The MICROPAS'energy analysis computer program documentation has been
submitted in accordance with and fulfills the interim certification
procedures set forth in Part 4 of, the .clew Residential' Building_ .Standards
Energy Conservation Manual dated January 1982.
' MICROPAS is,hereby granted interim -certification for showing compliance with
Title 24, Section 2-5351.` The program is certified to show compliance with
submitted annual space conditioning budgets for all types of residences in
all 16 climate zones in California. Please see Attachment A for the budget
numbers.*.
A permanent certification procedure is planned_to'take effect in the near
future. A computer program certified during the interim period must be
recertified under the new procedure, when it becomes effective.' The interim
certification of MICROPAS will remain in'.effect until the program has been
granted or denied new certification. However, if the application package
for certification under the new procedure. is not received and determined
properly documented within 90 days after the effective date of the new
procedure, interim certification will be rescinded.

6.0 COMPUTER ANALYSIS METHODS
6.1 INTRODUCTION
The third method of Title 24 compliance is the "performance" method,
which.uses.a computer analysis to establish compliance. A computer
program is used to model the thermal performance of a building, and if
the annual energy consumption predicted by such a simulation is less
than or equal to a specified energy budget, the building complies with
the Title 24 requirements. This compliance option is the most
sophisticated approach available and allows an architect or builder the
greatest flexibility in building design because it takes into account
design features and conservation measures which the other methods do
not, such as greenhouses, night ventilation, Trombe walls and rockbeds.
It should be used for buildings which will not comply using the points
system or the package method, such as passive solar buildings with. large
window areas. The computer simulation programs are able to account for
interactions between several elements w i thi nr the house, such as the
effect that thermal mass has on the temperature of a house. The point,
system, on the other hand, was developed by'taking into account only one
measure at a time, and thus there is no interaction between building
e`l ements. They are also able to take into account in a precise manner
the effect of weather on the thermal performance of the building,
because each program uses various forms of yearly weather data for the
simulations.
The California Energy Commission set energy budgets for two types of
buildings in each of the sixteen climate zones by analyzinq the Package
A house. The two types of buildings are single-family residences and
multi -family residences. The energy consumption budget has two parts:
(1) a space conditioning budget, in Btu's per square foot per ,year, and
(2) a water heating budget, in Btu's per year.
The CEC has currently certified four computer programs for performance
method compliance. Three of these programs are CALPASI (a public domain
program developed by the State of California), CALPAS3 (an enhanced,
proprietary version of-CALPAS1) and MICROPAS (a micro -computer version
of CALPASI), which generate generate annual space conditioning budgets.
The fourth program is F -CHART 4, which generates budgets for domestic
solar hot water systems. Additional computer programs may be certified
by the Commission at any time.
One requirement in addition to the mandatory requirement for performance
method compliance is that the total annual energy consumption of the
building for space conditioning and domestic hot water heating for
energy be equal to or less than the annual energy budget" set by the
CEC for each climate zone. The budget to consider is the "source
energy" consumption, rather than "site energy" consumption. "Source
energy" is a term that takes into account the conversion of fossil fuels
into electricity, while "site energy" does not. Some programs do not

explicitly calculate source energy consumption. This conversion is
assumed to be 33% efficient and electricity delivered to a building is
therefore converted to source energy at the rate 'of 10,239 Btu per
kilowatt hour. Fossil fuels used directly on site are assumed to be
supplied at 100% efficiency, which means that source energy equals the
energy of the fossil fuels burned in the building. A compliance form
for CALPAS 3 is shown in Table 6-1, illustrating what type of
information is used to show compliance.- Because each computer program
is slightly different and will produce slightly different' results, the
CEC certifies a separate set of ,compliance budgets for each program.
The standards also permit the use of an alternative budget for the
performance method. To do this, you take your house and assign it all
measures of Package D or E, distributing the allowed glazing equally on
