COMMUNITY SERVICES COMMISSION MINUTES March 8. 1999 CALL TO ORDER ~ regular meeting of the Community Services Commission was called to order at 7:00 p.m. in the .a Quinta Civic Center Study Session Room. Chairperson St. Johns presided over the meeting. ;ommissioner Rebich led the Pledge of Allegiance. MEMBERS PRESENT: Commissioner Mike Davis Commissioner Gilbert Lopez (Arrived at 7:08 PM) Commissioner Kathryn Pedersen-Nadler (Vice Chairperson) Commissioner Joan Rebich Commissioner Victoria St. Johns (Chairperson) Commissioner Kay Wolff MEMBERS ABSENT: Commissioner Olga Betancourt STAFF PRESENT: Dodie Horvitz, Community Services Director Cristal Spidell, Secretary I. PUBLIC COMMENT - None !I. CONFIRMATION OF AGENDA V. CONSENT CALENDAR A. Approval of Minutes for February 8, 1999 There were minor changes to the Minutes. It was moved by Commissioner Wolff/Pedersen- Nadler to approve the Minutes of February 8, 1999 as corrected. Unanimous. B. Monthly Department Report for January & February 1999 Staff will include a Revenue Report in the Department Report beginning next month. :ommissioner Lopez arrived at 7:08 PM. '. PUBLIC HEARING C\MyData\CRIST AL\CSC\MIN3-8.wpd . . II. BUSINESS ITEMS A. Community Picnic The Commission reviewed the letters that were sent out to local businesses and organizations. The Culture Club at La Ouinta Middle School would like to participate and so does the La Ouinta High School band. The Commission would like Marni Kunsman to give a report at the next Commission meeting and review the list of RSVP's. Commissioner Davis suggested staff bring a list of those who have not responded and the Commission could make the calls. B. Youth Workshop It was discussed that the Commission would run the Workshop, not staff. Commissioner Pedersen-Nadler said the Interact Club is required to attend. She is meeting with Interact on March 25 at 12:00 noon if any Commissioners are interested in attending. Topics for the workshop will be discussed. The Commission would like to encourage the community, businesses and civic organizations to participate in the workshop as well. Commissioners discussed who they would contact, and who staff would contact. Letters will be sent out inviting individuals to attend the workshop. Chairperson St. Johns would like a copy of last years list faxed to her to review. C. Skateboard Park Staff informed the Commission that a jOint meeting with the City Council is being planned and the Commission will be informed of the date when it becomes available. This would be a good time to discuss a skateboard park with them. The Commission would like to put funds in the budget for planning purposes. Commissioner Rebich suggested assessing the skateboard park first. Ms. Horvitz will take care of any necessary budget requests. Ms. Horvitz said that a funding source needs to be identified to build the park. The Commissioners added that sweat equity with the youth and community businesses has worked with other parks, like in Blythe. It was moved by Commissioner Pedersen-Nadler/Wolff to get direction from the City Council through a study session item to discuss building a skateboard park. Unanimous. Commissioner Davis asked about the location of the park. Staff said location of the park can be discussed during the study session with the City Council, and that finding funding is the most important part of this project. U. CORRESPONDENCE AND WRITTEN MATERIALS A. Y2K Information Chairperson St. Johns shared a newspaper article from Big Bear Weekly and how they are preparing for Y2K. Commissioner Lopez asked if liD was in compliance. Staff will ask and report back next month. B. Newspaper Article from Riverside Press Enterprise - Received and filed. C:\MyData\CRIST AL\CSC\MIN3-8.wpd 2 . . mi. COMMISSIONER ITEMS ;ommissioner Lopez spoke about the CPRS Conference he went to in Santa Clara, California in :ebruary. The highlight of the conference for Commissioner Lopez was the way cities and school listricts share facilities. ..'Is. Horvitz told the Commission spoke about the CPRS Conference she went to in Santa Clara, ;alifornia, in February. Ms. Horvitz said La Ouinta is not alone with the issues that face the lepartment like a skateboard park, after school programs, funds, etc. because other cities are facing he same issues. ..'Is. Horvitz updated the Commission on Commissioner Betancourt's complaints about cars and debris. 'he Code Enforcement Division of the Building and Safety Department made contact with the esidents and is dealing with the violations. ~s. Horvitz asked the Commissioners to wear the t-shirts that were distributed tonight to all city unctions like the Community Picnic, Tiny Tot Olympics, Easter Egg Hunt, etc. ns. Horvitz informed the Commission that the Sports Complex is being worked on. Opening Day for he La Ouinta Youth and Sport Association is March 13 and they hope to have everything ready by hen. Staff has been trying to contact DSUSD but they are not responding to their responsibilities in egards to the repairs needed at the Sports Complex. Currently, painting, new brick dust, fencing, sphalt, maintaining of the fields, and capping water fountains are being worked on by various City epartments. Reseeding and leveling of the fields will be discussed at a later time. :ommissioner Rebich warned everyone not to flash their lights at cars with headlights off because new gang initiation thing is to shoot at the car that flashes the gang member's car. :ommissioner Wolff met Peter Biehl, father of Amy Biehl who was killed in Africa. She would like Jr him to come and talk to the Commission when they return from Africa. Commissioner Wolff lould like to hold a small forum and have Mr. & Mrs. Biehl speak about the violence and what they re doing. Commissioner Wolff distributed information to the Commission on the Amy Biehl oundation and asked that this item be put on the agenda for discussion next month, and she would ke the City Council to present the Biehl's with a plaque or recognition of some type for their umanitarian efforts. om missioner Rebich was unable to attend the last CV AG meeting and Commissioner Betancourt olunteered to attend it in her absence. That meeting was later canceled. Commissioner Rebich will e able to attend the next CVAG meeting. <. ADJOURNMENT was moved by Commissioner Rebich/Pedersen-Nadler to adjourn the meeting. Unanimous.
