for reference.
Also enclosed are the original work plans with strike out text that was deleted in the
combined plan as well as highlighted text that was added by Commissioners at the
August 12 meeting. The Community Services Commission Work Plan will be
considered by the Commission for completeness and accuracy, then submitted to the
City Council for consideration.
ALTERNATIVES:
1. Approve the Community Services Commission Work Plan; or
2. Provide staff with alternative direction.

1. MANAGING AMIDST CHAOS: (Mike Shelllto, Director of Parks and Recreation,
Roseville) "if things seem under control, you're just not going fast enough" (Mario
Andretti) An organization must accept chaos as the way an organization revitalizes
itself!
♦ What do you want your organization known for?
♦ What do we want to produce?
♦ Organization must be flexible, fluid and dynamic
♦ Adapt, react, reorganize
♦ Relationships are the fabric of the organization
♦ Vision: not where you're going but how you are going to get
there
♦ Vision: Invisible forces at work
♦ Divisions must work together
♦ Set in your ways is not for today's organizations
♦ Shifts in Organizational Thinking:
♦ parts in relation to the whole department
♦ understand process rather than structure
♦ web of relationships constantly shifting & growing
♦ can't predict anything -must be flexible
♦ "Leadership and the New Science" video (nature has
a way of making things work even when all seems
chaotic! Let things work themselves out when things
are changing. Don't fight the natural progression.)
2. MORE THAN PICTURES AT AN EXHIBITION:(Barry Hessenlus, President, California
Assembly of Local Arts Agencies): $2.1 billion year arts industry in California is directly
responsible for 130,000 jobs, yet we spend only 40 cents per capita, ranking 471h in the
nation in terms of spending for the arts. The multiplier effect of arts is $12.00 The state
budget this year contains more money for arts than any budget in a long time.
3. CREATING AND SUSTAINING LIVABLE COMMUNITIES: (Robert McNulty, President, Partners
for Livable Communities):"Greatness is more than filling potholes and catching loose
dogs"
♦ How hard you willing to work to make your community
better?
♦ Quality of Life: Strategy is the improvement of quality of life
♦ Image: Mobilize resources to create an engine that CAN!
(Use resources in a positive way!)
♦ Livability: strategy of life: folklore, culture, tools for creating
gathering places. (Aspen Colorado: Soaking fountains, in -
line skaters, cafe's; San Juan Bautista Library; San Antonio
Texas Riverwalk)
♦ Need to create areas where people want to linger and is
pedestrian friendly.
♦ How to create engine for livable communities:
♦ Community to depersonalize the leadership of
an idea (no one takes credit for the idea)
♦ Institutionalize leadership (team approach)
♦ Culture of Leadership -welcome new people
♦ Leadership must be representative of
community
♦ Things to avoid:
♦ Citizen requirements in comprehensive plan
(too many opinions and wants make the
project burdensome)
♦ Dragging out the project!
♦ Good ideas come out of synergy or a disaster
♦ Project must be started in 6 months
♦ Dynamics must use population
♦ 1 year business plan
♦ 3 year budget
♦ GET RESULTS!
4. LIFE BEYOND STRIP MALLS: MAKING YOUR COMMUNITY A DESTINATION: (KENT BURNES,
PRINCIPAL, BURNES CONSULTING, GRASS VALLEY):
♦ What makes a community a destination?
♦ Design of public buildings, art pieces, quality!
♦ Do more than the minimum
♦ Parks, Recreation, Community Services
department is the most important economic
amenity.
♦ Capitalize on noise, air, water quality
♦ Arts and Culture: capitalize on archeology,
history,
♦ Celebrations
♦ Tourism -Ethic tourism
0
♦ City Image: Sum of the parts (how does it all fit
together)
♦ Who are we serving? Know your audience Those that can
afford it or those that can't
♦ Keep facilities open during times users can use the facilities.
♦ Make sure community programs produce future work force
♦ Reasons people come to a community:
♦ Comfortable
♦ Safe
♦ Price
♦ Pleasant/Fun
♦ Experience/Stimulating
♦ Educate/Inspire
♦ Not condescending: Treat older population with
respect
♦ More cultural activities are wanted by the
Public
♦ Keys: Know Who You Are
Don't Pretend To Be Something You're
Not
Know Your Audience
