PUBLIC HEARING:
Direct staff to incorporate the public's comments into the Design/Build RFP for the La
Quinta Park Skate Park based upon budget considerations.
FISCAL IMPLICATIONS:
Unknown at this time. Once the Commission and staff know what amenities the
public would like to see at the newest skate park, amenities will be incorporated into
the project as appropriate.
WORK PLAN TASK ASSIGNMENT:
Park Development and Liaison to the Community.
BACKGROUND AND OVERVIEW:
The City will receive $323,487 from the Proposition 12 Bond Act of 2000. These
funds must be used to develop or improve facilities. The La Quinta Park is complete
with the exception of the planned skate park. Staff is recommending the Prop. 12
funds be used to develop the La Quinta Park Skate Park to complete the park.
The existing skate park at Fritz Burns Park is 14,400 square feet and provides modular
equipment. The skate park site at the La Quinta Park is currently designated at
10,000 square feet. However, there is additional space that could be used as part of
the skate park located west of the basketball courts (Attachment A).

With the additional space, it is estimated the La Quinta Park Skate Park would be
14,000 square feet in size.
As part of the original park design, the Musco lighting system was designed for the
skate park as well, in anticipation of installation.
The Community Services Commission has invited the public to attend the October 13
meeting share their ideas on the concepts of what they would like to see incorporated
into the design.
Attachment B provides a component list from Huna. There are several new
components available since the components were selected for the Fritz Burns Park
Skate Park. The component list will be provided to those in attendance to nominate
the pieces they'd like to see incorporated into the new park.
After the components are selected by the public and incorporated into the design of
the skate park, the RFP will be completed and presented for City Council consideration.
It is anticipated this will take place at the November 4, 2003 City council meeting.
After City Council approval, the RFP will be sent out with a six week period in which
to return the bids. After bids are awarded, it is anticipated the La Quinta Park Skate
Park will be complete by mid -summer 2004.
FINDINGS AND ALTERNATIVES:
The alternatives available to the Community Services Commission include:

FISCAL IMPLICATIONS:
Dependent upon actions taken by the Commissions, funds are available in the
Community Services Department budget, under "Holiday in the Park" and "Community
Special Events".
WORK PLAN TASK ASSIGNMENT:
Community Unity and Coachella Valley Cultural Conferences, Workshops and Events.
BACKGROUND AND OVERVIEW:
The Community Services Commission has historically assisted staff with the annual
Tree Lighting Ceremony held the first Friday of December. This year, the date is
December 5, 2003. As in the past, the Community Services Commissioners will host
the refreshment table, hand out gifts and candy and assist with the visit from Santa.
The City Council has directed the Cultural Arts Commission to arrange for and host the
entertainment for the annual Tree Lighting Ceremony and to coordinate these activities
with the Community Services Commission.

Attention: Dodie Horvitz and my fellow Community Services Commission members:
I regret in inform you that because of person issues that are going on in my life right now that
I will not be able to stay in the beautiful City of La Quinta, and will need to resign from the
Community Service Commission.
I first started in 1994 when I was appointed to the Parks and Recreation Commission. I have
enjoyed all of the years that I have been involved working with all of you to try to make a
difference in our wonderful city. The experience has been great. I can't tell you how hard it is
to need to write this letter, and I hope that one day soon I will be able to return and get back
involved.
I wish everyone all the best and all the success that the City of La Quinta deserve! I won't be
too far away, so if you ever need any help please keep me in mind. (By the way — do I hear a
call for Santa at the Pancake Breakfast?)

Thank you taking time to address your issues regarding the newest La Quinta skate park
with the City Council. As was discussed at the Community Services Commission
meeting on October 13, the City has a limited budget and limited space in which to offer
a facility that will provide the greatest use to the community.
It may not have been clear as to the outcome of the discussion at the Commission
meeting, however, staff will be incorporating a four to nine foot bowl into the design of
the La Quinta Park skate park design specifications. It will be up to the skate park
designer to incorporate the elements in a safe manner.
Also, as discussed at the Community Services Commission meeting, once the designer
has a preliminary plan for the skate park they will be presented at a future Community
Services Commission meeting. It is anticipated the preliminary plans will be ready for
review in February of 2004. As is customary with the Community Services Department,
when a meeting is held to discuss skate park issues, participants of past meetings are sent
a notice of the meeting. Your name has been added to this notification list.
The Community Services Commission meetings are public meetings, and as such are
recorded. Should you wish to review the tape of the October 13, 2003 meeting as to the
topics that were discussed and the outcome of the discussions, please contact my
