FISCAL IMPLICATIONS: None. WORK PLAN TASK ASSIGNMENT: Park Development BACKGROUND AND OVERVIEW: The City Council approved the purchase of 19 acres of land zoned as Open Space as part of the General Plan at the June 19, 2003 City Council meeting. Due to numerous owners of the property the title clearance resulted in a lengthy escrow. However, the process is now complete and the City owns the 19 acres located west of Montezuma Avenue, between Ensenada and Chillion (Attachment A). The title "Montezuma Park" has been unofficially given to the property, as an identifying title. A formal name can be recommended by the Commission at a later date. CSCRPT.202.Montezuma Park Amenities 12-08-03 Flyers regarding the Commission's request for public input as to what amenities should be included at the Montezuma park site have been distributed, in addition to flyers distributed to the COVE association and an announcement in the December GEM. This area is classified as parkland, however, not all park land needs to be developed into a playground or turf area. Parkland can also be open space area in which the property is left in its natural state. The Commission may wish to consider leaving the property in its natural state but add an interpretative trail with benches to the area identifying the plants in the area. The Commission may also wish to solicit possible names for the property to be submitted to the City Council for consideration. Park naming forms (Attachment B) will be available at the December 8, 2003 Community Services Commission meeting. FINDINGS AND ALTERNATIVES: The alternatives available to the Community Services Commission include: 1. Provide recommendations regarding Montezuma Park amenities to be forwarded for City Council consideration; or 2. Do not provide recommendations regarding Montezuma Park amenities to be forwarded for City Council consideration; or 3. Provide staff with alternative direction. A donation of la which serves as a part or parcel of a larger park or open space may be honored an "area" dedication. atMOUSTADDoowoC.00e.W O ® VII4PRR. & WRITTEN MATEF I COMMUNITY SERVICES COMMISSION MEETING DATE: December 8, 2003 ITEM TITLE: La Quinta Park Interactive Water Feature WORK PLAN TASK ASSIGNMENT: Park Development BACKGROUND AND OVERVIEW: AGENDA CATEGORY: BUSINESS SESSION: CONSENT CALENDAR: STUDY SESSION: PUBLIC HEARING: At the November 4, 2003 City Council meeting, the City Council approved a Professional Services Agreement with David Volz Designs to design an interactive water feature and then act as a construction manager for the installation of the project. Staff met with Mr. Volz on Friday, November 7 to discuss the project and begin working on the project. Once Mr. Volz has a design, he will make a presentation to the Community Services Commission. It is anticipated the interactive water feature will cost approximately $80,000 for materials and installation. The interactive water feature can be funded with the City's Proposition 40 funds, which is approximately $300,000. We enjoy fantastic mountain views, lovely desert vistas and a trail along the wash on which to walk and jog. We have walked many times out to the Oasis and hiked around the trails along the Cove perimeter, and applaud what has been accomplished to establish and maintain the natural be or all to enjoy. stand that the City has purchased the property previously mentioned, and are pleased that a meeting will take plat allow La Quinta residents to provide input about the future of this area. My husband and I would like to go on rec ie DO NOT want any type of development that might alter the current natural environment surrounding the wash. � rt the idea of building "tot lots" or "pocket parks" in any location along the wash area or bike path, nor do we suppo rest stops or picnic areas that the City might consider building. DO support is the maintenance and perhaps enhancement of the existing desert landscape. It makes both fiscal a Bntal sense to keep what is already in place, and make it better by, for instance, planting native plants in the area, the bike path and enhancing the code enforcement and safety issues concerning the wash area. i for the opportunity to provide input to the City regarding the future of our desert environment. We hope the Bear eserve remains just that, a nature preserve. According to the Ordinance, a Commissioner can be released from the Commission after three consecutive missed meetings. Ms. Bechard has verbally provided her resignation due to a family medical condition that requires Ms. Bechard to move to Michigan. Since there is a current recruitment for Commissioners, with this vacancy, both vacant positions on the Community Services Commission could be filled, reducing the need to recruit again in the near future.
