1994 03 28 CSC Minutes . . COMMUNITY SERVICES COMMISSION MINUTES March 28, 1994 i. CALL TO ORDER II, regular meeting of the Community Services Commission was called to order at 7:00 p.m. in he La Quinta Middle School Multi-Purpose Room. Chairman Best presiding. Pledge of II,lIegiance was led by the Chairman. ROLL CALL: MEMBERS PRESENT: Commissioner Norris Bernard Commissioner Lawrence Best (Chairman) Commissioner Aldine Dickens Commissioner Susan Francis MEMBERS ABSENT: Commissioner Nancy Nard Commissioner B.J. Seaton (Vice Chairwoman) One Vacancy STAFF PRESENT: Clint Bohlen, Parks & Recreation Director Cristal Spidell, Secretary II t was moved by Commissioner Francis/Bernard to excuse Commissioner Seaton from the neeting due to being out of town. A list of additional recipients s attached (Attachment 1). II. APPROVAL OF MINUTES t was moved by Commissioner Francis/Bernard to APPROVE the minutes of February 28, 1994 is submitted. Motion passed unanimously. MIN3- 28 1 . . IV. ANNOUNCEMENTS All event announcements were received and filed. V. PUBLIC COMMENT None VI. CORRESPONDENCE AND WRITTEN MATERIALS l\. Minutes from Art in Public Places Meeting Minutes from the February 7 & February 17, 1994 Art in Public Places meetings submitted by Commissioner Nard were received and filed. 1111. STAFF REPORTS It Selection of Recreation Supervisor Staff liaison, Clint Bohlen, announced the hiring of Recreation Supervisor Marni Francisco. Her first day is expected to be April 11, 1994. Chairperson Best will write a letter on behalf of the Commission welcoming Marni to the City of La Quinta. /11I. COMMISSION BUSINESS ,. Consideration of Ordinance Creating a Parks and Recreation Commission Chairman Best asked staff to clarify the definition of "residency" in the general ordinance, and the policy of staggered terms. Chairman Best also asked the names of the Commissioners who attended the subcommittee meeting of March 11, 1994, to extend thanks and appreciation for the work that was done on the draft Cultural Affairs Commission Ordinance. Mr. Bohlen indicated that the general ordinance addresses the staggered term policy (2.26.010 A.). ReSidency is defined in the general ordinance "...that all members of Boards and Commissions of the City appointed by the City Council shall be initially, and during their incumbency, residents and registered voters of the City, and no such member at or during such time shall be an employee of the City. Mr. Bohlen added that Commissioner Seaton, Commissioner Bernard, and Commissioner Nard attended the meeting of March 11, 1994. It was moved by Commissioner Francis/Bernard to accept as written, the proposed Parks and Recreation Ordinance and recommend approval to the City Council. Motion passed unanimously. MIN3-28 2 . . B. Consideration of Draft Ordinance Creating a Cultural Affairs Commission Commissioner Francis would like to change the meeting days to read "twice per montt or as needed" as opposed to "once per month". The Commission concurred. Staff wil make the necessary change. Chairman Best asked the Commissioners if they were satisfied, as written, tha representation is sufficient, (meaning that every effort will be made to ensure there are wide cross sections of social and leisure services, interests and view points, includin~ providers, recipients, and professionally related occupations are represented). The Commissioners agreed that all bodies were represented. Commissioner Bernard was concerned how the Art in Public Places Committee and the Cultural Affairs Commission were going to work together. Chairman Best suggested thai if the Commissioners want the Art in Public Places Committee to be under the Cultura Affairs Commission then make that recommendation, because if it is not acknowledgec at this time it will most likely stay as it is now - meaning two different bodies. Mr. Bohler stated that Council Member Sniff, at the meeting of March 11, 1994, stated that in his opinion he sees the APP having a separate and distinct function (being that they are vel) specific and very focused) and he would like to see it stay that way. Mr. Bohlen suggested that if the Commission wished to address the involvement of the APP in an~ form, that this could be addressed under Members-Appointments-Terms (2.75.030) section of the draft Ordinance. Commissioner Francis believes the Art In Public Places Committee and the Culturai Affairs Commission should be separate, yet have representation on each panel. Commissioner Francis suggested adding the following to Section 2.75.030 Members- Appointments-Terms: "F. Other culturally focused bodies are invited to participate on this Commission", or possibly have a non-voting member of the APP on the Cultural Affairs Commission. Mr. Bohlen suggested language to Section 2.75.030 to include "F. Membership, to the extent possible, shall include representation from all organized cultural organizations 01 La Quinta, both public and private". This would include organizations such as Round Table West, Art in Public Places, Arts Foundation, Community Concerts of La Quinta, etc.. Commissioner Dickens asked to change "shall" to "may" for clarity. The Commission concurred to the following changes to the draft Cultural Affairs Commission Ordinance: 1) Section 2.75.030 - "F. Membershio may include representation from all organized cultural oraanizations of La Quinta. both public and orivate.", 2) Section 2.75.060 A. - "Commission shall meet twice each month or as needed....", and 3) Section 2.75.020 A. - change to read "...and assist other City Boards, Commissions, and Committees....". Chairman Best read Commissioner Seaton's facsimile and her comments on the draft Cultural Affairs Ordinance. Commissioner Seaton would like to see the Commission "brainstorm" this ordinance with information from other cities. MIN3-28 3 . . Chairman Best asked for any additional input regarding the role the Art in Public Place: Committee will play in regards to the new Cultural Affairs Commission. No additions comments were added. IX. The Commission concurred. C.
