STAFF REPORTS t Tennis Court Lights ;taff updated the Commission on the status of the lighting repairs on courts 1-4 at Fritz Burns )ark. A Change Order in the amount of $1 ,300 was submitted by AZ-Tech Electric to replace iOO feet of conduit which was broken and filled with sand. The tennis court light repairs are lxpected to be finished Wednesday, January 12, 1994. ~n open invitation for the public to play tennis January 15, 1994 under the lights has been llanned. The evening will consist of prizes, refreshments, testing service speeds with a radar lun, etc. Chairman Best inquired if an increase in use of the courts is expected and if the ;heriff Department was aware of the lights being on until 1 0:00 p.m.. Staff expects an increase n night time use. It is expected that two courts will be used constantly by two area lrofessionals, and the remaining two will be left open for the public. Staff will notify the Sheriff's )epartment of the night time use. fill. COMMISSION BUSINESS ~. Fritz Burns Park Forum ;taff gave a brief overview of the history of Fritz Burns Park, including the work with T.!. vlaloney who completed a Master Plan in 1992. The Master Plan broke the park construction Jp into four phases. This fiscal year's budget includes the development of Phase One, which 'esulted in the hiring of BSI Consultants, Inc. to complete construction drawings for the park site md to provide construction management services. Staff informed those present that Keith =!attay, of BSI Consultants, Inc. was present to assist in conducting an informational forum. The 'orum is based on technical information, and recreation professionals have been invited to speak. Keith Rattay, BSI Consultants, Inc. - Mr. Rattay distributed and reviewed a questionnaire to all people in attendance. The questionnaire was accepted for the record (Attachment 1). The )asis for the questionnaire was the need for technical information and input from individuals to )e used by the Parks & Recreation Director and BSI Consultants for making decisions about several issues such as the filtration system, scheduling programs, safety features, ample space lor programs, office space, deck construction, electrical outlet placement, equipment selection, 'im flow versus deep gutter, maintenance, slides, diving boards, lifeguard stands, equipment storage, etc. MINl-lO 2 ~cott Farrell, Aquatic Desl Group - Aquatic Design Group" designed 350 of this type If facility and has never designed the same pool twice. Aquatic Design Group proposes to ipecify high grade commercial equipment throughout the construction of the pool. By doing this t will minimize maintenance costs, and limit down time of the pool. Those items would include I high rate sand filtration system, an automatic backwashing capability, natural gas pool heater, md an automated chemical controller, unless instructed otherwise. l\Iith a high rate sand filtration system the filter media is low maintenance. Once the filter is full If sand it remains in place up to 20 years without having to be changed versus the Vacuum D.E. =i1tration System which requires the filter media be changed on a weekly basis. rhe automatic backwashing capability removes the human error that would typically be in the i1tration systems, much less water is used during automatic backwashing versus maintenance lersonnel backwashing because it is done automatically, without supervision, and on an Is-needed basis. ~ natural gas heater is suggested versus solar or co-generation. Cost in the long run is less with gas, and it is easier to control temperatures. ~utomated Chemical Controller is state of the art equipment which takes all the guess work out If chemical applications to the pool. The Controller needs to be checked once daily to insure I is working properly versus having a maintenance person test chemicals 3-4 times a day which s required for the pool. vir. Farrell addressed competitive swimming, and 25 Yard versus 25 Meter swimming due to lossible outside group use of the facility. The National Federation at State High Schools still lwim 25 yards, but US Swimming swims at 25 Meters. The pool size needs to be fixed so that he racing lanes can be determined, as well as lane width being determined. Square footage ,md depth of the pool is necessary to determine the size of filtration required. rhe wading pool would be 12" to 18" in depth, and require its own filtration system. rhe Riverside County Health Department would like to see the slide enter into its own pool Nhich could be secured by a lifeguard. A typical slide would require a lifeguard at the top of the slide to assist people onto the slide, and one on the bottom. The County would like to see a jedicated slide pool. Depths and configurations are required for these type of slide pools, and they cannot send a second slider down the slide until the previous slider has exited the pool. The plans need to address how to exit someone out of the large pool without the use of steps. A slide pool requires a 45 minute turn over of water volume, and the large pool requires a six hour turn over of water according to the Health Department. Mr. Farrell discussed the options the Health Department gave him in order to provide a slide pool area. If a separate slide pool area is constructed it would increase the cost by no more than $1 ,000. The choice of deep gutter verse rim flow gutter was discussed by Mr. Farrell. The Rim Flow is most typical, causes a slight increase in splash out, is aesthetically pleasing, and is widely usee in recreational swimming because it makes entering and exiting the pool easier for children senior citizens, and handicapped individuals. The Deep Flow is normally used for competitive swimming pools for less back splash when making turns. MINl-lO 3 -landicap accessibility also .dS addressed. Options are rampAairs, and a variety of other echniques for entering and exiting the pool. Um Ducatte & Gretchen Perez, La Qulnta Boys & Girls Club - Senior population needs Iddressed. Need a "Learn to Swim" program as well as recreational swimming. Due to ncrease in manpower the slide is not a good idea. ;erry Hundt, YMCA of the Desert - Recreational swimming for summer time camp is mportant. Need adequate area for swimming classes, water exercising for adults and seniors. ~amps are necessary for handicap accessibility. Recreation swimming is important, however lesigning pool for competition is not necessary. Recommends lockers made of metal. Don't lkimp on chemical needs. A pool cover will save money. Water slides are not as risky as diving loards, and they are more fun for the kids, however they would require another filter system. )oes not like childrens pool area due to manpower required, and it gets dirty very easy. Prefers 'im flow gutters because it safer for kids, and looks nicer. rracy McFarland, Piranha Swim Coach (former Olympic swimmer) - Rim flow gutter is letter, safer, one gutter or the other does not make much difference in competition swimming. vis McFarland suggests a minimum of 8 lanes, and a 25 Meter by 25 Yard L-shaped pool. Pool lovers do keep water warmer, and the cost is approximately $30,000. The person responsible or covering the pool is the last ones out of the pool. \IIarla Neatherton, Consultant to Palm Desert Aquatics programs & YMCA - Prefers the 25 vleter by 25 Yard pool. No need for strict guidelines with competitive swimming since the new _a Quinta High School will handle this area. Ms. Neatherton submitted for the record a statement from Shawn Rodrigues regarding considerations for the pool at Fritz Burns Park :Attachment 2). Jim Collins, 82-490 Requa Avenue, #216A, Indio - A ramp, slide or lift is required to get into :he pool. It is hazardous for seniors and handicapped individuals to "slide into the pool" off the 'im gutter. Attention to handicap accessibility is important from the showers, locker room, surrounding facilities, etc. ::ommissioner Seaton asked if the slide has to stay, as she is worried about manpower and money involved to justify it. Pool should be recreational in nature as opposed to professional. ::ommissioner Dickens suggested that more toilets be available in the women's restroom/locker area. Commissioner Best agreed with this suggestion and asked who else will be receiving the questionnaire on staff. Commissioner Nard asked whether the Arts in Public Places Committee should be given the questionnaire. Staff will distribute the questionnaire as necessary. Keith Rattay asked that questionnaires be mailed to his office at everyone's earliest convenience. B. Work Plan of CSC No changes were made on the Work Plan which is to be submitted to Council. ATTAeHMENT 2 Aquatic Sports Network PO Box 610 Palm Desert, CA 92261 619,568-4448 CONSIDERRTIONS FOR LR QUINTR CITY POOL In considering the running of a multi-faceted aquatic program at this facility it will need to be designed for efficiency and productivity. The ideal pool can house a multitude of programs such as swimming lessons, classes for the physically challenged, swim team practices and competitions, lap swimming, synchronized swimming and aqua aerobics. There are a few key elements for each of the programs needs to be met. They are as follows: Swimming lessons and classes for the physically challenged: An entrance with steps (or a graded entrance) to make the child, adult or physically challenge individual feel comfortable and in control of their environment is necessary. A teaching pool where the depth ranges from 3-5 feet is usually ideal. Aqua aerobics: The above mentioned instructional area would serve well for aqua aerobics, However it is ideal to also have a deep area, of at least 7 feet, adjoining the shallow area in order to include a deep water aerobic portion during the class. Synchronized swimming: My knowledge in this area is limited. I do know that in order to teach synchronized swimming effectively the pool needs to have a section that is at least 9 feet in depth.
