COMMUNITY SERVICES COMMISSION MEETING
STUDY SESSION:
DATE: September 8, 2004 PUBLIC HEARING:
ITEM TITLE: Youth Workshop Program
RECOMMENDATION:
As deemed appropriate by the Community Services Commission.
BACKGROUND AND OVERVIEW:
The Commission has hosted a youth workshop each month at La Quinta High
School, on a regular schedule in which the students are encouraged to attend to
provide input as to what they would like to see offered in the community.
From these events, many of the Community Services Department programs and
excursions have been developed.
The Commissioners attend and lead the meetings which are held on the La Quinta
High School Campus at lunchtime. In the past, the City and High School have
alternated providing lunch for the students that attend.
As of this report, staff has not contacted La Quinta High School staff responsible
for coordinating this and arranged for the time and date. However, once school
starts, the program will be coordinated between the two agencies.
The Commission may wish to select one or two Commissioners to attend and lead
the event. This event is listed in the Commission's work plan under Community
Unity. Staff will provide additional details at the Commission meeting.

MEMORANDUM
DODIE HORVITZ, COMMUNITY SERVICES DIRECTOR
KRISTIN RIESGO, RECREATION SUPERVISOR
OCTOBER 13, 2004
LA QUINTA HIGH SCHOOL, YOUTH WORKSHOP
My first contact with the High School ASB advisor, Mr. Armenta, consisted of a
very brief telephone conversation. Not very many questions were exchanged,
and the main point of the discussion was a time in which a meeting could be
established between Mr. Armenta, Christina, and myself.
During the first meeting with Mr. Armenta, Christina and I told him about our
goals and ideas, and asked if he had any suggestions.
Mr. Armenta did not have a lot of information to give us. His main concerns
were unmotivated students, volunteer opportunities, and the City's past
involvement with the ASB students. Mr. Armenta told us to meet with the
students during their ASB time, 7:00 AM. He also told us they did not have a lot
of activities planned yet, but the students would be working on new programs
before our next meeting.
The meeting with the ASB class started off late. Mr. Armenta was delayed and
students were trickling in the classroom little -by -little. The ASB president told
me this was not a mandatory class, it was strictly a volunteer basis, she also told
me committees and offices were selected for the homecoming festivities,
resulting in unfinished activity planning. Mr. Armenta did not inform me of any
of these situations.
Mr. Armenta informed me of the short period of time we had with the students
and asked to make the meeting brief. He stated the students had a lot to
accomplish during the week and they needed this time to plan homecoming
activities. Christina and I evaluated the information that was important and
addressed those aspects of our program with the students.
To spark an interest we organized a small raffle. We discussed volunteer
opportunities (a subject in which Mr. Armenta requested), our new additions to
the city, the La Quinta Skate Park, homecoming activities, and upcoming
program ideas. There were plenty of opportunities in which students could
respond. I asked questions, but did not receive a lot of feedback. I discussed
our idea of a tailgate parry at La Quinta Park, in which the students gave
suggestions of more advertising and free food; there was not any suggestions as
to what type of activities we should provide or how we can provide more interest
in the program. The student in charge of spirit week let us know that she would
be happy to work with us, but she could not give us any information due to a
committee not being established and activities not being planned. Overall, more
attention was focused on what the City could do to help the ASB program and
less on what the City could offer the students.
