MINUTES
NOVEMBER 8, 1993
~ CALL TO ORDER
<\ regular meeting of the Community Services Commission was called to order at 7:00 p.m. in the La
::.!uinta Civic Center Council Chambers. Chairman Best conducted the Pledge of Allegiance.

!uinta Volunteer Effort be added to the list of CSC accomplishments which Chairman Best is presenting
) the City Council during the December 4, 1993 Joint Meeting. The list in its entirety will include:

IV. ANNOUNCEMENTS
Staff announced the Ground Breaking Ceremony for the La Quinta Senior Center on November 9, 1993
md the City Hall Grand Opening scheduled on November 13, 1993.

2hairperson Best opened the floor for public comment. There was no comment.

Public Forum on Cultural Affairs Issue
Chairperson Best opened the public forum after announcing the procedures to be followed.
Fred Wolff, 77-227 Ensenada - Does not want to see the City Council able to control the arts,
books in the libraries, etc. Mr. Wolff feels there should be no mechanism to allow City Council
or the Community Services Commission to exercise control over literary, visual or performing
arts, and therefore prefers Option C.
Kathleen Smith-Schooley, 46-441 Roadrunner - Asked for clarification of membership make-up
in Option C. (Staff noted changes to be made). Ms. Smith-Schooley thinks the Cultural Affairs
Committee should be a separate body not under the City Council. Ms. Smith-Schooley prefers
Option C.
Kathryn Hull, 77-260 Chillion - Ms. Hull asked how the CSC was defining "culture" vs. "arts".
The terms imply different things, and she wants to make sure the name of the committee relates
to the function of the body. Ms. Hull stated that censorship and financial backing are her main
concerns. She prefers Option C because it is made up of a coalition with representatives from
different bodies.
Lia Gilbert, 57-214 Merion - Ms. Gilbert would like to see this proceed no matter what direction
the Commission prefers. She does want City Council control and censorship, and she also
recognizes the need for financial support. Ms. Gilbert suggests keeping La Quinta on a small
scale with arts as its focal point.
:hairperson Best thanked everyone for their participation and comments. The Commission would review
might's information and present a final report for the City Council at the Joint Meeting on December

2. La Quinta Beautiful (Christmas)
Saundra Juhola, Administrative Services Director, informed the Commission that December 13
1993 was selected as the judging date for "Best Holiday Spirit" for the month of December
After a brief discussion the Commission selected December 20, 1993 as the judging date. Staf
will contact Ms. Juhola regarding this possible change of date, as well as contact the La Quintl
Chamber of Commerce to verify the date in the Newsletter.
J. La Quinta Beautiful (HalIoween)
The Commission reviewed and judged 3 homes nominated for "Best Holiday Spirit" for tht
month of October. The winning home is located at 54-655 A venida Bermudas.
