1:0 EXECVTrVE SUMMARY
CRC Environmental Risk Management, Inc. (CRC) conducted a Phase .I Environmental
Assessment at the request of American Savings Bank. The assessment was performed at 51025
& 51085 Avenida Martinez, CitY of La Quinta, County of Riverside, on May 8. 1995.
No environmental concerns were found regarding current or historical uses of the. subject
property.
A limited sampling survey for asbestos -containing materials was performed and the octagonal
design sheet flooring was found to contain asbestos. CRC recommends that prior to any
renovation or demolition activities, asbestos abatement design services should be conducted to
ensure proper removal and disposal of all asbestos -containing materials. In addition, it is further
recommended that compliance with the asbestos notification requirements set forth in the.
California Health and Safety Code, Chapter 10.4, Sections 25915, et seq. be addressed. (See
Appendix V.)

gray, poorly graded fine sands deposited by wind borne process and gray brown silts
interbedded with fine to medium sands.
H drol m -- The Coachella Valley is underlain, by granite, metamorphic rocks and
sandy soils which are able to absorb water. Groundwater is extracted .by a system of
active wells operated and maintained by the Coachella Valley Water District.
Groundwater is encountered in the La Quinta area between 120-150 feet below ground
surface. Groundwater flow direction is anticipated to flow southeast towards the Salton
Sea.
A topography and site location map is provided in Appendix 1.

5.5 Potentially Restrictive Property Features/Uses
CRC did not observe any areas of potentially restrictive property features., This
observation was limited to those property features Causing a significant environmental
effect that could be readily identified through a visual inspection.
5.6 Visual Observations of Adjacent Properties
CRC did not observe any areas of environmental concern on the adjacent properties.
6.0 SAMPLE COLLECTION AND ANALYSIS
In addition to the site inspection, CRC conducted a limited asbestos survey of building
materials, sampled drinking water for lead content and reviewed radon testing data from the.
California Department of Health Services.
6.1 asbestos Sampling
CRC performed a visual inspection of the subject property and conducted bulk sampling.
of observed suspect materials. The Asbestos Survey was characterized by close visual
inspection of accessible interior and exterior areas. At the request of the client, no
demolition was performed to evaluate inaccessible areas of the building structures or
materials. Observations were made for such materials as asbestos -containing floor and
ceiling tile, acoustical materials and thermal system insulation on mechanical surfaces.
Guidelines used for the inspection were established by the United States Environmental
Protection Agency (U.S. EPA) in the following publications:
• GUIDANCE FOR CONTROLLING ACM IN ,BUILDINGS, Office of Pesticides
Toxic Substances, DOC #560/5-85-024.
•
FRIABLE ACMINSCHOOLS IDENTIFIC.ATIONANDNOTIFICATION, Federal
Register 40 CFR Part 763, May 27, 1982_
All samples were analyzed by Polarized Light Microscopy (PLM), with dispersion
staining as described by 4.0 CFR Part 763, Appendix A Subpart. F (interim method for
the determination of asbestos in bulk insulation.) This is a standard method of analysis
in optical mineralogy and the currently accepted method for the determination of
asbestos in friable bulk material samples. Analysis was performed by f=orensic
Analytical in Hayward, California.
6,2 Asbestos Sampling Results
CRC collected two bull: samples. Specific sample data is as follows:

P. 2
The EPA's established sampling procedure for use in lead investigations has been
designed for schools and is referenced to as document No. 570-9-89-001. The procedure
,, aries according to the plumbing plan for each building but generally consisrs of
sampling 40 to 50 percent of the water outlets.
Two drinking water samples were collected to detect the possible presence of lead in the
drinking water supplies at the subject property. The samples were collected after a
"three-minute flush" and were preserved with nitric acid and analyzed in accordance with
the EPA 600 Method 239.2 (Atomic Absorption with Graphite Furnace) at Micro
Analytical Laboratories in Emeryville, California. Sample 621-Pb01 was taken from
Unit 5 and Sample 621-Pb02 was taken from Unit 4. The analytical results were 1.3
micrograms per liter (µg/I) for 621-Pb01 and < 1.0 µg/l for 621-Pb02. The U.S EPA
has set the limit for lead in drinking water at 15 Mcg/1. Micrograms per liter (14g/1) are
equivalent to parts per billion (ppb).
Y Radon
CRC reviewed the California State Radon Survey which was conducted by the
Department of Health Services (DHS) in conjunction with the United States
Environmental Protection Agency (U.S. EPA). The California survey is a. part of an
ongoing program by the U.S. EPA to measure levels of radonin all states in the
country. In this report, California was organized into nine sampling regions using
general geology, climate and existing radon distribution knowledge. The geographically
distributed results were latex weighted for population distribution by the U.S. EPA. The
subject property is located in Region 9 which includes Imperial, Los Angeles. Orange,
Riverside, Sant Bernardino and San Diego Counties. The results of the survey indicate
that 95 percent of all homes in this region have radon concentrations below 4.0
- iccCux ies per liter of air (pCi/1). The average radon concentration for Region 9 is 0.6
pCi/l, well below the U.S. EPA action limit of 4.0 pCi/1.
Due to the reported low concentrations of radon in the subject property region, it is
unlikely the subject property will be impacted by the presence of radon.

;. Findings
Based on information obtained during this assessment, CRC identified the following:
General Site Information - The subject property is improved with a 34 -unit
apartment complex, a swimming pool and parking lot.
Historical Site Infortttation - The subject property was improved with the
apartment complex in 1978•-79. Prior to that time, it was an undeveloped lot.
Environmental Record Search - The environmental records search did not reveal
any properties which could environmentally impact the subject property at this
time.
Sample Collection and Analysis - CRC performed a limited asbestos survey. Of
the materials sampled, the octagonal designed sheet flooring was found to contain
detectable levels of asbestos. CRC sampled the drinking water for lead content.
The sal±;oles results were less than tht U.Sz _.._ .... ....... . -.- ........ .:...r r:- --
subject property area indicates' a low potential for concern.
7:2 Conclusions
Based on the above findings, CRC concludes the following:
Past and current uses of - the subject property do not appear to have
environmentally impaired the subject property,
In the event the asbestos -containing building materials are damaged, fiber
releases would pose an environmental concern.
Recommendations
Based on the above conclusions, CRC recommends that prior to any renovation or
demolition activities, asbestos abatement design services should be conducted to ensure
proper removal and disposal of all asbestos -containing materials. In addition, it is

survey was to identify the major sources of asbestos materials commonly encountered
in commercial real estate. Therefore, the location and number of samples collected was

materials may not be accurately identified and/or quantified by PLM. As an example,
the original fabrication of vinyl floor tiles routinely involved the milling of asbestos
fibers to extremely small sizes. Due to their small size. these fibers may go undetected

regulations define asbestos -containing materials as any material containing greater than
one percent (1 %) of asbestos by weight. (The exception to this definition is the State
