COMMUNITY SERVICES COMMISSION
MINUTES
MARCH 8, 1993
CALL TO ORDER
A regular meeting of the Community Services Commission was called
to order at 7:03 p.m. in the La Quinta Council Chambers.
Chairwoman Kennedy presiding, followed by the Pledge of Allegiance.

1. APPROVAL OF MINUTES - FEBRUARY 22, 1993
It was moved by Commissioner Nard/Best to APPROVE the minutes of
February 22, 1993 as submitted. Motion carried.
2. PUBLIC COMMENT
Chairwoman Kennedy opened the floor for public comment and there
was none.

4. CITY OF LA QUINTA TRAVEL POLICY
Staff Liaison Bohlen reported that the Council revisited the issue
at their February 15 and March 2 meetings. At the last meeting,
the Council amended the Travel Policy to establish limits on per
diem expense ($75/day) and abolished the provision for spousal
expenses. Staff is presenting to the Commission the report and
amended travel policy as it was presented to the Council for your
information.

Chairwoman Kennedy thanked Staff or their report on the travel
policy.
5. PRESENTATION BY FOUNDATION FOR THE RETARDED OF THE DESERT
(PERSPECTIVE 1993-94 CSC GRANT APPLICANT)
Staff Liaison Bohlen indicated he was contacted by a representative
of the Foundation for the Retarded of the Desert as a possible
applicant of the Community Services Grant program for the fiscal
year 1993-94. They were asked to make a presentation to the
Commission to introduce their organization to Commissioners, and to
share information regarding the needs of their organization.
Chairwoman Kennedy introduced Tim Hornbecker, Executive Director,
of the Foundation for the Retarded of the Desert. Mr. Hornbecker
stated his organization has five persons currently working at the
La Quinta Hotel as they have hired the sixth person on their
payroll now. He stated they have participants from the various
cities in the Coachella Valley serving a wide area. However, there
is only one group home for persons in which to live. The
Foundation is attempting to set up an independent living skills
program. He reported on three buildings that were donated to the
Foundation by the Sacred Heart Church. The Foundation for the
Retarded will relocate these buildings and upgrade them in order to
enable the Foundation to utilize them to train people to live semi-
independently.
Chairwoman Kennedy requested to know if the Foundation purchased
the property. Mr. Hornbecker replied the Foundation already owned
the property.
The Foundation for the Retarded will be requesting funds to assist
them in upgrading these buildings in order to make them a part of
their project. Mr. Hornbecker stated the Foundation would like
very much to participate in the grant program.
Phil Murphy, Vice President, of the Foundation for the Retarded of
the Desert, stated La Quinta has the greatest work history of all.
He commented there is a young lady who is permanently employed at
the laundry room at the Hotel who is developmentally disabled and
blind. The Foundation for the Retarded works with people to make
them contributing members of the community and not dependent on
welfare assistance.

Commissioner Francis stated that at the annual Umbrella Shows that
are held three times a year, the Foundation for the Retarded of the
Desert is always there with their ceramics for sale. The art
offered is very artistic and very beautiful work.
Mr. Murphy stated they also provide other services. They can do
mass mailings cheaper and better than anyone else in the valley.
They also do billings on a routine basis for various organizations
that include Byrd Medical in Palm Springs. Mr. Murphy invited the
Commissioners to come out to their facilities and see them in
action; or if they want to can tour the laundry facilities at the
La Quinta Hotel and see some of their past clients who are now
hotel workers.
Chairwoman Kennedy thanked Mr. Hornbecker and
introduction of their organization to' the
Commission and indicated they would look
submitting a grant application.

Monday, March 22, 1993 at the La Quinta Middle School for the
presentation of the New Leaf Awards.
7 . ADJOURNMENT
There being no further business to discuss, it was moved by
CommisSioner Nard/Dickens to ADJOURN at 7:40 p.m. to the Ad Hoc
Committees to discuss the following subjects:
