BUSINESS ITEM o c&t,/4FOF w MEMORANDUM COMMUNITY SERVICES COMMISSION MEETING DATE: June 11, 2001 ITEM TITLE: Annual Work Plan As deemed appropriate by the Community Services Commission. BACKGROUND AND OVERVIEW: The City Council at the June 5, 2001 meeting approved the 2001-02 Community Services Commission Work Plan as submitted (Attachment A), with some comments regarding the Youth Workshop and Community Picnic. The City Council directed the Youth Workshop format be more focused on City issues and possibly reconsider the time and location of the meeting. Staff stated that the Commission will be considering changing the format to better accommodate the audience the workshop is geared toward. Staff met with Principal Bugg from La Quinta High School to discuss possible changes to the Youth Workshop format. Mr. Bugg was concerned by the comments presented by the students at the last workshop regarding the lack of availability of programs for youth in our community. Mr. Bugg believes that between the school, the City and other agencies, the needs of the youth are being met. However, as addressed at the Youth Workshop, the students are unaware of the programs and the access they have to those that can address their needs. Mr. Bugg has suggested a program for consideration by the Commission to accommodate the youth of our community in a setting that would encourage more participation. This would be a monthly lunch meeting held at the High School, in which students would be nominated by teachers, their peers or could nominate themselves to be a part of a panel. This panel would represent a cross section of the student population. Each month, the panel would meet with Mr. Bugg and City staff and Community Services Commissioners to discuss the needs of the youth in our community. From these monthly discussions, the school and City staff could address S:\Community Services\CSComm\CSCRPT.140.2001-02 Work Plan.wpd community. From these monthly discussions, the school and City staff could address needs much more efficiently. The panel would also be responsible for soliciting information from the student body to be discussed at the monthly meetings. This is the general concept being presented by Mr. Bugg. The details of the program have not been discussed. However, Mr. Bugg would like to start this program in September. It was discussed that each month, food could be brought in, and a different theme could be discussed. The City could be responsible for hosting every other month's meeting and supplying the lunch. The Commission may wish to appoint a sub -committee to meet with Principal Bugg and staff to discuss the details of the program. Once the program is better defined, the sub -committee can report to the Commission for a formal decision regarding participation in this format. Comments regarding the Community Picnic involved the physical location of the stage and sound system as well as the closeness of proximity of booths to one another. Staff will "tighten" up the booths and sound system for the upcoming picnic. ALTERNATIVES: The alternatives available to the Commission are: 1. Appoint a sub -committee of up to two Commissioners to meet with Mr. Bugg and City staff to discuss a new format for the Youth Workshop; or 2. Do not participate with La Quinta High School in a new format for the Youth Workshop; or 3. Provide staff with alternate direction. The following names were approved: Seasons Park Desert Pride Park Monticello Park Velasco Park La Quinta Community Park The only change from the Commission's recommendations for park names was to the park site donated by Mr. Meyran. Staff met with Mr. Meyran, as directed by the Commission, to discuss possible names for the park site. Mr. Meyran appreciated the Commission's recommendation, however, did not wish to see the family name attached to the park site. Mr. Meyran recommended the name Velasco Park, as it identifies the street on which the park is located, much like Eisenhower Park and Adams Park. The City Council also directed staff to work with the Coachella Valley Recreation and Park District regarding the name of the Frances Hack La Quinta Community Park name and using the "La Quinta Community Park" for the City's park site on Westward Ho. Staff will provide a report to the Commission regarding this project.
