BACKGROUND AND OVERVIEW:
A
The City of La Quinta will be celebrating its 241h Birthday on Saturday, April 29,
2006. This Community Services Commission has hosted this event in the past. La
Quinta businesses and non-profit organizations are invited to set up a booth at the
picnic and provide an interactive game with members of the community. This is a
free family event. Highlights of the event include free give -a -ways including, hot
dogs provided by La Quinta Rotary, beverages provided by Windermere Realty and
Coca-Cola Corporation, birthday cake provided by the Community Services
Commission, free swimming, and entertainment from the community services
leisure enrichment classes and other active youth in the valley.
The Commission has taken an active roll in assisting businesses and non-profit
organizations in setting up their booths, distributing cake to the community,
dispersing information to the community, and assisting in cleaning the park at the
conclusion of the event.

Staff is requesting participation from the Community Services Commission from
9:00 a.m. to 2:00 p.m. to assist with the events at the Community Picnic and
Birthday Celebration.
ALTERNATIVES:
The alternatives available to the Commission are:
1. Appoint one or more Commissioners to assist with the Community
Picnic and Birthday Celebration on April 29, 2006; or
2. Do not appoint one or more Commissioners to assist with the
Community Picnic and Birthday Celebration on April 29, 2006; or

BACKGROUND AND OVERVIEW:
The Community Services Commission submits an Annual Work Plan for City
Council consideration prior to the new fiscal year. Attachment A provides a draft of
the 2006-07 work plans for the Community Service Commission's review and
consideration. Due to the lack of Commission meetings that were held this year
staff has kept many of the current goals for the Commission to discuss and change
in the next fiscal year. The Commission may want to assign specific tasks to
Commissioners to complete by determined deadlines.
ALTERNATIVES:
The alternatives available to the Commission are:
1 . Approve the 2006-07 Annual Work Plan and direct staff to present for
City Council consideration; or
2. Do not approve the 2006-07 Annual Work Plan and direct staff to

COMMUNITY SERVICES COMMISSION PHILOSOPHY
The general purpose of the Community Services Commission is to encourage the
development of a planned and orderly approach to the delivery of leisure and
community services in the City.
The objectives of the Commission are to:
♦ Serve in an advisory capacity to the City Council on identifying
matters pertaining to recreation, arts and community services
♦ Communicate the availability of services to citizens through both
private and public resources to avoid duplication and conflict of effort
♦ To evaluate the effectiveness of services provided

Commissioners will review complete report and
make recommendations to the City Council.
Staff Time: 8-10 hours per week during needs assessment
phase of project.
Fiscal Commitment: $60,000 plus staff time
Staff Role: Provide support and liaison to the City Council
Council Role: Provide direction to Commission to fulfill this
assignment
Reference: Chapter 2.95.040 (a)(3): Prepare and
maintains Community Service Master plan;(5) Serve
as a public forum and conduct public meetings for
recreation and park concerns;(14):Make
recommendations to the City Council relating to the
need for evaluation and planning of the community
