ITEM TITLE: Community Park Public Meeting

As deemed appropriate by the Community Services Commission.
The City has entered into a Professional Services Agreement with Purkiss-Rose-RSI
(Consultant) to provide the Community Park Master Plan update. Staff is coordinating
with the Consultant to arrange the public meetings. It is anticipated that the first
public meeting will be held toward the end of May. The second meeting will be
scheduled for the fall.
The meetings will be held at the La Quinta High School. This location is convenient
to the park site and the neighborhoods that will be affected by the development of the
park.
The neighborhoods in the area will receive notices regarding the meeting schedule.
The meetings will also be advertised in the newspaper, via public service
announcements and staff will contact the Desert Sun to print a feature story. All user
groups of the La Quinta facilities will be notified of the meetings as well.
The park site has been called the Community Park North, and most recently the
Community Park. The City Council has an established park naming procedure. This
procedure is outlined in Attachment A. The Commission may wish to begin the park
naming process at the first community meeting for this park site.
ALTERNATIVES:
The alternatives available to the Commission include:

2. Do not participate in the public meeting for the Community Park site, and do

Criteria For Naming of Parks
iptions to be considered in naming facilities: (in order of importance)
A. This can be local, regional or national major significance. The City of La Quinta
rich in history, and the La Quinta Historical Society may be consulted for suggests
names and events the Community Services Commission might consider f

A. Recognizable area or neighborhood. If on a school site, it need not necessarily I
the same name as the school. Names that aid in locating a park are acceptable
B. Assumed name. Use only if the area has been know by this name for a long peril
of time.
C. Natural phenomena.
D. Combination of natural phenomena and place name.
E. Horticultural.
F. Combination horticultural and place.
G. Rivers, creek ways.
A. Deceased, group or person, civilian national heroes.
B. Living persons.
Criteria: Facilities may be named after persons only after a study has bel
completed. Individuals should be known for their civic work. This civic work sh
be over and above an ordinary interest level. A resident of the City of La Quin
who attains local, state or national recognition for human, community, healt
safety, or parks and recreation work would be acceptable.
Donors: People who have been instrumental in acquiring sites either by actL
land or monetary donation (enough to purchase the entire site) or who ha,
donated the entire amount for complete development of a site. A donation of lai
which serves as a part or parcel of a larger park or open space may be honored
an "area" dedication.

ITEM TITLE: Commission Work Plan
RECOMMENDATION:
Identify projects to be included in the Community Services Commission 2000/2001
Work Plan.
Each year, the Commission is required to submit an annual work plan for City Council
approval. This work plan outlines the tasks that the Commission would like to
complete in the coming year.
Attachment A is the Community Services Commission's 1999/2000 Work Plan for
consideration.

1. Identify projects to be included in the Community Services Commission
2000/2001 Work Plan; or

COMMUNITY SERVICES COMMISSION PHILOSOPHY
The general purpose of the Community Services Commission is to encourage the
development of a planned and orderly approach to the delivery of leisure and
community services in the City.
The objectives of the Commission are to:
♦ Serve in an advisory capacity to the City Council on identifying matters
pertaining to recreation and community services
♦ Communicate the availability of services to citizens through both private and
public resources to avoid duplication and conflict of effort
♦ To evaluate the effectiveness of services provided
