BUSINESS ITEM A c 4 �w w yOF rNF� COMMUNITY SERVICES COMMISSION DATE: July 9, 2001 ITEM TITLE: Election of Chairperson RECOMMENDATION: Elect one member to serve as Chairperson for the Community Services Commission. BACKGROUND AND OVERVIEW: A Chairperson for the Commission is selected to preside over the meetings. An open vote will be taken at the Commission meeting to select a Chairperson. Voting Procedures: All actions must be taken on a majority vote or by a majority of the quorum present. On the passage of every motion, the vote shall be taken by voice or roll call as appropriate. Staff will open and close nominations to the Commission for Chairperson. The vote will be taken and the Chairperson will be elected. Tie Votes: In the case of a tie vote, an additional motion is made which obtains a majority vote to break the tie. If a tie vote results at a time when less than all members are present, the matter shall automatically be continued to the Agenda of the next regular meeting, unless otherwise ordered by the body. ALTERNATIVES: The alternatives available to the Commission are: 1. Elect one member to serve as Chairperson for the Community Services Commission; or 2. Provide staff with alternate direction. BACKGROUND AND OVERVIEW: The Commission meets once a month, and on occasion has gone dark in August due to vacation schedules, etc. ALTERNATIVES: The alternatives available to the Commission are: 1. Approve the Commission go dark in August, and meet on the next regularly scheduled meeting day in September; or 2. Do not approve the Commission go dark in the month of August; or 3. BACKGROUND AND OVERVIEW: The Community Services Commission appointed a sub -committee of Chairperson St. Johns and Commissioner Rebich to meet with Mr. Bugg, Principal of La Quinta High School to discuss a possible format in which to gather information from students regarding the City's delivery of services to its youth. The sub -committee met on June 28 with Mr. Bugg. Minutes of the meeting are provided as Attachment A. Commissioner Rebich and St. Johns will provide a full overview and answer any questions the Commission may have regarding the proposed format. Should the Commission determine that the new format will provide the Commission with the information desired from the students, staff will work with Mr. Bugg to finalize the program. The Commissioners will then be asked to attend the youth meetings as the City's representative. ALTERNATIVES: The alternatives available to the Commission are: 1 . Approve the new format for the Youth Workshop and direct staff to work with La Quinta High School staff to finalize the program; or 2. Do not approve the new format for the Youth Workshop and do not direct staff to work with La Quinta High School staff to finalize the program; or 3. Provide staff with alternate direction. Community Services Commission Youth Workshop Sub -Committee Minutes A meeting was held on Thursday, June 28 at 11:00 at La Quinta High School.In attendance were: Principal Matt Bugg Chairperson Tori St. Johns (arrived 11:15) Commissioner Joan Rebich Jan Ryan (arrived 11:15) Community Services Director Dodie Horvitz The committee discussed the Youth Workshop concept and methods in which to hear from the students. Principal Bugg suggested that the Leadership Group would be a good group to begin with, as they are "elected" by their peers to represent the students. There are approximately 30 students in the Leadership Group. This group would be ready to assemble in September. It was also discussed that the topics each month would rotate between the City and School, with the City taking the first meeting in September to host. The name of the group could also be changed to the Youth Commission. This will be discussed at a later date. The first meeting will be held on Thursday, September 27 at 11:45 a.m. in the ASB classroom. The agenda for the meeting will include an overview of the program, with the goals desired. All in attendance agreed that the meeting should be motivational and inspire the students to stay involved in the activity. The following dates were selected for meetings: September 27, October 25, :November 29, January 31, February 28 and March 28. It will be determined later if a meeting will be held in May. It was also discussed that the group could elect a moderator for the meetings. The moderator would then be asked to attend the Community Services Commission meeting so that an agenda can be set for the following Youth meeting. Meeting was adjourned. COO. & WRITTEN MATERIAL / -ceit,, 4 4Qum& r' y OF I� COMMUNITY SERVICES COMMISSION MEETING DATE: July 9, 2001 ITEM TITLE: Community Park Plans BACKGROUND: The Consultant for the Community Park, Purkiss-Rose-RSI, namely Steve Lang continues to work on the construction drawings for the Community Park. It is anticipated that the drawings will be 50% complete by August. At this time, the plans can then be submitted for the Planning Commission's review of the environmental documents. It is anticipated that the Community Park plans will be reviewed by the Planning Commission at their August 28 meeting. Staff will send each Community Services Commissioner a staff report that will be presented to the Planning Commission when it is available. The Commissioners are invited to attend the Planning Commission meeting.
