2003 09 08 CSC Minutes . . ~ of ~QuUdt COMMUNITY SERVICES COMMISSION MINUTES September 8,2003 CALL TO ORDER A regular meeting of the Community Services Commission was called to order at 7:00 p. in the Study Session Room of the La Quinta Civic Center. Chairperson St. Johns presid over the meeting. Commissioner Calhoun led the Pledge of Allegiance. MEMBERS PRESENT: Commissioner Victoria St. Johns Commissioner Gary Calhoun Commissioner Mike Cross MEMBERS ABSENT: Commissioner Mike Davis (excused absence) Commissioner Deborah Bechard (excused absence) ST AFF PRESENT: Dodie Horvitz, Community Services Director Hally Savio, Community Services Secretary PUBLIC COMMENT La Quinta resident Dan Sprig gel commented that he attended the meeting to find out wha going on in the community, and commended Commissioners for their service to the City CONFIRMATION OF AGENDA CONSENT CALENDAR A. Approval of the July 14, 2003 Minutes B. Monthly Department Report for June 2003 It was moved by Commissioners Calhoun/Cross to approve the Consent Calendar submitted. Unanimous. La Quinta Park Dedication Director Horvitz asked Commissioners to attend the Hawaiian themed grand opening of Quinta Park on Saturday, September 13th from 5:30 to 7:00 PM, and requested Commissi assistance with the cake cutting. It was moved by Commissioners Calhoun/Cross that all Commissioners present will atte and assist at the grand opening festivities at La Quinta Park. Unanimous. B. California Parks and Recreation Society Annual Conference The Commission was invited to select one Commissioner to attend the California Parks a Recreation Society (CPRS) Annual Conference in Anaheim March 10-13, 2004. It was moved by Commissioners Calhoun/St. Johns to select Commissioner Cross to atte the annual CPRS Conference for 2004. C. Joint Meeting with Cultural Arts Commission Director Horvitz reported that the Cultural Arts Commission has requested a joint meeti with the Community Services Commission to discuss the annual holiday tree lighti ceremony held in December. It was moved by Commissioners Cross/Calhoun that the joint meeting with the Cultural A Commission be held on Monday, October 6th, or Monday October 27th at 7:00 PM. CORRESPONDENCE AND WRITTEN MATERIALS A. Update Regarding Purchase of Open Space Property Commissioners discussed the 1 9-acre parcel of open space property along Montezu currently in escrow. Upon completion of the purchase, the Commission will hold a pul hearing at a future meeting to obtain recommendations from the public to be forwar< to the City Council. B. Facility Use Policies Director Horvitz reported that the City Council approved the Facility Use Policies at August 5, 2003 meeting, incorporating many of the recommendations of the CommUl Services Commission. September 8. 20 Page Sports groups were receptive to the idea of contributing to an equipment fund, al assisting with turning off lights at the sports complex when not in use. Commissioners also discussed turf maintenance issues at the new La Quinta Park and t necessity of rotation of field assignments to prevent overuse. COMMISSIONER ITEMS Commissioner Calhoun discussed bulk mailing procedures and offered to share informati< recently obtained from the Post Office. Director Horvitz announced that the Fall Brochures have been delivered to residents a registration is underway. She also reported that Commissioner compensation has be increased to $75.00 per meeting. Commissioners will be contacted by Recreation Supervisor Marni Francisco with the nar of the new advisor for this year's Youth Workshop at La Quinta High School. ADJOURNMENT It was moved by Commissioners Cross/Calhoun to adjourn the Community Servic Commission meeting at 7:30 PM. Unanimous.
