WORK PLAN TASK ASSIGNMENT:
Park Development
BACKGROUND AND OVERVIEW:
The City Council approved the purchase of 19 acres of land zoned as Open Space
as part of the General Plan at the June 19, 2003 City Council meeting. Due to
numerous owners of the property the title clearance resulted in a lengthy escrow.
However, the process is now complete and the City owns the 19 acres located
west of Montezuma Avenue, between Ensenada and Chillion (Attachment A). The
title "Montezuma Park" has been unofficially given to the property, as an identifying
title. A formal name can be recommended by the Commission at a later date.
The Community Services Commission may wish to host a public meeting in which
suggestions for development of the property could be given by residents. Should

the Commission wish to host this type of meeting, staff will advertise the meeting
for the agreed upon date.
If the Commission would like to host a public meeting to gain public input, a
possible date could be the Commission's regularly scheduled meeting date of
December 8, 2003.
FINDINGS AND ALTERNATIVES:
The alternatives available to the Community Services Commission include:
1. Direct staff to advertise a public meeting to be held on Monday, December 8 to
gain input as to the development of the "Montezuma Park" property; or
2. Do not direct staff to advertise a public meeting to be held on Monday,
December 8 to gain input as to the development of the "Montezuma Park"
property; or
3. Provide staff with alternative direction.

BACKGROUND AND OVERVIEW:
At the November 4, 2003 City Council meeting, the City Council approved a
Professional Services Agreement with David Volz Designs to design an interactive
water feature and then act as a construction manager for the installation of the
project.
Attachment A provides a map of the location at the La Quinta Park which identifies the
location of the interactive water feature. Staff will meet with Mr. Volz on Friday,
November 7 to discuss the project and begin working on the project. Once Mr. Volz
has a design, he will make a presentation to the Community Services Commission.

It is anticipated the interactive water feature will cost approximately $80,000 for
materials and installation. Funding for the design and construction management
process is through the Quimby account. The interactive water feature can be funded
with the City's Proposition 40 funds, which is approximately $300,000.
FINDINGS AND ALTERNATIVES:
The alternatives available to the Community Services Commission include:
1. Direct staff to work with Mr. Volz on the design of the interactive water feature
and present concepts when they are ready; or
2. Do not direct staff to advertise a public meeting to be held on Monday,
