COMMUNITY SERVICES COMMISSION MINUTES March 12, 2001 CALL TO ORDER ~ular meeting of the Community Services Commission was called to order at 7:05 p.m. in the Stl lion Room of the La Quinta Civic Center. Chairperson St. Johns presided over the meetil Imissioner Henson led the Pledge of Allegiance. ~BERS PRESENT: Commissioner Deborah Bechard Commissioner Michele Henson Commissioner Mike Davis Commissioner Joan Rebich Commissioner Victoria St. Johns (Chairperson) ~BERS ABSENT: None FF PRESENT: Dodie Horvitz, Community Services Director Marni Francisco, Recreation Supervisor PUBLIC COMMENT None. CONFIRMATION OF AGENDA Staff requested that the Park Naming Request be added to the Agenda; namely the park between FI Waring and Miles as Business Item C. It was moved by Commissioners Rebich/Hensen to add. Park Naming Request to the agenda. Unanimous. It was moved by Commissioners RebichlDavis to excuse Commissioner Hensen from the Febru 12, 2001 meeting due to inclement weather. Unanimous. CONSENT CALENDAR A. Approval of Minutes of February 12, 2001 B. Monthly Department Report for January, 2001. In answer to a question, staff described "Senior Services" as those provided by outside agencies I come in, such as AARP & liD so these are not programs that staff contracts with an instructor to but are services that are provided by the community through other agencies and they use the Ci facility. BUSINESS ITEMS 11.. Youth Workshop, April 18, 2001 Letters were presented for Chariperson St. Johns signature to go out to all participants. SI reported that they are going through the Report Card we wanted to do, the Minutes of the I workshop to gather information on the goals that were set. The only concern was that the conta at the High Schools impart the information to the students on the importance of this program. 1 first part of April, Valerie will be spending time at the school talking directly to the clubs to get' students at the Workshop. On March 26 the Desert Sun is also holding a similar event II community leaders. Marni and Dodie will be attending. They have already had two meetings II the youth. Staff will report back at the next meeting. School Board members have been invited to the workshop. By April 9 a list will be sen1 commissioners with names of those who have not responded to the invitation so that they may contacted and encouraged to attend. Marni mentioned that research is being done on Te Centers in Riverside and LA County regarding what they are doing, their budgets, staff, etc. 1 Desert Sun is actively publishing activities available to youth. It was moved by Commissioners Hensen/Davis to have Commissioners call the invitees after A 9 that have not responded to attend the Youth Workshop. Unanimous. B. Community Picnic/Birthday Celebration. Marni reported that things are going exceptionally well and she immediately had responses fr people whom she asked for sponsorship. We have a 14-case sponsorship from Coca-Cola. TI responded so quickly their Logo was able to be put on our flyer. Rotary will be providing the gr the food, the buns and condiments. Full water sponsorship will be provided by Culligan. l invitations are already out. Two other letters will go out from people we haven't heard from-- other, is confirmation of participants. The band "Patrick McCaffrey & the Whiz Kids". They ~ jazz, Mo-town, Big Band, Blues and an array of music. The Lions Club wants to do a varietJ races and games. Valerie will also be recruiting for volunteers for the picnic. One great big birthl cake will be provided. Marni will update the commissioners at the next meeting. Commissioner Bechard congratulated Marni on the Tiny Tot Olympics and said what a great ev it was and how exceptionally well done! C. Park Naming. Staff described a new sub-division going in at Fred Waring and Jefferson. Part of the requirem for developers is that they either have to provide land for a park or pay fees or provide land and. fees The Monticello sub-division is offering a 5-acres site. Part of it will be a retention basin 1 a large portion of it will be a neighborhood park. They will grade it and put the turf and then it be up to the City if they want to put equipment at the site. The developer has met his requirerr by putting in the irrigation and the turf so we can't condition them to put in additional equipml This will be a park like Adams and Fitz Burns. Forasideration, the official Pl Naming Form and a site map was presented. There was talk at one time that it be a gal community but if that were the case, they would not get credit for this park. Desert Pride is example of a similar situation regarding the park. The actual naming is the only consideration the Commissioners. The official name of the park will be determined by the City Council. It '" moved by Commissioners Rebich/Henson that the designated name be "Monticello Park Unanimous. CORRESPONDENCE AND WRITTEN MATERIALS None COMMISSIONER ITEMS Commissioner Rebich asked what happened to their recommendation for Eisenhower P, expansion. Staff stated that it hadn't gone before City Council yet. It is anticipated that the vac land next to Eisenhower park will be discussed when the design build contact is completed for' three parks currently under design. Commissioner Rebich suggested she may go to the COUl meeting to speak on behalf of the park. Commissioner St. Johns reported that the old Shotzi's at Eisenhower and Montezuma is goin! be an art studio. Staff stated that they are off to Sacramento this weekend to attend the CPRS conference. Do will be focusing on the public arts projects. Marni will be focusing on teen programs.
