Provide recommendations regarding Montezuma Park amenities to be forwarded for
City Council consideration.

WORK PLAN TASK ASSIGNMENT:
Park Development
BACKGROUND AND OVERVIEW:
The City Council approved the purchase of 19 acres of land zoned as Open Space as
part of the General Plan at the June 19, 2003 City Council meeting. Due to numerous
owners of the property the title clearance resulted in a lengthy escrow. However, the
process is now complete and the City owns the 19 acres located west of Montezuma
Avenue, between Ensenada and Chillion (Attachment A). The title "Montezuma Park"
has been unofficially given to the property, as an identifying title. A formal name can
be recommended by the Commission at a later date.

Flyers regarding the Commission's request for public input as to what amenities should
be included at the Montezuma park site have been distributed, in addition to flyers
distributed to the COVE association and an announcement in the December GEM.
This area is classified as parkland, however, not all park land needs to be developed
into a playground or turf area. Parkland can also be open space area in which the
property is left in its natural state.
The Commission may wish to consider leaving the property in its natural state but add
an interpretative trail with benches to the area identifying the plants in the area.
The Commission may also wish to solicit possible names for the property to be
submitted to the City Council for consideration. Park naming forms (Attachment B)
will be available at the December 8, 2003 Community Services Commission meeting.
FINDINGS AND ALTERNATIVES:
The alternatives available to the Community Services Commission include:
1. Provide recommendations regarding Montezuma Park amenities to be forwarded
for City Council consideration; or
2. Do not provide recommendations regarding Montezuma Park amenities to be
forwarded for City Council consideration; or
3. Provide staff with alternative direction.

iptions to be considered in naming facilities: (in order of importance)
A. This can be local, regional or national major significance. The City of La Quinta
rich in history, and the La Quinta Historical Society may be consulted for suggest(
names and events the Community Services Commission might consider f,
recommendation to the City Council.
A. Recognizable area or neighborhood. If on a school site, it need not necessarily I
the same name as the school. Names that aid in locating a park are acceptable
B. Assumed name. Use only if the area has been know by this name for a long peri(
of time.
C. Natural phenomena.
D. Combination of natural phenomena and place name.
E. Horticultural.
F. Combination horticultural and place.
G. Rivers, creek ways.
A. Deceased, group or person, civilian national heroes.
B. Living persons.
Criteria: Facilities may be named after persons only after a study has be
completed. Individuals should be known for their civic work. This civic work st
be over and above an ordinary interest level. A resident of the City of La Quir
who attains local, state or national recognition for human, community, heal
safety, or parks and recreation work would be acceptable.
Donors: People who have been instrumental in acquiring sites either by act
land or monetary donation (enough to purchase the entire site) or who he
donated the entire amount for complete development of a site. A donation of la

PUBLIC HEARING:
At the November 4, 2003 City Council meeting, the City Council approved a
Professional Services Agreement with David Volz Designs to design an interactive
water feature and then act as a construction manager for the installation of the
project.
Staff met with Mr. Volz on Friday, November 7 to discuss the project and begin
working on the project. Once Mr. Volz has a design, he will make a presentation to
the Community Services Commission.
It is anticipated the interactive water feature will cost approximately $80,000 for
materials and installation. The interactive water feature can be funded with the City's
Proposition 40 funds, which is approximately $300,000.

SUBJECT: LACK OF ATTENDANCE BY DEBORAH BECHARD AT THE
COMMUNITY SERVICES COMMISSION MEETINGS
Attached is a list of meetings that Deborah Bechard has missed since January
2003. According to the Ordinance, a Commissioner can be released from the
Commission after three consecutive missed meetings.
Ms. Bechard has verbally provided her resignation due to a family medical condition
that requires Ms. Bechard to move to Michigan.
Since there is a current recruitment for Commissioners, with this vacancy, both
vacant positions on the Community Services Commission could be filled, reducing
the need to recruit again in the near future.
