BACKGROUND:
The Community Services Department completes a monthly Department Report
consisting of attendance figures for all programs, upcoming events and meetings
attended, as well as a revenue report for the month. The Department Report is
transmitted to the City Council on the second Council meeting of every month.

ITEM TITLE: 2000-2001 Commission Work Plan
RECOMMENDATION:
Approve the Community Services Commission 2000-2001 Work Plan and present the
Work Plan to the City Council for consideration at the June 20, 2000 City Council
meeting.
BACKGROUND:
At the May 8, 2000 Community Services Commission meeting, the Commission reviewed
the 1999-2000 Work Plan and recommended minor changes to the Work Plan for the
2000-2001 Work Plan. Staff has made those changes and the preliminary 2000-2001
Community Services Commission Work Plan is provided as Attachment A.
Should the Commission accept the 2000-2001 Work Plan, staff will place the Work Plan
on the June 20, 2000 City Council agenda for consideration by the Council.
ALTERNATIVES:
The alternatives available to the Commission include:
1 . Approve the Community Services Commission 2000-2001 Work Plan and present
the Work Plan to the City Council for consideration at the June 20, 2000 City
Council meeting; or
2. Do not approve the Community Services Commission 2000-2001 Work Plan; or
3. Provide 7taff with alternate direction.

COMMUNITY SERVICES COMMISSION PHILOSOPHY
The general purpose of the Community Services Commission is to encourage the
development of a planned and orderly approach to the delivery of leisure and
community services in the City.
The objectives of the Commission are to:
♦ Serve in an advisory capacity to the City Council on identifying matters
pertaining to recreation and community services
♦ Communicate the availability of services to citizens through both private and
public resources to avoid duplication and conflict of effort
♦ To evaluate the effectiveness of services provided

ITEM TITLE: Update on VIPS Program
BACKGROUND:
Staff has discussed the VIPS Program with the Building and Safety Director, as he is
the staff contact person regarding that program. As of this date, there is one person
involved in the program, and that person patrols on Saturday evenings.
The Riverside County Sheriff's Department is responsible for this program and has not
encouraged a recruitment for additional members. They may, however, in the future
conduct a recruitment for the VIPS Program in La Quinta.

It has come to our attention that plans are now underway for a park site on the
corner of Adams and Westward Ho (in north La Quinta).
Great, we welcome a park site and we hope we will be invited to meetings
discussing the future park site, when the time comes for such.
One thing for sure, we DO NOT want recreational lighting in that park for night
time uses!!!
With the high school stadium lights and the recent construction of the Tennis
Gardens at our border, your La Quinta Norte residents should not be forced to
endure any more lights that detract from our evening skies. When deciding to
move to the area, we were told of the importance the city places on preventing
"light pollution" and the preservation of the area's environment and beauty. We
were particularly impressed with the fact we weren't even going to have street
lights, because of that very concern.
Now we can't complain about the noise or lights at the H.S. stadium — they were
here first! But we are disappointed in the amount of lighting associated with the
Tennis Gardens — while not in our city, La Quintal residents were taken by
surprise with the enormity of that project and the light pollution associated with
it. Was the La Quinta City Council appr ised of what its northern residents were
going to face and (if so) did they voice their concerns on our behalf?
Now, rumor has it you may want to include recreational night lighting at the new
park site. Please, don't! We remind you, we made major investments in our
homes because of the environmental philosophy of La Quinta shared with us.
We were here first and we do not need nor want any more surprises. We
deserve consideration when evaluating our area and the impact more noise,
lighting, and activity will have upon us.
Yes, have a park and use it to the fullest during the daytime hours, but do not
subject your northern residents to any more light pollution!!!

Dear Parks and Recreation Commission:
My home backs up to the proposed park on Adams and Westward Ho. While I
am delighted for the residents of La Quinta that a park will be developed, I am
also concerned that this park may pose problems for its immediate neighbors.
Specifically, I am not in favor of night lighting for the park and/or nighttime
activities in the park. The lights from the Highway 111 auto mall are quite
bright. The lights from La Quinta High School - which were not visible until the
demolition of the dunes on the site - are now exceedingly bright. The noise from
Highway 111 and the noise from La Quinta High School has increased
considerably. If those lights and noises are any indication of the amount of
environmental pollution we might expect, they would do considerable harm to
my health and well being and that of my neighbors, not to mention, the peaceful
enjoyment of our properties. I hope instead that your earlier environmental
philosophy of no street lighting in order to preserve the night sky will prevail.
Until now, I have been able to enjoy the quiet evenings and the stars with
complete privacy, safety, and security. If you install night lighting and nighttime
activities, I will be able to enjoy none of these.
When you are planning the park, I hope you will take your neighbors in La
Quinta into consideration. Thank you in advance for your cooperation.

Dear Sirs,
I have a new home that will overlook the proposed park site on Adams in North La
Quinta. I am concerned that the new park will have lighting for sports activities and so on.
I already have lights shining in my back yard from La Quinta High School. I thought La
Quinta's policy was to preserve night skies. (No street fighting, etc.)
I am all for the park, but do not want fights shining down in my back yard as I am on the
perimeter of the proposed park. For night recreational use that requires lights why not use
the high school which already has the lighting.
