ITEM TITLE: Parks & Recreation Master Plan
RECOMMENDATION:
Community Services Commissioners are asked to read pages 32-38 of the City of La
Quinta Parks and Recreation Master Plan which was distributed in last months packet.
The Commission is looking for accuracy of the material, and will be asked to provide
comments.
BACKGROUND:
The City of La Quinta Master Plan will be updated within the next three months. The
current plan was completed in 1993. Some of the information has changed as to the
amenities at the park sites.
An update on the current plan will assist with the information that will be gathered for
the Parks and Recreation Master Plan.
ALTERNATIVES:
The alternatives available to the Commission include:
1. Comment on information in current Parks and Recreation Master Plan; or
2. Provide staff with alternate direction.

ITEM TITLE: Census 2000
RECOMMENDATION:
As deemed appropriate by the Community Services Commission.
BACKGROUND:
At the December 13, 1999 Community Services Commission meeting, it was
determined that Commissioner Bechard would attend the CVAG Census 2000 meeting
in Palm Desert on December 16 along with staff.
Commissioner Bechard and Community Services Director Dodie Horvitz attended the
meeting and gained insight as to how the Census Bureau will be conducting its
business. Information was given how individual City's can help get the word out to
the local residents as to the importance of the Census. Questions that were asked
during the meeting are provided in Attachment A.
Along with verbal and printed information, promotional items were handed out, a
sample of which staff will provide at the Commission meeting. These items come in
English and Spanish. Staff has taken the liberty of ordering materials for the upcoming
special events, as provided in Attachment B. The next meeting will be held on
January 20.
Staff will also attend an Open House at the U.S. Census Bureau on Friday, January 7,
and will inform the Commission of any new information that may be gathered at this
event.
When the City Council approved the Community Services Commission as the Complete
Count Committee (CCC), it was the desire of the Council to see the CCC come up with
creative ways to inform the community of the importance of the Census.

The time to begin the planning and basic implementation of the Census information is
now upon the CCC. Staff will answer any questions the CCC may have regarding
creative methods of getting the information out to the community.
The Census 2000 Coordinator has requested assistance at the Riverside County Fair
and Date Festival, to man the Census 2000 booth. Attachment C lists the times that
are needed to be filled. Volunteers from the CCC would be greatly appreciated, and
would show that the City of La Quinta is serious about the importance of the Census.
Included as Attachment D, is a master sign up sheet that Commissioners may wish to
volunteer to man the booth. After the Community Services Commission meeting, staff
will contact the Census 2000 coordinator and pass along the volunteer information.
Staff will provide press releases to local publications. CCC assistance at the
Community Services Department special events would greatly increase the
effectiveness of the message.
ALTERNATIVES:
The alternatives available to the Commission include:
Provide staff with creative methods to impart the Census 2000 information to
the community; or
2. Provide staff with alternate direction.

Good morning Walter:
I was reviewing the Q & A list sent out, and question number 7 does not reflect what was said at the
meeting when Mecca asked for Spanish promotional items. The answer from the Census person was
that the promotional items are available in Spanish, they were not available at that meeting.
Thank you for the information, and printed minutes would be helpful, so that I can pass this information
along to the City of La Quinta's Complete Count Committee.

CVCCC MEMBERS: During Q & A, a number of questions were asked of Palm
Springs Census Bureau staff. Their answers were very responsive.
Nevertheless, I asked Officer Manager, Gordon Bleil to also respond to the
following (a few include my response):
1. Q: What will Census Bureau's's role be regarding American Indian
locations after April 1st (Cabazon)?
A: Enumerators will be recruited from the reservations. The same
nOn-response follow-up protocols will be followed. Therefore, the more
mail -back responses, the less personal follow-up required.
2. Q: Does the questionnaire provide for full head count of residents when
there are multiple families at one address (Coachella)?
A: Forms provide multiple persons response. If insufficient, telephone
calls may be made for additional forms or obtained from "Be Counted"
locations as supplements.
3. Q: How do you list homeless when they have no address (Mecca)?
A: "Homeless" is not used as a descriptor. Targeted Non -Sheltered
Outdoor locations are geographically identifiable outdoor locations, open to
the elements where there is evidence that people, who do not receive
services at soup kitchens, etc., might be living in March 2000 without
paying to stay there. These must have a specific location description such
as, "Blue Creek Bridge," etc. We use this location description and get a
Social Security number, if possible.
4. Q: What is the minimum data needed for a questionnaire acceptance by the
Bureau (Mecca)?
A: If a form is sent back incomplete, an enumerator will visit up to
three times to attempt completion. If still impossible, a form is accepted
as submitted, but some data may be "plugged>"
5. Q: Is one purpose of the census to determine the number of people who
are homeless (Coachella)?

A: No. The purpose is to count everybody. Statistical by-products
include analysis of all elements of the collected data. This may include
those with unconventional housing.
6. Q: Does the form include ethnic identification? If so, how does the
questionnaire ask it (Cathedral City)?
A: Yes. Multiple response is allowed and is completely self generated.
No verification or audit of those responses is made.
7. Q: Why are all the "give -a -ways" in English and none in Spanish (Mecca)?
A: I really don't know why.
8. Q: Is there an estimate of how much each census report is worth in terms
of federal dollars (Indio)?
A: Everybody tries to estimate. Its a bunch. Here is a good answer.
Almost every dollar allocated by any government program or agency is based
on Census Bureau data. The Census Bureau does not do the calculation - it
only provides the count. Wrong count = wrong calculation. Low count = low
allocation.
(WMc) Yes, each report os worth $150.00 per year. Therefore, the
estimated value to the CV is $40.5 million a year based on an approximate
population count of 270,000.
9. Q: Are there material that emphasize that "people count" and show value
to community (Indio)?
A: Looking for that information.
10. Q: When is the next Meeting (LA Quinta)?
A: I'll be there.

11. Q: How best doe emphasize "Confidentiality: (Coachella)?
A. There is no best way. The key is to proved information which they
can believe. Here are some tips:
The Census Bureau is free standing - not affiliated with an
enforcement agency of any level of government. The data we release is all
statistical composites down to the tract level. From some tracts, data is
not available because the population is too small, it may be possible to
infer individual data. This is evidence of the confidentiality mechanism in
place at a practical level.
Census employees are sworn to confidentiality and can go to jail and
be fined ($5,000.00) if they breach this. No one I know is willing to test
the reality of this, therefore, we don't give out data.
When the White House was being remodeled, and President Truman had
to live elsewhere, the Secret Service tried to get census data to profile a
neighborhood. No luck.
When FBI was trying to identify Japanese Americans in 1941-42 to
inter during WWII, the tried to get Census data. No luck.

12. Q: Can we set a deadline for identifying community focus volunteers
(Cathedral City)?

CVCCC Members: As you well know, the annual County Date Festival is a major
happening in the Valley. And, it is a most important opportunity for a
success Census Count.
With an expected draw of over 250,000 people, we can say, 'This is
Everyone's Festival" - from Desert Hot Springs to Blythe.
A Census booth will be manned during the 10 days and we need to fill 69
4-hour shifts (two persons per 4-hour shift) - three shifts per day - (1)
10am-2pm, (2) 2pm-6pm, (3) and 6pm-10pm.
On the two Sundays and second Saturday, we will have three persons per
4-hour shift.
Certainly, each shift should include ONE bilingual person.
So, how about it? Please volunteer for at one four-hour shift, and get
volunteers from your community to stand a shift.
I guarantee it will be exciting and fun. Working on give -a -ways and raffle
items.
A shift chart is already prepared to add names. Early volunteers will get
their preferred shift date and time.
When volunteering for a shift, please indicate if you and your Vols are
BILINGUAL.

ITEM TITLE: CPRS Conference, March 15-18, 2000
RECOMMENDATION:
Select one Commissioner to attend the annual California Parks and Recreation Society
Conference in Ontario, CA March 15-18, 2000.
BACKGROUND:
The California Parks and Recreation Society offers an annual confernece to provide
information on the current topics. Staff had requested that one Community Services
Commissioner be authorized to attend this conference, and authorization has been
granted by the City Council.
The Commissioner that is selected to attend will be expected to attend the conference
from March 15-18, with meal and hotel accommodations provided. Travel will be
provided by the Commissioner with mileage reimbursed at the standard City rate.
ALTERNATIVES:
The alternatives available to the Commission include:
1 . Select one Community Services Commissioner to attend the CPRS conference;

This chapter establishes criteria for the dedication of land or payment of in -lieu fees for the developmei
of new, or rehabilitation or enhancement of existing, community parks or recreational facilities in accordant
with Chapter 66477 of the Government Code. (Ord. 272 § 1 (part), 1995)
13.48.020 Applicability.
All residential subdivisions of land, except those identified in Section 13.48.030, are to provide for park
by either dedicating land, paying an in -lieu fee, or a combination of the two. (Ord. 272 § I (part), 1995)
13.48.030 Exemptions.
Subdivisions containing less than five parcels and nonresidential subdivisions are exempt from the requirement
of this chapter. However, a condition shall be placed on the approval of nonresidential parcel maps that i
a building permit is requested for construction of a residential structure or structures on one or more of th

13.48.040 Parkland dedication or in -lieu fees required.
The city council shall require either the payment of a park development fee, the dedication of land, c
both when a residential subdivision is proposed. The payment of in -lieu fees will be required in subdivision
containing fifty parcels or less, except that when a condominium project, stock cooperative or communit
apartment project exceeds fifty dwelling units, dedication of land may be required even though the numbe
of parcels may be fifty parcels or less. All subdivisions of mobilehome parks and condominium conversion
are subject to the park development fee. (Ord. 272 § 1 (part), 1995)
13.48.050 Formula for dedication of land.
The parkland dedication requirement shall equal three acres per one thousand people. The number of peopl
within a subdivision shall be calculated by multiplying the number of dwelling units times the average densit
per dwelling unit in the city according to the latest U. S. Census. (Ord. 272 § 1 (part), 1995)
13.48.060 In -lieu fees.
In -lieu fees shall be based on the fair market value of land within a subdivision. For any subdivision b
which in -lieu fees are to be paid, the subdivider shall provide land sale information, a current appraisal, o
other information on land value within the subdivision. Community development director may consider thi
subdivider -provided information and/or other land value information in calculation of the parkland dedicatioi

13.48.070 Criteria for acceptance of land dedication.
The decision to accept land for park dedication shall be final and conclusive and shall be determined by
:onsideration of the following criteria:
A. Site topography, geology, access and location within the subdivision;
B. The size and shape of the subdivision and the area available for dedication;
C. Site environmental constraints, such as flooding or significant archaeological resources;
D. The compatibility of the site with the park and recreation element of the general plan; and
E. The availability and proximity of previously acquired park property. (Ord. 272 § 1 (part), 1995)
13.48.080 Processing procedures.
At the time of approval of the tentative map the city shall determine the amount of land to be dedicated

Quimby Act Related Policies
Policy 5-2.1.1
The City shall require the dedication of land and/or the payment of fees to provide 3.0 acres of park land
per 1,000 residents, based upon the residential density of the project and the persons per occupied household
(based on the 1990 U. S. Census for La Quinta).
Policy 5-2.1.2
The City shall revise, and make more specific, its existing ordinance regulating the dedication of land and
payment of fees for park and recreation purposes.
Policy 5-2.1.4
The City shall require that the dedicated land and/or payment of fees in lieu of dedication are to be used to
rehabilitate existing or develop new Neighborhood Park, Community Park or recreational facilities within
the service area of the most proximate existing or future Neighborhood or Community Park and shall bear
a reasonable relationship between the recreation facilities to be enhanced or developed and the inhabitants
of the subdivision.
Policy 5-2.1.5
The City shall require that the land to be dedicated for a Neighborhood or Community Park provides reasonable
accessibility for residents within its service area and is located on appropriately sized acreage that is not subject
to detrimental environmental or cultural (i.e., flooding, steep slopes, significant archaeological or paleontological
resource) impacts.
Policy 5-2.1.6
The City shall develop a five-year schedule to specify how, when and where the dedicated land and/or fees
will be utilized to develop new or to rehabilitate the most proximate existing Neighborhood or Community
Park located within the service area of the subdivision.
Policy 5-2.1.7
The City shall issue a credit for the value of any park and recreational improvements to the dedicated land
or existing park and recreational facilities against the payment of fees or the dedication of land. The City shall
not issue a credit for private recreation facilities.
Policy 5-2.1.8
The City shall generally require the payment of fees in lieu of park land dedication in subdivisions containing
50 or less residential parcels and shall exempt residential subdivisions containing less than five parcels or
not utilized for residential purposes.
Policy 5-2.1.9
The City shall utilize the interest collected from fees paid in lieu of park land dedication, in proportion to
the initial fee collected, to provide park and recreation facilities to serve the subdivisions.
Policy 5-2.1.11
The City shall utilize its ability to purchase, sell or convey lands and to utilize fees which have been previously
exacted or dedicated for park and recreation purposes. The acreage or fees for which the previously dedicated
land was to be purchased, sold or conveyed shall be used to assemble and purchase acreage for park and recreation

Project Fee Report
Approve the Fiscal Year 1998/99 City of La Quinta Development Project Fee
Report prepared in accordance with Government Code Section 66000.
The City must expend or commit developer fees from Infrastructure and Quimby
Funds within five years of their receipt and must account for these fees in a
separate fund. Art in Public Places fees must be expended or committed within
two years and must be accounted for in a separate fund. ,
The City of La Quinta has three developer project fees subject to the requirements
of Government Code Section 66000 - Infrastructure, Art in Public Places, and
Quimby fees.
The major requirements that must be performed annually are included in
Government Code Section 66006 (b). Section 66006(b) requires specific
additional accounting information to be reported each year for each fund as
follows:
For each separate account or fund established pursuant to subdivision (a),
the local agency shall, within 180 days after the last day of each fiscal year,
make available to the public the following information for the fiscal year:
(A) A brief description of the type of fee in the account or fund.
(8) The amount of the fee.
(C) The beginning and ending balance of the account or fund.
(D) The amount of fees collected and the interest earned.
(E) An identification of each public improvement on which fees were
expended and the amount of the expenditures on each improvement,
including the total percentage of the cost of the public improvement
that was funded with fees.
(F) An identification of an approximate date b} .,/hich the construction of
the public improvement will commence if the local agency determines
that sufficient funds have been collected to complete financing on an
incomplete public improvement, as identified in paragraph (2) of
subdivision (a) of Section 66001, and the public improvement remains
incomplete.
(G) A description of each interfund transfer or loan made from the
account or fund, including the public improvement on which the
transferred or loaned fees will be expended, and, in the case of an
interfund loan, the date on which the loan will be repaid, and the rate
of interest that the account or fund will receive on the loan.
Staff has prepared the Report which provides an analysis of the Infrastructure, Art
in Public Places, and Quimby fees for FY 1998/99 (Attachment No. 1). ,
The City of La Quinta Infrastructure, Art in Public Places, and Quimby fee
programs meet the annual filing requirements of Government Code Section 66000
for Fly 1998/99..
