COMMUNITY SERVICES COMMISSION MINUTES October 25, 1993 :ALL TO ORDER , regular meeting of the Community Services Commission was called to order at 7:00 p.m. 11 the La Quinta Civic Center Study Session Room. Chairman Best presiding, followed by he Pledge of Allegiance. lOLL CALL [EMBERS PRESENT: Commissioner Norris Bernard Commissioner Lawrence Best (Chairman) Commissioner Aldine Dickens Commissioner Susan Francis Commissioner B.J. Seaton (Vice Chairwoman) [EMBERS ABSENT: Commissioner Nancy Nard One Vacancy T AFF PRESENT: Clint Bohlen, Parks & Recreation Director Cris tal Spidell, Secretary II t was moved by Commissioner Seaton/Dickens to EXCUSE Commissioner Nancy Nard from he meeting. Motion carried. :ONFIRMATION OF AGENDA t was moved by Commissioner Bernard/Seaton that Christmas Lighting/Decorating be dded to the agenda as Commission Business No.5. Motion passed unanimously. ,PPROV AL OF MINUTES t was moved by Commissioner Seaton/Bernard to APPROVE the minutes of October 11, 1993 s submitted. ,NNOUNCEMENTS 'he Commission members received a memorandum from Mr. Clint Bohlen announcing his ppointment to Parks & Recreation Director. After receiving congratulations from :hairman Best on behalf of the Commission, Mr. Bohlen thanked everyone for their support nd noted the tremendous progress the Community Services Commission is making for the :ity of La Quinta. 'UBLIC COMMENT :hairperson Best opened the floor for public comment. There was no comment. lIN10-25 1 . . ;ORRESPONDENCE AND WRITTEN MATERIALS .. Letter from Jim Ducatte, Boys & Girls Club of Coachella Valley Copy forwarded to the City Council. I. Commissioner Nard's Art in Public Places report for October 4, 1993 Chairperson Best suggested that Commissioner Nard could follow up on the note which was attached to her Art in Public Places report regarding painting of fire hydrants if she desired further action by the Community Services Commission. :TAFF REPORTS 'here were no Staff Reports at this time. :hairperson Best asked Mr. Bohlen the results of the Palm Royale Park report which was ubmitted to City Council on October 19, 1993. Mr. Bohlen stated that the item was pproved and has gone on to construction drawings. :OMMISSION BUSINESS 1993-94 Work Plan Prioritization (Best) Commission members prioritized their existing and potential assignments to finalize the 1993-94 Work Plan. Community Services Grants and Improve Communications with Council were deleted from the "potential" list and integrated into the "existing" list. Staff will categorize each assignment list with comments, and present a report to the Commission for final review at the meeting of November 22, 1993. Council/Commission Joint Meeting Topics (Best) Topics for the Joint Meeting will be: 1. Work Plan 2. Cultural Affairs Issue 3. Future of the Commission a. List of Accomplishments of Commission The Community Services Commissioners listed their accomplishments as: Community Services Commission Handbook Community Services Commission Work Plan Parks & Recreation Master Plan Community Services Grants Fritz Burns Park Tennis Court Lighting Palm Royal Park Development Interviewed selection of firms for design of Parks projects Updated Community Service Grant Application procedures Attend City Council meetings, Mayor's Breakfast Attend Conferences & Seminars Attend LQ Chamber & Valley Wide Mixers, and Main Street Market Place lIN10-25 2 . . Chairperson Best was asked to submit a report on these accomplishments in detail to the Commission by November 22, 1993. This will be later submitted to the City Council for the Joint Meeting set for December 4, 1993. The Joint Meeting is tentatively set from 9:00 a.m. to 12:00 p.m. November 8, 1993 Public Forum - Procedures (Best) Chairperson Best will introduce the item, explain the matrix, invite input not limited to the matrix, and give background regarding City Council direction upon opening the Public Forum. Chairperson Best will announce that each speaker will be given 3 minutes to speak and to direct their questions to the Chairperson who will then appoint a Commissioner to answer. The Commission will summarize all information and staff will prepare a draft report for review on November 22, 1993. Item of Appreciation - Sharon Kennedy (Francis) The Commission discussed an item of appreciation for Sharon Kennedy. Suggestions included having Ms. Kennedy select a location for a tree planting on the bike path, erecting a cement or concrete plaque with Ms. Kennedy's name on the bike path, a certificate of appreciation, or a gift certificate. The Commission also discussed how the item would be purchased, either through personal funds, landscape & lighting funds, or from the City budget. Staff suggested that due to lack of irrigation, the Commission might wish to reconsider planting a tree on the bike path or select an alternative site at either the Civic Center, the Sports Complex or the Mini-Park, with City Council approval. Commissioner Francis asked for direction and Chairperson Best suggested the item not be reagendaized at this time, rather give more thought as to what should be done. Christmas Lighting (Bernard) Commissioner Bernard asked the Commission regarding procedures for nominating homes for Best Decorated for the Christmas season. Staff stated names are either phoned in or an entry form is enclosed in the La Quinta Newsletter. Commissioner Bernard suggested a follow-up letter to all homes which were nominated acknowledging their holiday and community spirit. Staff will contact the City Clerk in regards to notification in the La Quinta Newsletter. lIN10-25 3 . . 'm. SUMMARY: At the October 25, 1993 Community Services Commission meeting, Chairperson Best requested the following procedures be followed for the public forum: · Chairperson Best will introduce the item, explaining the purpose of the forum, and the history of the item. · The Chairperson will explain the four options, concluding with the emphasis that none are the Commission's choice or preference. . The Chairperson will instruct speakers to direct all comments and questions to the chair. . All persons wishing to speak must approach the podium and clearly state their name and address for the record. · Speakers will be limited to three minutes. RECOMMENDATION: For your information. JUHOLA, ADMINISTRATIVE SERVICES DIRECTORJ D NOVEMBER 8, 1993 U TO: DATE: SUBJECT: LA QUINTA BEAUTIFUL AWARD ********************************************************************************* Last winter, the Community Services Commission established new criteria for the La Quinta Beautiful Award Program as attached (copy of newsletter article). As you can see, the months of October, November and December are "Best Holiday Spirit." I'm going to need some help from the Commission in knowing what you were thinking about in determining November to be "Best Holiday Spirit." I'm also going to need help with nominations. If, when driving around, any of you see homes that depict your idea of Holiday Spirit, please call the address to my Department. Also, the date of December 13th has been determined to be the date of judging for the December "Best Holiday Spirit." As you'll remember, there are generally five awards given for December. THANKS FOR YOUR HELP! . . New Criteria Established For La Quinta Beautiful I. All La Quinta homes (owned & rented) and all La Quinta businesses are eligible with the exception of structures being maintained by a homeowners association. Entries are not limited to the Cove area. 2. Nominations will be made on three different themes during the year: . SPRING SPLENDOR- January, February, March. April . LANDSCAPED FOR ECOLOGY - May, June, July. August, September . 1l0L/DA Y SPIRIT- October, November, December 3. The v.ilUlers will be presented with a certificate and a brass plaque by the City Council and the winning property will be featured in the Chamber's Newsletter. 4. In order for La Quinta citizens to become more aware and get more involved in this program, there will be entry forms in the newsletter, as well as Comnussioners being encouraged to nominate properties, . . 1993 OCTOBER.
