Chairperson St. Johns presided over the meet nmissioner Rebich led the Pledge of Allegiance. IIIBERS PRESENT: Commissioner Michele Boudreau Commissioner Mike Davis (Arrived at 7:03) Commissioner Joan Rebich Commissioner Victoria St. Johns (Chairperson) Commissioner Deborah Bechard IIIBERS ABSENT: ~FF PRESENT: Dodie Horvitz, Community Services Director PUBLIC COMMENT CONFIRMATION OF AGENDA CONSENT CALENDAR A. Approval of Minutes of October 8, 2001 It was moved by Commissioners Rebich/Boudreau to approve Consent Calendar as submil Unanimous. PUBLIC HEARING BUSINESS ITEMS A. Washington Street Park Name Mrs. Helen Marie Nelson requested that the park be named Desert Club Manor Park; the tract in which it is located. Commissioner Boudreau stated that the large majority of the community does not know area by that name. Commissioner Rebich stated that this will be a public park, anc pUblic would be better able to identify the park by the street in which it's loc~ Commissioner Rebich also expressed concern that there is Desert Club Drive, whi( located west of City Hall, and that people might assume that Desert Club Manor Park i Desert Club Drive. Commissioner Davis thought that the name Desert Club Manor Park might sound as thl it's a private park, not open to the community. Commissioner Rebich again expre: concern that the majority of the community will not identify the park with the housing t as the tract is not known by that name in the community, only to those in the tract. Commissioner St. Johns would prefer the park be named after a street in that area. After some discussion, the Commission decided to recommend for City COL consideration the park be named Desert Club Manor Park. It was moved by Commissioners Rebich/Boudreau to recommend for City Cou consideration the park be named Desert Club Manor Park. Unanimous. B. CPRS Conference Staff gave an overview of the California Parks and Recreation Society's annual conferer After some discussion, it was decided that Commissioner Bechard had expressed a de to attend the conference in Los Angeles. It was moved by Commissioners Rebich/Davis that Commissioner Bechard attend CPRS Conference in Los Angeles. Unanimous. CORRESPONDENCE AND WRITTEN MATERIALS A. "Community Park At Adams and Westward Ho" Flyer The Commission reviewed the flyer being distributed to La Quinta residents regarding public hearing on November 6, 2001. After some discussion, the Commission expresl their concern that the City had provided ample opportunity for the public to comment on project and now that park is nearing the construction stage, the residents are opposed to project. The Commission also discussed the issues addressed in the letter and determir that the majority of the opposition is to the issues related to the High School with the park and lights. Commissioners will attend the public hearing on November 6 as residents of the commUl to express their concerns. COMMISSIONER ITEMS A. Youth Workshop: Commissioner Boudreau gave a report on the Youth Workshop. 1 students were unaware of their role in the program. Staff gave an overview of the forrr in which the students were to develop the program. This was not intended to be an adult activity. The students are to develop the agenda and gather information from their peerl be discussed with the City and School District personnel. The City and Mr. Bugg agreed t lunch would be brought in each month, with the two organizations rotating responsibility supplying lunch. Commissioner Boudreau will communicate with Mr. Smith the agreement the City had \/I Mr. Bugg. The Commissioners requested more pizza than was provided last time, as the was not enough. B. 20th Anniversary Celebration Committee Report Commissioner Boudreau reported that there are a number of activities being planned for City's 20'h Anniversary Celebration. Commissioner Davis will sit in for Commissic Boudreau at the December 3 meeting, and she will bring him up to speed as to wh: happening, so that the Committee will not have to spend time updating new people e time. C. Tiny Tot Halloween Carnival Commissioner Rebich reported that the Tiny Tot Halloween Carnival was very succes and a lot of fun for everyone. Commissioner St. Johns reported that the meeting attended the night of the Halloween Carnival was very successful as well. Riverside COl now has identified the need for an adolescent residential treatment facility in the Coach Valley. Serious consideration is being given to help find a group home in the Coach Valley. Commissioner Boudreau stated that high school volunteers had been rudely turned a\ from the Halloween carnival because they were late to the event. Community Servi Director Horvitz will check into this and report to the Commissioners. ADJOURNMENT It was moved by Commissioners Boudreau/Davis to adjourn the Community Services Commiss meeting.
