COMMUNITY SERVICES COMMISSION MINUTES February 8, 1999 CALL TO ORDER II. regular meeting of the Community Services Commission was called to order at 7:00 p.m. in the .a Quinta Civic Center Study Session Room. Vice Chairperson Pedersen-Nadler presided over the neeting. Commissioner Rebich led the Pledge of Allegiance. MEMBERS PRESENT: Commissioner Olga Betancourt Commissioner Gilbert Lopez Commissioner Kathryn Pedersen-Nadler (Vice Chairperson) Commissioner Joan Rebich Commissioner Kay Wolff MEMBERS ABSENT: Commissioner Mike Davis Commissioner Victoria St. Johns STAFF PRESENT: Dodie Horvitz, Community Services Director Marni Kunsman, Recreation Supervisor Cristal Spidell, Secretary t was moved by Commissioner Wolf/Rebich to excuse Commissioner St. Johns and Commissioner )avis from the meeting due to prior commitments. Unanimous. I. PUBLIC COMMENT II. CONFIRMATION OF AGENDA V. CONSENT CALENDAR A. Approval of Minutes for January 11, 1999 The Commission reviewed the Minutes of January 11, 1999 and after minor changes were made it was moved by Commissioner Wolff/Rebich to approve the Minutes as corrected. Unanimous. B. Monthly Department Report Staff reported that the Monthly Department Report for January was not available at this time. The report will be included in the next meeting agenda packet. ,. PUBLIC HEARING C:IMyData\CRIST AL\CSCIMIN2-8.wpd 1 . . Ifl. BUSINESS ITEMS A. Community Picnic Marni Kunsman, Recreation Supervisor discussed Community Picnic plans with the Commission. Ms. Kunsman reviewed one of three letters she will be sending to businesses and organizations asking for their participation in the picnic. Other letters will be sent to business to request things like water, soda, pizza, etc. The stage, which will be used for announcements, has been reserved through Desert Sands Unified School District. Commissioner Davis contacted Marni last week and said Sport Court will be participating again and they will set up on the tennis courts. Free swimming will be available at Fritz Burns Park Pool through CVRPD. Face painting and a kids area will be available. The vendors will be asked to do an interactive type of display for youth and adults and possibly win something for the best display. Flyers will be sent to local schools, businesses, and press releases will be run in the La Ouinta Post, the Desert Sun, the Chamber Newsletter, and various radio stations throughout the valley. Commissioner Betancourt will put information about the picnic on an insert that is going in the Post with the Senior Walk. Commissioner Pedersen-Nadler said the La Ouinta High School Dance Team will be participating. Commissioner Betancourt asked if KSL had been contacted for a contribution to the picnic. Ms. Kunsman indicated they had not been contacted. Commissioner Wolff would like to see the vendors do something fun or entertaining and not just hand out brochures. Rotary International will be asked to participate this year, as well as the media. Commissioner Pedersen-Nadler suggested doing a banner at Truman and Adams School. Commissioner Lopez suggested getting a retired baseball player like Yogi Berra to draw the baseball kids and their parents. Commissioner Lopez asked if a skateboard area could be set up at the picnic. Ms. Horvitz said it was not possible due to liability. Ms. Horvitz will contact CVRPD to see if they will bring their portable hockey rink and equipment for use during the picnic. Ms. Kunsman will contact the Commissioners in a few weeks to help make calls for the picnic. I. Discussion of a Skateboard Park Commissioner Lopez passed around a picture of the skateboard park in Blythe. Commissioner Wolff got a variety of information off the Internet for skateboard parks and shared it with the Commission. The Commissioners will review the list of skateboard parks in southern California and if they happen to be in the area of one, they will stop by and report back to the Commission. Ms. Horvitz suggested that more research be done on costs, the amount of acreage needed, and if there was a need for a skateboard park. Staff also recommended the Commission choose a site for a skate park. Ms. Horvitz will work on a list of city owned properties and report back at the next meeting. A letter will be sent to the parks on the list Commissioner Wolff provided, asking for details on the building of their skateboard parks. Ms. Horvitz added that a portion of the CPRS Conference in Santa Clara, California next week will cover skateboard parks. C:\MyData\CRISTAL\CSC\MIN2-8.wpd 2 . . Commissioner Pedersen-Nadler suggested having 2 students from La Ouinta High School on ~ subcommittee if one is formed. Commissioner Wolff asked if the City Council supports the ide~ of a skateboard park in La Ouinta. Ms. Horvitz will speak with the City Manger and report bac~ to the Commission next month. III. CORRESPONDENCE AND WRITTEN MATERIALS A. Y2K Information The Commission reviewed the Y2K information. In response to Commissioner Wolff, Ms. Horvit2 will contact the Public Works Department to see if the traffic signals have been addressed as part of the City's preparation for the year 2000. fill. COMMISSIONER ITEMS Commissioner Rebich attended the CV AG Human Resources and Community Services meeting last week and provided a report to the Commission. Topics of discussion at the meeting included: Foundation for the Retarded, Martha's Kitchen, Desert Aides Project, Welfare to Work, before and after school programs, and the homeless. A copy of Commissioner Rebich's report is on file. Ms Horvitz reported that Chairperson St. Johns had received an invitation to a Valentine's Day Concert at Indio City Hall at 2:00 p.m. The cost is free. Commissioner Betancourt asked if sex offenders were required to report where they live to the City. Staff did not know, but will look into it. Commissioner Betancourt reported that a residence on the corner of Nogales and Bermudas has 7 cars parked at if and wanted to know if this was a code violation. She also mentioned there was an RV parked in the yard. Commissioner Wolff reported a discarded mattress at the corner of Eisenhower and Sinaloa. Ms. Horvitz will report these things to the appropriate departments. K. ADJOURNMENT : was moved by Commissioner Wolff/Rebich to adjourn the meeting. Unanimous.
