ITEM TITLE: Census 2000
Select Commissioners to contact identified areas within the City of La Quinta and
attend the City's upcoming Special Events to promote the importance of the Census.
BACKGROUND:
The Complete Count Committee, as a function of the Community Services
Commission, is responsible for helping get the word out to the community as to the
importance of the Census, and returning the census forms.
As of this date, the Committee has volunteered to man the booth at the Riverside
County Fair and International Date Festival (Attachment A), distribute information at
special events and to attend the CVAG Census meetings.
The January 20, 2000 CVAG Census meeting provided an opportunity for the cities
to give an update on what they have been doing to get the word out to their
communities. La Quinta is progressive on the side of information distribution. Many
cities will be doing what La Quinta has provided, such as the information in the
Community Services Department Brochure, the Chamber Newsletter, paycheck flyer
distribution (Attachment B) and special event booths. The next CVAG Census meeting
is Thursday, February 17, at 5:30 p.m. at the CVAG office in Palm Desert.
Staff has taken the liberty of supplying promotional information to the Adult Soccer
League registrants (Attachment C) in both English and Spanish. As April 1 nears, staff
will provide additional information to all participants in programs on the importance of
the returning of the Census form. The City of La Quinta is also hosting a
Questionnaire Assistance Center at the La Quinta Senior Center from March 6 through
March 24, Monday -Friday 8:00 a.m. to 5:00 p.m. for anyone that has questions
regarding the Census form.

Areas within the City of La Quinta that need to be addressed include churches, the
Desert Sands Unified School District, and large employers such as KSL, and employers
of Commissioners. The Complete Count Committee could select Commissioners to
contact these and other areas to discuss the importance of the Census and ask for
support from each organization in the form of distributing flyers in paychecks, posting
posters (staff can get a supply of poster at the CVAG meeting) and by encouraging
people who have questions to contact the Census Bureau office.
The upcoming special events where Commissioners can promote the Census include
the Tiny Tot Olympics on February 26 at Fritz Burns Park, and the Neighborhood Pet
Show on March 4 at Fritz Burns Park (Attachment D).
ALTERNATIVES:
The alternatives available to the Commission include:
1. Select Commissioners to contact identified areas within the City of La Quinta
and attend the City's upcoming Special Events to promote the importance of the
Census; or
2. Provide staff with alternate direction.

ITEM TITLE: Youth Workshop
Select a date for the Youth Workshop; update mailing list of invitees; and begin
planning the Workshop.
BACKGROUND:
The Human Services Commission offered the Youth Workshop on April 30, 1997, and
the Community Services Commission offered the Workshop on April 21, 1999
(Attachment A). The Workshop provides an opportunity for adults in various
professional fields to interact with young people of our community. Last year's event
brought elected officials, business owners and the general public together with
students from La Quinta and Coachella Valley High Schools to discuss issues that were
important to the youth of our community.
Enclosed is a master copy of the mailing list (Attachment B) that was used to invite
community members to the Youth Workshop. Commissioners are asked to review the
list and update the information if appropriate.

The Commission reviewed the letters that were sent out to local businesses and organization,

High School band. The Commission would like Marni Kunsman to give a report at the ne:

It was discussed that the Commission would run the Workshop, not staff. Commissions
Pedersen -Nadler said the Interact Club is required to attend. She is meeting with Interact c
March 25 at 12:00 noon if any Commissioners are interested in attending. Topics for ti-
workshop will be discussed. The Commission would like to encourage the communit,
businesses and civic organizations to participate in the workshop as well., Commissioner
discussed who they would contact, and who staff would contact. Letters will be sent of
inviting individuals to attend the workshop. Chairperson St. Johns would like a copy of last yeas
list faxed to her to review.
C. Skateboard Park
Staff informed the Commission that a joint meeting with the City Council is being planned ar
the Commission will be informed of the date when it becomes available. This would be a goc
time to discuss a skateboard park with them. The Commission would like to put funds in th
budget for planning purposes. Commissioner Rebich suggested assessing the skateboard pai
first. Ms. Horvitz will take care of any necessary budget requests.
Ms. Horvitz said that a funding source needs to be identified to build the park. TI-
Commissioners added that sweat equity with the youth and community businesses has workE
with other parks, like in Blythe.
It was moved by Commissioner Pedersen-Nadler/Wolff to get direction from the City.Counc
through a study session item to discuss building a skateboard park. Unanimous.
Commissioner Davis asked about the location of the park. Staff said location of the park can t
discussed during the study session with the City Council, and that finding funding is the mo:
important part of this project.

ITEM TITLE: Community Picnic And Birthday Bash
RECOMMENDATION:
Select Commissioners to attend the Community Picnic; update invitation list; and
provide ideas for activities for the picnic.
BACKGROUND:
This year will be the third year the Community Picnic has been offered through the
Community Services Department. The Community Picnic provides an opportunity for
businesses and service groups to offer information to the Community, in a setting of
Fritz Burns Park with games, booths and food. This year's event will be held on
Saturday, April 29 from 10:00 a.m. to 1:00 p.m. The City Council had recommended
that the Community Picnic incorporate the City of La Quinta's "birthday" May 2, as
well. The Community Services Commissioners assist with the event by manning a
booth, and assisting staff as Ambassadors, and helping maintain the cleanliness of the
park.
Attachment A is a letter that has been sent out to organizations in the past inviting
them to attend. Attachment B is an invitation list. Commissioners are asked to review
the list and update as appropriate.
ALTERNATIVES:
The alternatives available to the Commission include:
1. Select Commissioners to attend the Community Picnic; update invitation list;
and provide ideas for activities for the picnic; or

ITEM TITLE: Park Naming Process
RECOMMENDATION:
Begin the process of selecting names for City Council consideration for the Community
Park and Desert Pride parks.
BACKGROUND:
In 1990, when the City acquired the 18.66 acres on the corner of Westward Ho and
Adams Street, an identification name was given to the project, Community Park North.
Now that the City has grown, and the Park Master Plan is being updated, a permanent
name is required for the project.
The City Council has an adopted policy on the process of selecting names for parks
(Attachment A). The Community Services Commission is responsible for soliciting
park names from the community and screening them prior to them being submitted for
City Council consideration.
The Community Services Commission is hosting two community events where park
names could be solicited for consideration, the Youth Workshop and Community Picnic
and Birthday Bash.
ALTERNATIVES:
The alternatives available to the Commission include:
1. Begin the process of selecting names for City Council consideration for the
Community Park and Desert Pride parks; or

y OFCRITERIA FOR NAMING OF PARKS
Approved by City Council January 3, 1995
Facilities should be named within six months after the City has acquired title to land
to be designated as a park site. It is suggested that the Parks and Recreation
Commission maintain a list of names.
Names can be solicited from the general public by the Parks and Recreation
Commission. A request for the naming or dedication of any city facility shall be
submitted to the Parks and Recreation Commission in writing and with justification,
and may be forwarded to the City Council for consideration and/or approval. At
least three (3) names should be submitted to the Council for consideration when
naming a park is under review.
3. The Parks and Recreation Commission will be responsible for soliciting park names
through the community and screening names prior to presenting them to the City
Council for consideration and/or approval.
4. Exceptional situations may require deviation from this general policy and the
Council may take the appropriate action.

Options to be considered in naming facilities: (in order of importance)

Quinta is rich in history, and the La Quinta Historical Society may be
consulted for suggested names and events the Parks and Recreation
Commission might consider for recommendation to the Council.
a. Recognizable area or neighborhood. If on a school site, it need not
necessarily be the same name as the school. Names that aid in locating a
park are acceptable.
b. Assumed name. Use only if the area has been known by this name for a
long period of time.
C. Natural phenomena.

d. Combination of natural phenomena and place name.
e. Horticultural.
Combination horticultural and place.
g. Rivers, creek ways.
a. Deceased, group or person, Civilian national heroes.
b. Living Persons.
Criteria: Facilities may be named after persons only after a study has been
completed. Individuals should be known for their civic work. This civic work
shall be over and above an ordinary interest level. A resident of the City of
La Quinta who attains local, state or national recognition for human,
community, health, safety, or parks and recreation work would be
acceptable.
Donors: People who have been instrumental in acquiring sites either by
actual land or monetary donation (enough to purchase the entire site) or who
have donated the entire amount for complete development of a site. A
donation of land which serves as a part or parcel of a larger park or open
space may be honored by an "area" dedication.

ITEM TITLE: March Meeting Date
RECOMMENDATION:
Select March 6, 2000 as the Community Services Commission meeting date.
The regularly scheduled meeting date for the Community Services Commission for
March is March 13, 2000. On that date, the City of La Quinta will be hosting a
League of California Cities reception at City Hall. This event is expected to be well
attended by elected officials from throughout Riverside County.
Department directors may be asked to be present to represent the City of La Quinta
should there be questions regarding services provided by the City. Staff will be unable
to commit to the Community Services Commission and the League of California Cities
Reception during the same time frame.
Staff is asking for the Commission's consideration in meeting on March 6 instead of
the 13, so that staff may attend both functions in representing the City of La Quinta.

COMMUNITY SERVICES COMMISSION MEETING
DATE: February 14, 2000
ITEM TITLE: Parks & Recreation Master Plan
BACKGROUND:
Staff has reviewed the three proposals submitted for the Parks and Recreation Master
Plan update project. The three firms that submitted proposals include: Takata
Associates; RJM Design Group; and Purkiss-Rose-RSI. All three firms were well
qualified to complete the project. Staff will interview the firms on Thursday, February
10, and choose a firm to negotiate a contract with, to begin the project.
Staff will provide a verbal report at the Community Services Commission meeting.

ITEM TITLE: Community Park
BACKGROUND:
At the January 18, 2000 City Council meeting, the City Council authorized staff to
negotiate a contract with Purkiss-Rose-RSI to update the Community Park North
Master Plan. Also in that motion, the word "North" from the park identification name
was removed. The word "North" implies the City is divided into sections, and in the
interest of an unified City, the park will now be called "Community Park", until a formal
name is chosen.
Staff will keep the Community Services Commission updated on the progress of the
Community Park project. Purkiss-Rose-RSI will be hosting public meetings, as well as
meeting with the Community Services Commission, to review the Master Plan for the
park site. The dates of these meetings will be determined once Purkiss-Rose-RSI sets
their schedule for this project.

2. CONSIDERATION FOR APPROVAL OF THE DETAILS OF THE SITE AMENITIES
TO BE INCORPORATED IN THE CIVIC CENTER CAMPUS IMPROVEMENTS,
PROJECT NO. 97-09.
Public Works Director Vogt briefly outlined the history of the project and
introduced Senior Engineer Freeland and Tom Doczi, of TKD Consultants, who
then reviewed the proposed amenities as follows:
Historical Plaza - includes a bronze relief map of the City, memorial for Mitchell
Paige, rose garden, linear water features, enhanced paving, and drinking
fountain.
Council Member Sniff suggested three honors/recognition walls in the plaza to
honor major contributors or significant visitors to the City.
Council Member Henderson agreed but suggested three different components,
veterans, sports, and arts, and placing them in three different areas of the
campus.

Council Member Adolph questioned the need for the linear water feature so
close to other water features in the campus.
After a brief discussion, Council concurred to include the following in the
Historical Plaza: a bronze relief map with original City limits; one of three
honors/recognition walls as an art project with three components (veterans,
sports, and arts) with the other two walls located near the proposed library and
the Senior Center and possibly incorporating the memorial for Mitchell Paige);
and raising the wall height of the linear water feature to 18-20 inches.
Entry Plaza (3) - includes pilasters with urns, trees, benches, date palms, citrus
trees, and enhanced pavers (will match those on Calle Estado)

Council concurred on proposed amenities.
Island - includes a gazebo, lush foliage, turf area, and two bridges with
artistically -enhanced railing.
Council Member Sniff suggested a few benches and artistic sculptures without
losing the openness of the area.
In response to Council Member Henderson, Mr. Freeland stated the open space
on the island will accommodate approximately 270 people, adding the size of
the gazebo has not been determined.
Mayor Pena suggested the lush landscaping be kept at a low level for security
purposes.
Council concurred.
Outdoor Staae - includes a shade canopy over a 40' X 20' raised concrete,
"story teller" type stage in a semi -circle configuration.
Council concurred on proposed amenities.
Rite Structures - includes two octagonal -style picnic shelters with three picnic
tables each and five typical shade structures at various locations.
A brief discussion ensued wherein Council concurred on the following: shade
structures to be made of compatible materials; two arched bridges; and picnic
shelters to be deferred to Phase 2 or 3.
Playground Eguioment - Council concurred to defer to Phase 2 or 3.

native wildlife, and native wildlife tracks in adjacent concrete walk path.
Council Member Sniff suggested keeping it simple and elegant with flowers and
less cactus.
Council concurred to defer it to Phase 2.
Exercise Areas 151 - to be located along the walkways.
Council Member Henderson suggested designing the walkway at a designated
length for exercise purposes.
Council agreed with the exercise areas.
Enhanced Paving - included at entry plazas and certain areas of the walk path,
along with dancing footsteps imprinted in the concrete as suggested by the
Cultural Arts Commission.
After a brief discussion regarding the "dancing footsteps" element, Mr. Vogt
advised staff will bring back something from the Commission on their proposal,
along with paver layout and color choices.
Site Furnishings - includes benches, trash receptacles, and picnic tables.
Council concurred on using the bench design made from recycled materials.
Site lighting - proposed bollard -style lighting is similar to that used on Highway
111 in front of Eagle Hardware.
+Council Member Sniff suggested dome top lighting with the light directed
downward.
Council concurred.
Council Member Perkins suggested lighting in the gazebo for safety purposes.
Rosita Shamis, of the Cultural Arts Commission, commented on the importance
of including an historical theme in the campus design.
Council Member Henderson suggested using the area opposite the bronze relie
map for that type of information.

Questionnaire Assistance Center from March 8 through March 31, 2000. The Senior
