COMMUNITY SERVICES COMMISSION MINUTES FEBRUARY 28,1994 CALL TO ORDER regular meeting of the Community Services Commission was called to order at 7:00 p.m. in Ie La Quinta Civic Center Study Session Room. Vice Chairwoman Seaton presiding. Pledge r Allegiance was led by the Vice Chairwoman. ROLL CALL: MEMBERS PRESENT: Commissioner Norris Bernard Commissioner Aldine Dickens Commissioner Susan Francis Commissioner Nancy Nard Commissioner B.J. Seaton (Vice Chairwoman) MEMBERS ABSENT: Commissioner Lawrence Best (Chairman) One Vacancy STAFF PRESENT: Clint Bohlen, Parks & Recreation Director Cristal Spidell, Secretary II ommissioner Bernard/Nard moved to excuse Chairman Best due to a back injury. Motion mied unanimously. , CONFIRMATION OF AGENDA I. APPROVAL OF MINUTES was moved by Commissioner Nard/Bernard to APPROVE the minutes of January 24, 1994 s submitted. Motion carried unanimously. r, ANNOUNCEMENTS one . PUBLIC COMMENT lone I. CORRESPONDENCE AND WRITTEN MATERIALS Art in Public Places Minutes of November 1, and December 6, 1993, and January 3, 1994 were submitted by Commissioner Nard, and distributed to the Commission. Commissioner Seaton distributed information from Fountain Valley to the Commission which will be used during the Commission Business portion of the meeting. MIN2-28 1 . . 'II. STAFF REPORTS .. Ordinance for Consideration for the Creation of new Commissions/Boards; Recommended Schedule and Plan Staff liaison, Clint Bohlen reviewed the staff report and summarized the discussion of City Council and Community Services Commission of January 24, 1994, and presented a plan for addressing the Council's assignment of creating three new Commissions. Commissioner Bernard asked the time table for completion of the task. Staff informed the Commission that it was Council's desire to have each Commission completed and ready to start in the new fiscal year which would be July 1, 1994. Staff reviewed the proposed schedule of completing for each Commission. Commissioner Seaton asked if the information from four cities was sufficient for creating our ordinance. Commissioner Nard asked if we have the time to inquire from more cities. Commissioner Francis suggested that the Commission begin the process and if information was not sufficient then more cities should be contacted. Staff responded that the information provided was sufficient, that the time schedule to complete the ordinances was flexible, and that additional cities could be contacted if necessary. Commissioner Bernard asked for clarification of the Parks & Recreation Commission's duty of revision of planning documents in parks and recreation. Staff indicated it was limited to the revision of parks and recreation activity only. Commissioner Bernard asked how the Council stood with the Coachella Valley Recreation and Park District in pulling out of the District, the progress being made, and how the Commission's actions impact it. Staff informed the Commission that the formation of a Parks and Recreation Commission does not impact it at all. Had the Council detached from the District, this Commission would have been adequate evidence that the City was interested in parks and recreation and had made a solid commitment because of the work the Commission has done already with regards to parks and recreation issues. Commissioner Bernard inquired who the staff liaison would be for the Arts and Human Relations Commissions. Staff indicated that no staff had been appointed to any Commission at this time. Staff informed the Commission that 10 applications had been received for the Youth Advisory Committee. The Committee will consist of 7 students from 6th through 12th grade. The members will meet on a monthly basis and discuss input regarding what kids want in the community. MIN2-28 2 'III, COMMISSION BUSINESS . . ., Committee Assignments for Review of First Draft Ordinance The Commission discussed in length the contents of the First Draft Ordinance for a Parks and Recreation Commission. The Ordinance will reflect the following information: Number of Members: Appointment: Authority: Meetings: Powers & Duties: i. La Quinta Beautiful 7 City Council appoints by consensus; 3 year terms; initial terms are 3 at 1 year, 2 at 2 years & 2 at 3 years (subsequent terms are all 3 year terms); no term limits; must be La Quinta resident and a registered voter in La Quinta; July 1 - June 30; compensation for meeting attendance; authorized travel expenses Reports to City Council 2 meetings per month, or as needed Act in advisory capacity to the City Council; keep master plan current; advise on fees and operations and policies regarding parks and recreation facilities; advise Council on park and recreation facilities and program budget issues; propose recreation program needs; advise on how to disseminate, publicize, and promote recreation programs to the citizens of La Quinta; analyze program effectiveness and needs, and recommend comprehensive solutions; research and solicit grants and donations; review of maintenance standards and quality; review of individual park master plans; serve as a public forum and conduct public hearings for recreation concerns; aid in coordinating the recreation services of other governmental agencies and volunteer organizations; assume other tasks as assigned. The Commissioners reviewed, and then voted on, homes nominated for La Quinta Beautiful. The winner for the month of January was 54-592 Avenida Obregon, and the February winner was 50-865 Calle Quito. :, Report from Commissioner Dickens - Anaheim Conference Commissioner Dickens gave a brief verbal report regarding her attendance at the CPRE Conference in Anaheim. Commissioner Dickens expressed that the conference was exciting and that she learned many new things. One item in particular was a session on gang-bangers in which a mother whose son was doing graffiti spoke on how she dealt with him and his graffiti and gang problems. MIN2-28 3 . . The bottom line was that a lot of counseling is necessary to correct this problem, as well, as adult communication with the young kids. Another item of interest was a lecture on communicating one-on-one with persons within your community, family members, community leaders, etc. Commissioner Dickens has tapes available on the discussion, as well as other literature from the conference, if any Commission members are interested. Commissioner Dickens expressed her appreciation to the City Council for allowing her to attend this conference, and she will submit a written report at a later date. 1(.
