BUSINESS ITEMS
A. Community Park Ground Breaking
Community Services Director Horvitz advised the Commission of the Community Park Grour
Breaking taking place on Saturday, September 14, 2002. It was moved by Commissione
Bechard/Boudreau to provide assistance at the event. Unanimous. Commissioners Bechar
and Boudreau volunteered for the refreshment table and Commissioner St. Johns volunteer(
for the High School shuttle stop.
B. Civic Center Campus Dedication
After a brief discussion of the dedication it was moved by Commissioners Calhoun/Becha
to assist in the planning and implementation of the dedication and tree lighting ceremony
December 7,2002. Unanimous.
C. Parks & Recreation Master Plan Review
A discussion of the Parks & Recreation Master Plan Review resulted in a consensus that t
Boys & Girls Club concept and building could be expanded to utilize the existing facilities
better serve the youth of the community. The Commission suggested that a questionna
to the community requesting input would be beneficial in determining direction. It w
moved by Calhoun/St. Johns to accept the draft of the Parks & Recreation Master Plan, of
staff corrects minor technical errors, and present it to City Council for consideration.
D. CPRS Conference
It was moved by Bechard/St. Johns to approve authorization for overnight travel for 1
Community Services Director, Recreation Supervisor and Commissioner Calhoun to atte
the annual conference in San Jose on March 19-22, 2003. Unanimous.
E. Youth Workshop
The monthly Youth Workshop continues to be an area the Community Service Commission
have committed their time and efforts to for the youth of the City. Meetings are h
monthly the last Thursday of the month. This month will be hosted by the City and
Commission will provide lunch; pizza and soft drinks. Commissioner St. Johns suggested 1

Ms. Horvitz advised the Commission that the Monticello Park should be on-line early Sprint
of 2003. Plans for the park site are currently with the designer and it is anticipatel
construction will begin soon after approval.
B. Skate Board Ordinance
Ms. Horvitz advised the Commission of the City Council's approval of an amendment t
Chapter 11.96 of the La Quinta Municipal Code to add section 11.96.010 prohibitin
skateboarding, bicycle riding and roller-skating in areas on certain public property. Ms. Horvil
also advised the Commission of staff's research regarding a modular skate park at Fritz Burr
Park, where the park infrastructure is pre-existing. Funds are currently available for a module
park, however, staffing for the facility would need to be addressed.
The Commission recommended a "Skate Board Coalition" be formed, consisting of kids ar
manufacturer's reps, to help them with their decision making. The wearing of helmets durir
public use of any skate park facility in La Quinta was discussed.
C. Modular Skate Park Component Review
Ms. Horvitz advised the Commissioners that the construction components currently and
consideration for the modular skate park will be available for their examination on Octob
10, at 5:30 PM at Indio City Hall during the Indio Parks and Recreation Commission meetin

DATE: October 10, 2002
ITEM TITLE: Culturefest Booth
RECOMMENDATION:
Select Commissioners to man the City's booth at Culturefest, November 8 and 9 at
Frances Hack La Quinta Community Park.
BACKGROUND:
At the October 1, 2002 City Council meeting, the City Council approved sponsoring
the Coachella Valley Recreation and Park District's Culturefest event being held on
November 8 and 9 at the Frances Hack La Quinta Community Park, as provided in
Attachment A. As part of the sponsorship, the City will have a booth at the event.
Due to events scheduled through the Community Services Department, City staff
will be unable to man the booth. However, the Community Services Commission
may wish to use the opportunity to man the booth, to distribute program
information and gain public input. As identified in the Commission's annual work
plan, the Commission is to be a liaison to the community, and by manning the
booth, the Commission will be able to gather public input.
The event is scheduled from 6:00-10:00 p.m on Friday, November 8 and 12:00-
10:00 p.m. on Saturday, November 9, as provided in Attachment B.
A sign up sheet for the booth shifts is provided as Attachment C. Staff will set up
the booth on Friday and break it down on Saturday night. Staff will also provide
materials to be distributed as well as City promotional items.
ALTERNATIVES:
The alternatives available to the Commission include:
1. Select Commissioners to man the City's booth at Culturefest, November 8

The Coachella Valley Recreation and Park District (CVRPD) is offering several levels
of sponsorships for the Oktoberfest program (now named Culturefest), from $500
to $10,000. The Community Services Department budget provides Account #101-
251-663-539, CVRPD Oktoberfest Sponsorship in the amount of $2,200.
CHARTER CITY IMPLICATIONS:
None.
BACKGROUND AND OVERVIEW:
CVRPD is offering the annual Oktoberfest program (now called Culturefest) on
November 8 & 9, 2002. As in the past, the City of La Quinta provides funds in the
Community Services Department budget to cover the cost of the Temporary Use
Permit ($100). Once the City's permits are processed, there is a balance of $2,100
in the Culturefest category.
CVRPD offers sponsorships from $500 to $10,000 for the Culturefest program, as
provided in Attachment 1 . Specifically, the CVRPD has requested the City sponsor
the 2002 Culturefest as a "Co -Sponsor" at a cost of $2,500. If the Council
approves sponsorship at the "Co -Sponsor level at a cost of $2,500, appropriations
will need to be made from either the General Fund Reserve Account #101-000-
300-290 or the Contingency Account #101-251-663-000 to cover the additional
$400 expenditure.

FINDINGS AND ALTERNATIVES:
The alternatives available to the City Council include:
1. Authorize the sponsorship of the Coachella Valley Recreation and Park
District's Culturefest in a specific amount and authorize any necessary
appropriations from either the General Fund Reserve Account #101-000-300-
290 or the Contingency Account #101-251-663-000; or
2. Do not authorize sponsorship of the Coachella Valley Recreation and Park
District's Culturefest; or
3. Provide staff with alternative direction.

ITEM TITLE: Possible Dog Park Locations
RECOMMENDATION:
Provide staff with possible locations for consideration by the City Council for a dog
park.
BACKGROUND:
At the September 17, 2002 City Council meeting, the City Council directed staff to
provide possible locations for a dog park, as provided in Attachment A.
Attachment B provides a map of the City with City owned property identified that
could be used as a dog park. This project was identified in the Capital
Improvement Projects as an additional project, therefore, a funding source has not
been identified. Quimby funds can be used to construct this park. At this time,
staff is recommending one dog park be constructed.
Once the Commission has identified possible locations, staff will forward the
recommendation to the City Council for consideration.
ALTERNATIVES:
The alternatives available to the Commission include:

SINGLE FAMILY RESIDENTIAL LAND SUBDIVISION AND MISCELLANEOUS

(WINCHESTER DEVELOPMENT).
It was moved by Council Members Adolph/Henderson to adopt Resolution No.
2002-135 as amended (adding the eleven conditions of approval outlined by the
City Attorney). Motion carried unanimously.
MAYOR AND COUNCIL MEMBERS' ITEMS
1. DISCUSSION REGARDING POTENTIAL USE OF THE CITY'S AVENIDA
LA FONDA PROPERTY FOR A DOG PARK.
Council Member Henderson introduced the subject of potential use of the site
on Avenida La Fonda adjacent to the Senior Center for a small dog park.
Council Member Sniff voiced concern that the use might have an unfavorable
impact on the Senior Center because of the odor.
Community Services Director Horvitz, in response to Mayor Pena, said the City
of Palm Springs has a very successful dog park and the City of Palm Desert has
two dog parks. She stated she has visited their facilities and they are kept
clean of animal waste by the dog owners who use the parks and the irrigation
system takes care of any odors.

RECOMMENDATION:
As deemed appropriate by the Community Services Commission.
BACKGROUND:
Staff has researched the possibility of providing a modular skate park at Fritz Burns
by converting the roller hockey rinks to a skate park. This site has been selected
due to the location of restrooms, parking, drinking fountain and a public telephone.
Attachment A provides a preliminary layout of the skate park and the amenities that
could be included. This is only for demonstration purposes only. Should the
Community Services Commission determine that Fritz Burns Park would be a good
location for a skate park, the recommendation will be forwarded to the City Council
for consideration. Should the City Council so direct, a public meeting will be
conducted to gain input from the potential skate park users to gain input as to the
amenities that they would like to see included.
The modular components will be presented to the Indio Parks and Recreation
Commission on Thursday, October 17, 2002 at 5:30 at Indio City Hall. The
Commissioners may wish to view the components and have questions answered by
the manufacturer's representative at this time.
Staff is seeking direction from the Commission as to the appropriateness of a skate
park at Fritz Burns Park.
ALTERNATIVES:
The alternatives available to the Commission include:
1. Recommend a modular skate park be developed at Fritz Burns Park and direct
staff to forward this recommendation for City Council consideration; or

ITEM TITLE: Youth Workshop
RECOMMENDATION:
Select a standing date for the monthly Youth Workshop.
BACKGROUND:
The Youth Workshop format has been modified to provide a meeting each month
during the school year. In the past, the meeting date has been a "floating" date, as
school events and holidays were taken into consideration.
The advisor to the program this year, Mr. Dan O'Grady, has requested that the
meetings be held the third Thursday of each month, beginning in November. With a
standard meeting date, the meetings will be able to be advertised on the school
calendar and most holidays will not affect the meeting dates.
The October meeting date was scheduled for October 31, which is Halloween. Due
to the school's activities planned at lunchtime, a Youth Workshop will not be held.
It has been requested by Mr. O'Grady that the October 31 meeting be rescheduled
to Friday November 1.
It is the school's turn to provide lunch at the next meeting and the students will
provide the agenda for the meeting. Staff from the Community Development
Department will be invited to discuss the process for changing the name of the
street in front of the school.
ALTERNATIVES:
The alternatives available to the Commission include:
Approve the standing meeting date for the Youth Workshop to be the 3rd
Thursday of each month beginning in November and approve November 1 as
the next meeting date; or

Select November 18, 2002 as the meeting date for the Community Services
Commission next meeting.
BACKGROUND:
The November meeting date for the Community Services Commission is scheduled
for Monday, November 14, which is a legal holiday (Veteran's Day) and City Hall
will be closed.
The Community Services Commission could reschedule the November meeting for
the following Monday, November 18, 2002. Alternate dates may be considered as
well.

BACKGROUND:
The Annual Tiny Tot Halloween Carnival will be held on Friday, October 25, 2002 from
6:00 -7:30 p.m. at the La Quinta Senior Center. This event is very well attended by
children and parents.
In the past, the Community Services Commissioners have assisted with the program.
Staff is requesting assistance again this year from the Commissioners. Individual tasks
can be assigned the night of the event.
