner Seaton/Bernard to ADJOURN. Motion carried.
