COMMUNITY SERVICES COMMISSION
MINUTES
DECEMBER 13, 1993
. CALL TO ORDER
~ regular meeting of the Community Services Commission was called to order at 7:00 p.m. in
he La Quinta Civic Center Study Session Room. Chairman Best presiding. Pledge of
~lIegiance was led by the Chairman.

I. CONFIRMATION OF AGENDA
II. APPROVAL OF MINUTES
t was moved by Commissioner Bernard/Francis to APPROVE the minutes of November 22,
1993 as amended. Motion passed 4-0-1. Commissioner Seaton abstained due to being absent
'rom that meeting.
IV. ANNOUNCEMENTS
:;ity Open House is December 17, 1993 from 3:00 to 6:00 p.m..

VI. CORRESPONDENCE AND WRITTEN MATERIALS
:;ommissioner Francis submitted a letter of resignation from the Coachella Valley Child Care
:;ouncil Community Affairs Committee which was addressed to Council Member McCartney.

III. STAFF REPORTS
~. Joint Meeting With City Council
5taff informed the Commission that the joint meeting with the City Council was postponed due
o the expected absence of two Council Members. After a brief discussion the Commission
roted unanimously to direct staff to suggest that January 15, 1994 be the date of the next joint
neeting with the City Council. The agenda will remain the same as originally discussed.
3. Fritz Burns Park Improvements Issues
>taff informed the Commission that BSI, Inc., consultants from Santa Ana, California were
lwarded the contract for construction of Phase I of Fritz Burns Park in the amount of $314,000,
vhich is 15% below staffs projected cost. It is anticipated that Phase I will be completed in
)ecember, 1994. Also, AZ.- Tech Electric of Palm Desert was awarded a contract in the amount
If $18,600 for repairing and replacing the lighting on tennis courts 1 - 4. Construction will begin
lpproximately December 16, 1993.
;ommissioner Bernard asked whether the plans for Fritz Burns Park had been reviewed by the
;ommission. Chairperson Best informed Commissioner Bernard that the plans had been
eviewed by the Commissioners approximately 18 months ago with T.1. Maloney which included
lublic forums. Staff indicated the plans are available for review after the meeting for anyone
1terested.
"II. COMMISSION BUSINESS
~. Christmas Decorating Judging
;ommissioner Seaton volunteered her home for the December 20, 1993 Community Services
neeting.
;ommissioner Francis indicated that the 5 categories for Christmas judging were holiday spirit,
nost creative use of lights, best decorated outdoor tree, best use of natural materials, and most
raditional.
;ommissioner Bernard distributed copies of guidelines from last years Chamber of Commerce
~ewsletter for Christmas judging to the Commissioners. Commissioner Bernard asked if
:hurches or businesses are able to be nominated because the form reads "I would like to
lominate a home for Best Holiday Decorated", yet the article states that there are 5 possible
vinners for homes and/or businesses. Commissioner Bernard stated that he is confused on this
:ontest.
;hairperson Best asked whether the Commission judged businesses last year. Commissioner
'rancis recalled that no businesses were nominated, but after additional discussion the
;ommission decided if a business was nominated it could be considered.

:;hairperson Best indicated that the Commission would work under the same guidelines as in
he past year, which would include judging of homes & businesses. The five categories will be
nost creative use of lights, most beautiful nativity scene, most creative use of natural materials,
nost holiday spirit, and most beautifully decorated outdoor Christmas tree.
:;ommissioner Bernard asked how would the people know what categories are available for
lominating, especially if they are new to the area or do not recall them from last year.
:;ommissioner Bernard then asked if the Commission could work on rules for next year.
:;hairperson Best stated that the Work Plan had this item listed as a low priority and it could
Jossibly be deleted by next year.
:;ommissioner Seaton asked if letters could be sent to those people nominated prior to the
udging. It was decided that the Newsletter indicates judging is December 20th and additional
lotice is not necessary, however, a letter or post card will be sent to all homes and businesses
hat were nominated but did not receive an award.
5taff will prepare score sheets and a map indicating the location of the homes and businesses
IOminated. Commissioner Seaton gave staff a map to her home which will be distributed to the
;ommissioners in their meeting packets. The Commissioners will meet at 7:00, and Chairperson
3est will drive the Commissioners to the homes to be judged.
3. Conference Attendance
;ommissioner Dickens indicated she would like to attend the CPRS Conference in Anaheim.
-he remaining Commissioners indicated they are unable or do not desire to attend. Chairperson
3est recommended sending Commissioner Dickens to the CPRS Conference, and that there
vould be 3 possible spots for the League of California Cities Conference.
>taff will submit a report to Council on December 21, 1993 asking authorization for Clint Bohlen
k Commissioner Dickens to attend the CPRS Conference. Commissioner Francis asked when
nformation will be available for the League of California Cities Conference and Chairperson
ndicated the memo states January.
;hairperson Best asked staff to automatically calendar the League of California Cities
;onference as soon as information is received.
;. Sharon Kennedy Appreciation Gift
;ommissioner Francis suggested a gold quail pendent which is available through Mr. Fred Rice.
-he cost of the item is approximately $130.00, and there are different sizes available.
;ommissioner Francis asked if there was a ceramic tile with the La Quinta logo on it which is
liven out on special occasions. Staff informed the Commission that there is a plaque with the
;ity logo, which has already been presented to Ms. Kennedy from the City Council.
;ommissioner Seaton feels the gift has lost its effectiveness since Ms. Kennedy has been gone
iO long. Commissioner Francis agrees with her, however since it is on the agenda she felt
:ompelled to make a suggestion.

:;ommissioner Bernard suggested asking Commissioner Nard to make something from ceramics,
)ossibly a quail pin. Commissioner Francis stated that Commissioner Nard makes porcelain
ewelry. Chairperson Best asked that this item placed on the agenda for December 20, 1993
md a final decision will be made.
). December 27, 1993 Meeting
5taff suggested to the Commission to change the December 27th meeting to December 20th,
herefore December 20, 1993 would be considered a regular meeting as opposed to a special
neeting.
t was moved by Commissioner Seaton/Dickens to change the regularly scheduled meeting of
he Community Services Commission from December 27, 1993 to December 20, 1993. Motion
)assed unanimously.
::. January 10, 1994 Meeting
:;hairperson Best spoke with staff regarding the need for a meeting on January 10, 1994. The
:;ommission desires a joint meeting with the City Council on January 15, 1994, which would
)rovide direction on the Work Plan, so Chairperson Best did not think a January 10th meeting
!Vas necessary.
:;hairperson Best recalled an item being referred to the Community Services Commission from
he Council regarding the Miss La Quinta Pageant. Staff indicated that the Miss La Quinta
~ageant was seeking financial assistance, as well as help with locating a place to hold the
)ageant. Ms. Audrey Manuel has since informed staff the Miss La Quinta Pageant Committee
!Vas only going to do interviews due to the fact that only two girls submitted applications.
:;ommissioner Dickens asked regarding the scheduling of meetings on different Mondays, other
han the regularly scheduled ones, and if the Commission could make the January 15, 1994 joint
neeting a regular meeting. Staff indicated this was possible.
t was moved by Commissioner Seaton/Francis that the Commission meet for a joint meeting
)n January 15, 1994, with the City Council, and then again at the regular meeting of January
24, 1994.
:;ommissioner Dickens asked if this motion was a regular meeting. Chairperson Best indicated
:he motion did not address the type of meeting. Staff informed Chairperson Best that the motion
;hould include that the Commission is changing the regular meeting from January 10, 1994 to
January, 15, 1994.
)iscussion ensued regarding the motion. Commissioner Seaton/Francis then withdrew the
notion. Chairperson Best stated that the Commission would meet on their regularly scheduled
neeting of January 10, 1994.
:;ommissioner Bernard asked if the City of La Quinta Civic Center Dedication Pocket Calendar
~iven to him needs to be reported on an Economic Statement. He was advised it was not.

:;ommissioner Bernard asked if Commissioner Nard was going to do additional research on the
3MX Track, since it had been a while since the Commission had met with the young adults.
:;ommissioner Bernard suggests the Commission get back to the gentlemen who were present,
~ven though it is part of the Work Plan. Staff indicated they had spoke with a few boys
'egarding the track. Chairperson Best agendaized the item for January 10, 1994.
:;hairperson Best asked if Commissioner Francis's position on the Coachella Valley Child Care
:;ouncil Community Affairs Committee was a personal appointment or as a member of the
:;ommittee. If she was appointed as a member of the Commission, do we need to replace her.
:;taff indicated that it was a personal appointment therefore no additional action is required
mless Councilman McCartney requests someone from the Community Services Commission.

t was moved by Commissioner Francis/Bernard to adjourn the meeting to the next regularly
;cheduled Community Services Commission meeting on December 20, 1993. Motion carried
Jnanimously. Meeting adjourned at 8:00 p.m..
