La Quinta Park Interactive Water Feature

FISCAL IMPLICATIONS:
Dependent upon the Commission's recommendations, this project could be funded
by Proposition 40 funds. Actual funding for this project has not been allocated by
the City Council as of this report.
WORK PLAN TASK ASSIGNMENT:

BACKGROUND AND OVERVIEW:
At the November 4, 2003 City Council meeting, the City Council approved a
Professional Services Agreement with David Volz Designs to design an interactive
water feature and then act as a construction manager for the installation of the
project.
Staff met with Mr. Volz of David Volz Design (DVD) on Friday, November 7, 2003 to
discuss the project and to begin work on the project.

At the November 4, 2003 City Council meeting, the City Council approved a re-
circulating system for the interactive water feature in order to conserve water.
Attachment A provides information as presented by David Volz Design. As presented
in the proposal, DVD is recommending a project budget of $125,000 plus contingency.
This could bring the total project cost to approximately $150,000. Attachment B is
a sample interactive water feature provided by the Vortex representative. Attachment
C is a catalog from Vortex which provides information as to the operating systems,
amenities and colors available.
Staff is seeking direction as to the amenities the Community Services Commission
would like to see included in the interactive water feature area. The Commission's
recommendation will be forwarded for City Council consideration.
FINDINGS AND ALTERNATIVES:
The alternatives available to the Community Services Commission include:
1. Provide a recommendation for City Council consideration regarding the amenities
for the interactive water feature at the La Quinta Park; or
2. Do not direct provide a recommendation for City Council consideration; or
3. Provide staff with alternative direction.

RE: La Quinta Community Park Interactive Water Feature
Dear Ms. Horvitz:
David Volz Design is pleased to provide the City of La Quinta with the following information
regarding various products that would meet the City's goal of adding an interactive water feature
to the La Quints Park.
BACKGROUND:
The City of La Quinta entered into an agreement with David Volz Design to research, propose
and coordinate the construction of a zero depth interactive water feature incorporating a filtration
system at the La Quinta Park.
The interactive water feature site (the site) is a 40' diameter circle with a 16" high perimeter seat
wall located in the southwest quadrant of the park. The children's playground is adjacent to the
site on the east and the group picnic space is to the south. Access to the water feature area from
Adams Street will be eliminated as part of this project.
BUDGET. -
The City's anticipated construction budget is $50,000 to $80,000. As can be seen below, the
City may wish to increase their budget to accommodate the recirculation and filtration of water
component. The cost of the recirculation system will consume a large part of the current budget.

Miracle Playground Sales has previously provided the City with a concept design and estimate
for a drain away system utilizing Vortex-Int'l products. The basic cost, excluding site work,
installation, unloading, drainage, plumbing, fees, permits and surfacing, is estimated at
$46,665.30. Converting the same water playground to a recirculating system would add
approximately $72,000 to this estimate, broken down as follows:

This cost estimate would be fairly typical of a similar park by any of the manufacturers discussed
in this report. We suggest increasing the construction budget to $125,000 plus adequate
contingency to complete this project as designed.
It is possible to add the water park and still stay within the $80,000 budget. This would require
reducing the cost of the play features by either eliminating some of the items or choosing a less
expensive scenario, and using a potable system. Under this scenario, we estimate the costs
would be approximately as follows:

The following companies could be considered the three main splash playground manufacturers:
1) Vortex Splashpad®
2) Rain Drop Products, SprayGrounds®
3) Waterplay® Manufacturing
Basically, two types of systems exist. A "drain away" system provides water through the City's
potable water supply. This is a relatively simple system that brings water into the park via a

potable water line, streams it through a distribution manifold to the play features, and then drains
the water away to the city storm drain or sanitary system. The drained water could, in some
cases, also be collected for irrigation or ground water replenishment. This system is the least
expensive from the standpoint of purchase and installation and is the type that Vortex has
previously given the City a conceptual design. On the other hand, it is important to consider
continuous water costs over a period of years which could become prohibitive at some point
down the line, and in severe drought years, the system may need to be shut down due to water
shortages.
The second type a Water Quality Management System (WQMS) that moves the water through a
reservoir for filtration, chemical treatment and recirculation similar to a swimming pool system.
The reservoir is typically stored below ground. This system, although more expensive at the
outset, does not require the continuous amount of water typically consumed by the drain away
system. The County of Riverside Environmental Health Department requires the reservoir
capacity match the 30 minute water turnover, which is estimated to be 4,000 gallons of water.
This amount of water would be stored in an 8'x8'x8' reservoir. This reservoir will typically
require replenishment in the approximate amount of 100 to 150 gallons of water per week,
depending on usage. Other expenses associated with this type of system are ongoing regular
maintenance.
Pertinent to the City of La Quinta is a desire to conserve water and finances through the use of a
recirculating system. The balance of this report will be dedicated to the comparison of the three
products referenced above. As can be seen from the attached spreadsheet, these three products
are in many ways very similar. A few differences are highlighted below.
Vortex Splashnad®
• In business since 1994, Vortex has its main operation in Montreal Canada, and local sales
and support through Miracle Playground Sales in Placentia, California (800) 215-3569.
• Vortex supplies its purchasers with special tools that fit its nozzles and other parts for
tamper resistance.
• Vortex has a wide variety of play features, including 5 "theme" systems (Fire Station,
Urban, Nautical, Western and Medieval).
• Vortex certifies its installers to ensure problem free installation.
• Products are Brass nozzles, PVC pipes and Stainless steel features. Features are powder
coated and warrantied for 10 years.
• The City of Tustin has recently installed a Vortex splash pad and indicated the
installation was smooth and trouble free. The Cities of Los Angeles, Simi Valley and
Santa Monica were other references provided to us by Miracle Playground Sales;
however, as of this writing, we have not received responses to our inquiries.

Rain Drop Products. SprayGrowid&
• Rain Drop Products was established in 1984 and is based in Ashland, Ohio. Local
representation is through Coast Recreation in Costa Mesa, California (714) 619-0100.
• Rain Drop features are not directly connected to the water inlet pipes. They utilize a
template mounted at the surface that allows the various play features to be removed or
rearranged if the City desires a different look from time to time.
• Features are made of fiberglass and have a lifetime warranty. Coatings and most other
parts are warrantied for 5 years. Nozzles are made of brass.
• Two of the many references listed on Rain Drop's website have been contacted and have
both indicated above average satisfaction with the product and the technical support. The
cities we talked with are Santa Clarita and Fullerton. The City of Fullerton indicated that
on -site training was very good. They also indicated it might be helpful to have a staff
member who is familiar with the pool filtration system and chlorination. The biggest
problem they experience is controlling the amount of children who use the spray ground
at any one time. Sounds very successful!
WaterplayQ31
• Waterplay began manufacturing water play equipment in 1987. Their office and
manufacturing are located in British Columbia. Local representation is through Play
Solutions/Casron Services in Westchester, California.
• Waterplay offers a wide variety of play features, including some theme pieces. Seven
different activators can fit into any play theme.
• A control panel kiosk is offered as a separate purchase.
• Features are made of stainless steel and aluminum with Delrin polymer nozzles.
• Waterplay offers a 25 year warranty on its stainless steel and aluminum, but coatings are
not covered by warranty. Control systems are warrantied for 1 year.
• The recirculation system is pre -manufactured by Vak Pak in Florida. We have forwarded
a warranty inquiry to the manufacturer, but as of this writing have not received a
response.
• I did check the references provided for Waterplay. All three were drain away systems
that had been in use for 5-6 years. Although the respondents indicated that the systems
were successful, I did hear that there has been some rusting and that water pressure had
been an issue at both sites. As mentioned above, the coatings on the features are not
covered by warranty. The water pressure issues could very well be the result of design
problems apart from Waterplay's features.

OTHER ISSUES:
The master plan calls for a 16" high seat wall around the spray ground. In talking with the cities
with water features such as the spray ground, issues such as crowding have been mentioned
repeatedly. La Quinta may wish to reconsider the seat wall for safety purposes. Another issue
that we heard had to do with grass and/or sand in the immediate perimeter of the spray park.
Because grass and sand washed off feet and drained into the filter, filters needed to be cleaned
several times per day. You may wish to examine some of these design issues before we begin
preparing the construction documents.
We have provided product catalogs and other information we received from the manufacturers to
assist you in your decision making process. Also enclosed is a spreadsheet we have prepared to
give you a quick overview for comparison of the products. We hope this information will be
helpful to you. We are ready to discuss this opportunities with you or present this report and
findings to your commission.
