ITEM TITLE: Selection of Design for Library Bus Stop

The City Council has tentatively approved up to $80,000 for this project. Actual
budget will be determined by the project.
WORK PLAN TASK ASSIGNMENT:
Placement of Public Art.
BACKGROUND AND OVERVIEW:
On March 21, 2006, the City Council asked that the Community Services Commission
work on "library -specific" design for the library bus stop (Attachment 1).
On May 16, 2006, the City Council authorized staff to distribute a Request for
Proposals (RFP) to design and construct a bus stop with a library theme located near
the La Quinta Public Library on Calle Tampico.
On July 21, 2006, four proposals were submitted:

Twin Graphics (Attachment 4)
Peter J. Urbon, Sculptor (Attachment 5)
Bill Ware (Attachment 6)
All four have been invited to attend the Community Services Commission meeting to
describe their design.

The Commission is being asked to make a recommendation for City Council
consideration. Recommendations may include: Selecting one proposal for
consideration, selecting one or more proposals for consideration or recommending that
none of the proposals be considered. Staff will present the Commission's
recommendation to the City Council at the September 5, 2006 City Council meeting.
ALTERNATIVES:
The alternatives available to the Commission are:
1. Recommend an art piece proposal for City Council consideration; or
2. Do not recommend an art piece proposal for City Council consideration; or
3. Provide staff with alternate direction.

Biography
Kay Henkel
Kay Henkel works as a full time Artist out of her studio and gallery in Palm
Springs, California. As a full time Artist, she is known for her ability to project body
language, depth and great emotion in her work. She uses varied media, including
clay, plaster and bronze.
From her life-size pieces of plaster and fabric, worked over the model's body,
Kay has tackled a great assortment of sculptural problems and solved them
beautifully.There is equal`- brilliance in all phases of her work, from life size
figures, to intimate portraits of children. The artist's one of a kind works are prize4
by private collectors throughout the World.
Founder of the Sculptures Workshop in Edmonds, Washington. Fifteen years,
instructor of the Village Center of the Arts in Palm Springs, California. Honored
member of the National Sculpture Society. Top award winner for five consecutive
years at the prestigious Palm Springs Desert Museum.
Kay also holds summer workshops along the West Coast and in Canada.
Corporate clients include: Canyon Hotel, Palm Springs, California, Mama
Gina's Restaurant, Palm Desert, California, Mayflower Hotel, Washington DC,
Radisson Hotel, Denver, Colorado, By Design, Los Angeles, California, New Arts
Center, San Francisco, California.
Internationally: Beijing / Wheaton Glass, Beijing, China, Artsan Village in

Kay Henkel enjoys every minute of life. Her sense of play and good humor
permeates her creations and is more than evident in this series of (Palm Springs
Bathing Beauties) Originally from the state of Washington and now working from
her studio in Palm, Springs, California, Kay, the person and the Artist has become
known and collected throughout the World. Her nuance in sculpture, capturing just
the%hint of a smile or pause just before a frown, sets her apart. A stroll through
her studio / gallery brings emotion to the surface without a word. Many of her works
grace the homes of the elite, but it is her connection with the everyday that is her
true genius.

This proposed structure is 6 foot wide and 15 foot long,
which is the same as the original bus stop.
These are the changes:
The back has a 5 foot concrete wall on the right side from top
to bottom. It is 7 and 1/2 feet tall and 5 feet wide.
A 4 inch thick wall is made of a cement Portland product, four
shelves with books in base — relief, are carved into the surface 2
inches deep.
This will be made from a wood mold and when the cement is
nearly dry, details of the books are refined. The surface will be
smooth.
Rebar will be used inside this wall extending through the bottom
and into the concrete base, cement epoxy will further stabilize the
rebar.
The bench is 7 feet long made from the same material,
a design of 3 stacks of books will substitute for bench legs.
Rebar will extend through the book design into the seat and down
into the concrete base, held by rebar and cement epoxy.
The figure of a child, absorbed in reading his book, is of the
same material. He stands on a raised base, leaning against the 6
inch support post, he is approximately 45 inches tall, which is the
average height of a 5 year old, rebar is used going through the
body of the child, into the legs and deep into the concrete
foundation. His back is against the support post, and flat head
anchor bolts will be used there to keep him secure.
I work often in bronze, however I do not think this is practical
in this situation.

Project Approach
My approach for this project is to design a bus stop functional in providing
shelter for the individuals waiting for the bus that also attracts attention for the
library near by. I want to promote the new library and all it has to offer with my
design.
A combination of materials would be used to accomplish this goal. Metal
would be used for the uprights and roof structure. I'm choosing aluminum for
these because it is maintenance friendly and light weight. I am presenting two
different concepts both using aluminum tubing and aluminum sheet metal. Size
and height of the bus shelter to be determined by Sun Line Transit Agency and
City of La Quinta requirements. The open book roof structure would be
fabricated out of aluminum sheet, the front and back detailed to look like pages of
the oversized open book. Solar powered light would emanate from the middle
book binding. All mechanisms for above solar lighting would be hidden on the
roof of the structure. Solar lighting as specified by Sun line Transit Agency. The
screen at the back of the shelter would be a laser cut metal panel with the word
library cut out in several different languages to represent the power of the written
word and books in every culture. The bench for seating would be cast concrete
for durability, low maintenance and coolness to the touch.
Project Schedule
The beginning of the project would be determined by city council. 1
estimate two to three weeks for plans to be drawn up by the architect, two weeks
structural engineering, two weeks plan check and approval, permits one week.
Metal fabrication (welding, grinding) three to four weeks. Finish paint one week.
Concrete Bench two to three weeks. Installation of structure and bench one
week.
Sixteen weeks beginning to end.

ur exhibit for the La Quinta "Library Theme" Bus Stop incorporates a fun and

eating unique and custom design for six years. We have experience working v
ty and county agencies (Attachment A). Artist Cindy Pierce has the vision and

A budget has not been determined for the project at this time. Once an art proposal
has been accepted, staff will request an allocation of funds to the City Council.
WORK PLAN TASK ASSIGNMENT:
Placement of Public Art.
BACKGROUND AND OVERVIEW:
On July 22, 2003, the City Council authorized staff to distribute a Request for
Proposals (RFP) for Additions to the Arch Sculpture Artwork (Attachment 1). After
receiving no proposals, staff was directed by City Council to distribute another RFP.
On July 21, 2006, two proposals were submitted:
Harvey Silverman (Attachment 2)
Ric, Susan, and Tim Vigallon (Attachment 3)
Both have been invited to attend the Community Services Commission meeting to
describe their design.
The Commission is being asked to make a recommendation for City Council
consideration. Recommendations may include: Selecting one proposal for
consideration, selecting one or more proposals for consideration or recommending that
none of the proposals be considered. Staff will present the Commission's
recommendation to the City Council at the September 5, 2006 City Council meeting.

Project approach
Description of sculpture:
A broken tile and mirror version of the La Quinta logo
including quail, trees, landscape, sunset, and the words "La Quinta."
The whole sculpture is prepared with Hardee backerboard (glued
and screwed to all surfaces as a prep for tile, etc.).
The sculpture is fabricated from broken tile in full -spectrum
undulating color on the front of metal plates, interspersed with large
clear marbles. The entire back and sides of the sculpture are to be
covered in broken or cut mirror. Grey or black grout will be used for
the front, and white grout for the back and sides. The ground surface
will be covered with Indonesian aqua rock. Two ground spotlights
illuiiunate the front of the sculpture.
MVtal plates will be affixed to the surface of the front arch (see
i11ul;trAApn op page 1 & 1A). The quail is a few feet in front of the first
afc, , mgµrlted pn a pier. All other plates will Alpo be mounted on

Project schedule:
1) Cardboard templates will be made actual size and given to
metalworker to fabricate.
2) Plates will be welded to arches and mounted on piers.
3) Work at my Sky Valley studio on backerboard, surfaces, tiling,
etc.
4) Backerboard glued and screwed to metal surfaces, at site.
5) Rocks and lights installed at site.

Inspiration
Inspiration for this project comes, in part, from Rooftop
over Marketplace in Barcelona, Spain, and Niki de Saint Phalle's
Tarot Park in Italy. Some of my students from both the daytime
and nighttime classes I teach at La Quinta Senior Center will be
enlisted in an apprentice program, and will be paid a salary.
If possible, a logo -project exhibition space in Old Town La
Quinta will house a continuing photo essay by local
photographer Randy Bernardi, showing the sculpture's progress
at various stages— from beginning to end — culminating with
the opening and dedication.

BACKGROUND AND OVERVIEW:
As part of the Centre Point Development, located on the southeast corner of
Washington Street and Miles Avenue, a three acre park is being constructed by the
development contractor. After the project is accepted by City Council, the park will
become a City facility.
On March 14, 2005, the Community Services Commission received the park design
from the landscape architect. The Commission made the following two
recommendations:
1. Remove the walkways from inside the dog parks.
2. Add a double gate system to the entrance of the dog park.
Currently the plans are near final acceptance. The walkways were again included in the
dog parks to meet Americans with Disabilities Act (ADA) requirements. The double
gate system is now in the landscape plans. Once the plans receive final acceptance,
construction of the park will begin immediately with a projected completion sometime
in the winter of 2006.
At this time, the Community Services Commission is being asked to choose the color
design of the playground (Attachment 1) and begin park naming discussions for
recommendation to the City Council.

At the City Council Meeting on August 1, 2006, City Council reviewed and
approved five Community Services Grant applications. A total of $11,450
was awarded amongst the five applicants. The first award in the amount of
$1,400 went to Truman Elementary School; this award will fund their
participation in the McCallum Aesthetic Education Program. This program
allows 65 students to attend 2 performances at the McCallum Theater. Also,
professional artists will come to the school and conduct 3, 1-hour workshops
two to three weeks prior to each performance.
The second award in the amount of $2,000 went to The Ranch Recovery
Centers; funds will be used to assist with the cost of replacing 8 worn out
air conditioning units at their women's facility, the Hacienda Valdez. This
organization provides residential alcohol and drug treatment to adult
residents of the Coachella Valley and throughout Riverside County.
The third award in the amount of $2,000 went to the La Quinta High School
Speech and Debate Team; funds will be used for the purchasing of
competition supplies, registration fees, and travel expenditures. These funds
will help to enable the students on the team to travel and compete in
tournaments at the local, regional, and state level.
The fourth grant award in the amount of $2,000 went to the McCallum
Theatre; this award will help to fund their Field Trip Series, which will ensure
the availability of 27 free performances for 23,000 Coachella Valley school
children. Students from Truman, Ben Franklin, and Adams Elementary
Schools would be included, as well as students from La Quinta Middle
School and La Quinta High School.
The final grant award in the amount of $4,050 went to the Soroptimist
International of La Quinta/ Coachella Valley; funds will be used to cover the
rental fee costs for their weekly meetings held at the La Quinta Senior
Center during Fiscal Year 2006-2007.

The City of La Quinta Community Services Department
will be hosting an Open House at the La Quinta Senior
Center to introduce the upcoming classes for the Fall 2006
season. Instructors will be on hand to answer questions,
provide information and give demonstrations of the various
classes that will be offered for both Leisure and Senior
Enrichment. Community Services Staff will be on hand to
answer questions and to provide on site registration for all
classes, special events and excursions for the fall season.

:o 7:00 p.m. at the La Quinta Senior Center. The goal of this event is provide the commun
Frith information pertaining to the Community Services Department. As an instructor, you pla)
vital role in the department and I would like to extend an invitation to participate in tl
beneficial event!
The Open House will showcase the department as a whole which will include highlights
classes, excursions, special events, sporting events, and more. This is an opportunity for t
public to meet you and ask questions about your class. I invite you to bring any materials tF
may promote your class to interested participants, for example: art demonstrations or art piece
fitness demonstrations, class handouts, etc. Please arrive by 5:30 p.m. at the La Quinta Sen
Center. Light refreshments will be provided to the public by the City. For convenience purpose
staff will be taking class registrations the night of the event.
