ITEM TITLE: Community Park Plan
RECOMMENDATION:
As deemed appropriate by the Community Services Commission.
BACKGROUND:
On February 6, 2001, the City Council approved the final master plan for the
Community Park. The final design site plan is provided as Attachment A.
(On August 7, 2001, the City Council considered an official name for the Community
Park as provided in Attachment B. After some discussion, the name "The La Quinta
Park" was selected as the official name for the 18 acre park site.)
The consultant from Purkiss-Rose-RSI, Steve Lang, has been working on the
construction drawings for the park site. Attachment C is the snack bar elevation being
proposed by the consultant. The Landscaping and Architectural Design Commission
will review the planting guide at their September 5 meeting. Staff will provide an
update at the September 10 Community Services Commission meeting.
The Planning Commission will hold a public hearing on September 25, 2001 regarding
the park design. All of the residents within a 500 foot radius of the park site have
been notified of the meeting. The Planning Commission will review the park plans and
take public comment regarding the park. The Planning Commission will then forward
their recommendation to the City Council for consideration at the October 2, 2001
meeting.
The Community Services Commission may wish to appoint up to two members from
the Commission to attend the Planning Commission meeting, to answer any questions
that may arise regarding the amenities in the park.

Representatives from Musco Lighting will be in attendance at the Planning Commission
meeting to answer any questions regarding the light and the effects of lights upon the
surrounding residents.
As an update, Musco Lighting can re -aim the lights at La Quinta High School to reduce
the amount of glare generated. The cost of this service is $1,000. Ms. Colleen
Marcum of Musco is working with Desert Sands Unified School District to possibly
complete that task.
ALTERNATIVES:
The alternatives available to the Commission include:
1. Appoint up to two Community Services Commissioners to attend the September
25, 2001 Planning Commission meeting to provide information regarding the
Community Park Site; or
2. Do not appoint up to two Community Services Commissioners to attend the
September 25, 2001 Planning Commission meeting to provide information
regarding the Community Park Site; or
3. Provide staff with alternate direction.

At the June 5, 2001 City Council meeting, the City Council considered possible names
for five parks in the City. One of the parks being considered for a permanent name
was the 18 acre park site located on the northeast corner of Adams Street and
Westward Ho.
Provided is a brief background of the park site:
1990 The Redevelopment Agency purchased the land specifically for a park
site
1993 A Master Plan of the park was completed by Purkiss-Rose-RSI with the
title of the property "La Quinta Community Park North"
1999 A revision to the park's Master Plan was begun
2000 City Council directs the word "North" be removed from the title of the
park site
Throughout the developmental process for the park site design, the project has been
called the La Quinta Community Park (North).
At the May 14, 2001 Community Services Commission meeting, the Commission
provided a recommendation regarding park names for the City Council's consideration.
The Commission recommended that the 18 acre park site be named the "La Quinta
Community Park."
At the June 5, 2001 City Council meeting, the Council directed staff to work with the
Coachella Valley Recreation and Park District (District) for removal of the words "La
Quinta Community Park" from the name of the "Frances Hack La Quinta Community
Park" title of the District's park located on Avenida Montezuma in La Quinta. Minutes
of this meeting are provided as Attachment 1.
Staff attended the July 11, 2001 Coachella Valley Recreation and Park District's Board
meeting to request the words "La Quinta Community Park" be removed from the
"Frances Hack La Quinta Community Park" title. After some discussion, the Board
decided to not change the title of the District's park in La Quinta. Correspondence
from the District is provided as Attachment 2.
The City of La Quinta Community Services Department receives many calls regarding
the "Frances Hack La Quinta Community Park." Of the calls received, very few, if
any, refer to the "Frances Hack La Quinta Community Park" by its proper title. The
park is called the "Downtown Park" or the "Village Park." Staff has checked with the
La Quinta Police Department as to how the officers reference the park. The police
officers call the District's park the "Montezuma" park.
Staff is now seeking direction as to an official name for the 18 acre park site. At the
June 5, 2001 City Council meeting, the City Council preferred the title "La Quinta
Community Park." Given the District has decided to retain the name "Frances Hack
La Quinta Community Park," and the majority of the community as well as the police
department do not reference the park by its proper name, the City Council may wish
to finalize the 18 acre park site official name as the "La Quinta Community Park."
The alternatives available to the City Council include:
1. Authorize the official park name for the 18 acre park site to be the "La Quinta
Community Park"; or

The City is developing a new park site at the west end of Bottlebrush and Saguaro
Drives. This park has not been officially named. The Community Services
Commission may wish to begin the process of selecting a park name for this site.
Attachment A is the adopted Park Naming Process Form. One option available to the
Commission is to select a name and provide a recommendation to the City Council
regarding the official name. The Commission may also wish to include the
neighborhood surrounding the park in the park naming process. A Park Naming Form
can be distributed to the surrounding neighborhood with a letter from the Commission
with a specific date for returning the form. The Commission could then review the
submittals at the October 8 Community Services Commission meeting.
ALTERNATIVES:
The alternatives available to the Commission include:
1. Select a method to determine an official name for the park site located on the
west end of Bottlebrush and Saguaro Drives; or
2. Do not select a method to determine an official name for the park site located

Criteria For Naming of Part

A. This can be local, regional or national major significance. The City of La Quints is
rich in history, and the La Quinta Historical Society may be consulted for suggested
names and events the Community Services Commission might consider for
recommendation to the City Council.
A. Recognizable area or neighborhood. If on a school site, it need not necessarily be
the same name as the school. Names that aid in locating a park are acceptable.
B. Assumed name. Use only if the area has been know by this name for a long perioc
of time.
C. Natural phenomena.
D. Combination of natural phenomena and place name.
E. Horticultural.
F. Combination horticultural and place.
G. Rivers, creek ways.
A. Deceased, group or person, civilian national heroes.
B. Living persons.
Criteria: Facilities may be named after persons only after a study has bees
completed. Individuals should be known for their civic work. This civic work she
be over and above an ordinary interest level. A resident of the City of La Quint
who attains local, state or national recognition for human, community, health
safety, or parks and recreation work would be acceptable.
Donors: People who have been instrumental in acquiring sites either by actu,
land or monetary donation (enough to purchase the entire site) or who hav
donated the entire amount for complete development of a site. A donation of Ian
which serves as a part or parcel of a larger park or open space may be honored b
an "area" dedication.

RECOMMENDATION:

BACKGROUND:
At the July 9, 2001 Community Services Commission meeting, the Commission
approved the format for the Youth Workshop. The final format is provided in
Attachment A. Staff is working with Mr. Bugg to finalize the plans for the September
27 Youth Workshop meeting. The City is responsible for the agenda for the first
meeting. Staff is requesting up to two Community Services Commissioners be

Minutes
A meeting was held on Thursday, June 28 at 11:00 at La Quinta High School.In attendance were:
Principal Matt Bugg
Chairperson Tori St. Johns (arrived 11:15)
Commissioner Joan Rebich
Jan Ryan (arrived I t :15)
Community Services Director Dodie Horvitz
The committee discussed the Youth Workshop concept and methods in which to hear from the
students. Principal Bugg suggested that the Leadership Group would be a good group to begin
with, as they are "elected" by their peers to represent the students. There are approximately 30
students in the Leadership Group. This group would be ready to assemble in September.
It was also discussed that the topics each month would rotate between the City and School, with
the City taking the first meeting in September to host.
The name of the group could also be changed to the Youth Commission. This will be discussed
at a later date.
The first meeting will be held on Thursday, September 27 at 11:45 a.m. in the ASB classroom.
The agenda for the meeting will include an overview of the program, with the goals desired. All
in attendance agreed that the meeting should be motivational and inspire the students to stay
involved in the activity.
The following dates were selected for meetings: September 27, October 25, :November 29,
January 31, February 28 and March 28. It will be determined later if a meeting will be held in
May.
It was also discussed that the group could elect a moderator for the meetings. The moderator
would then be asked to attend the Community Services Commission meeting so that an agenda
can be set for the following Youth meeting.
Meetin was ad jo ed. The next meeting will take place once the Community Services

ITEM TITLE: CVAG Report Regarding the Animal Campus
BACKGROUND:
At the August 21, 2001 City Council meeting, the City Council considered the City's
participation in the Valley Wide Animal Campus project. After much discussion, the
City Council declined the invitation to participate in the project. The staff report that
was presented to the City Council for their consideration, was mailed to
commissioners under separate cover.
