ITEM TITLE: Census 2000
RECOMMENDATION:
As deemed appropriate by the Community Services Commission.
BACKGROUND:
At the February 14 Community Services Commission meeting, the Commissioners
determined that it would be beneficial to contact local businesses to advertise the
Census and for Commissioners to attend upcoming special events to distribute
information. Due to the Census booth at the Riverside County Fair and National Date
Festival, promotional items were reserved for that event. Once the Census personnel
were confident that they would have enough promotional items to hand out at the Fair,
they released the materials for distribution throughout the community. Staff then
distributed the items to the Commissioners.
ALTERNATIVES:
The alternatives available to the Commission include:
1. Identify additional methods of notifying the community on the importance of the
Census; or
2. Do not identify additional methods of notifying the community on the
importance of the Census; or
3. provad� staff with alternate direction.

RECOMMENDATION:
As deemed appropriate by the Community Services Commission.
BACKGROUND:
At the February 14, 2000 Community Services Commission meeting, the Commission
was asked to update the mailing list for the event. Staff received two Commissioner's
comments regarding the list, and incorporated those changes into the mailing list.
Fifty four letters inviting organizations to the picnic will be sent out on March 6.
Attachment A is the updated mailing list for the picnic.
Marni Kunsman, Recreation Supervisor will present an update on the Community Picnic
and Birthday Bash at the March 6 Community Services Commission meeting.
ALTERNATIVES:
The alternatives available to the Commission include:
1. Continue to identify and implement methods of disbursing Census information
to the Community; or
2. Do not continue to identify and implement methods of disbursing Census
information to the Community; or
2. Provide taff with alternate direction.

ITEM TITLE: Youth Workshop
RECOMMENDATION:
As deemed appropriate by the Community Services Commission.
BACKGROUND:
At the February 14 Community Services Commission meeting, April 12 was selected
as the date to offer the Youth Workshop. The Commissioners were asked to review
the mailing list from last year and provide updated information. Staff received two
updated lists and incorporated those names into the mailing list. One hundred and
three letters were sent out to various members of the community inviting them to
attend the workshop. Attachment A is the updated mailing list.
The La Quinta Senior Center has been reserved for that day, and press releases will be
sent out as the time approaches. The workshop will also be featured in the La Quinta
Chamber Newsletter.
The regularly scheduled Community Services Commission meeting is scheduled for
April 10. Historically, the Commission meeting scheduled for the month of the Youth
Workshop has been incorporated into the Youth Workshop. Should the Community
Services Commission desire, the April 10 Community Services Commission meeting
could be scheduled for April 12, to be conducted at the Youth Workshop.
The Commission may desire to contact those on the mailing list that have not
responded to encourage their attendance at the Youth Workshop. This has been done
in the past, with a Commissioner taking one sheet of the mailing list and contacting
the non -responding names on that list. Staff can provide the Commissioners with the
names on or about March 28, via fax or direct delivery, so that telephone calls can be
placed.

RECOMMENDATION:
As deemed appropriate by the Community Services Commission.

The California Parks and Recreation Society (CPRS) offers a Layman's Award, to honor
individuals that have made a significant contribution to the parks and recreation field.
Attachment A provides the criteria used in the selection of recipients.
The Community Services Commission could select an individual to receive this award,
for their dedicated efforts to the City of La Quinta. The award recipient will be
notified and asked to attend the function on Saturday, April 15 in Ontario, California.
The Community Services Director and Recreation Supervisor will be attending the
awards presentation. Should Community Services Commissioners wish to attend the
awards presentation, staff can make the arrangements.
ALTERNATIVES:
The alternatives available to the Commission include:
Select a nominee for the CPRS Layman's Award; or
2. Do not select a nominee for the CPRS Layman's Award; or
3. P(avide aff with alternate direction.

CPRS LAYMAN AWARD SCRIPT GUIDELINES:
I. Along with the Layman's Award application, please send a one -page, double spaced typed
written script and five slides.
2. The script should coincide with the slides. Please number the slides in order as they will be
presented with script information for the presentation.
3. Please try and keep the script as brief as possible, one page at 16 font size, (for eas)
readability).
EXAMPLES OF INFORMATION: These are just a few ideas to help you with your script.
A. Describe past involvement of the individual or group with your agency, i.e., volunteer
for the past ten years, Commissioner of eight years, etc.
B. Describe the importance of the project/program to your agency (communit)), i.e..
number of participants.
C. If the winner is a group, describe its role in the community, i.e., Kiwanis, largest club in
the City/District.
D. List past awards the individual/group received from your agency (City, County or
District).
E. List any major awards they may have received for civic work or involvement.
F. List any project/programs that this individual or group may be assisting with in the
future, if known.
G. Describe any humorous incident that may have taken place while the projectlpregram
was being planned or implemented.
H. Add any information that may assist in making the presentation interesting.
4. Please include the name of the presenter who will be attending the ceremony.

The script will be read by the emcee when presenting the plaque.
Each Layman award should be accompanied by a check for $50.00 to cover the
cost of the plaque and recipient's dinner.
A nominee should have distinguished himself/herself as a contributor to any Parks.and Recreation
agency within District XI. This award can be given to a couple or group, as' well as an individual.
However, we ask for only one recipient award per agency. All nominees will be recognized by an
awards presentation. Examples of services to be recognized are:
1. Outstanding contribution to the filed of Parks and Recreation as a Commissioner,
City Council Member, or Board of Education Member.
2. Voluntary leadership in a Parks and Recreation Program
Support of Parks and Recreation Programs and participants in social, cultural,
service, or fraternal organizations.

Nine months ago, Riverside County Officials initiated a new and innovative project known as the Riversi(
Integrated Project IRCIP( designed to improve the quality of life for its residents.
This new and innovative project is the FIRST OF ITS KIND IN THE NATION. It simultaneously addresses wl

Habitat Conservation - protecting our natural environment, Transportation -
addressing future traffic and circulation issues, and Land Use - determining wf

Based on several public meetings, surveys and the formation of three citizen
