(CRC) conducted a Phase .I Environmental Assessment at the request of American Savings Bank. The assessment was performed at 51025 & 51085 Avenida Martinez, CitY of La Quinta, County of Riverside, on May 8. 1995. No environmental concerns were found regarding current or historical uses of the. subject property. A limited sampling survey for asbestos -containing materials was performed and the octagonal design sheet flooring was found to contain asbestos. CRC recommends that prior to any renovation or demolition activities, asbestos abatement design services should be conducted to ensure proper removal and disposal of all asbestos -containing materials. In addition, it is further recommended that compliance with the asbestos notification requirements set forth in the. California Health and Safety Code, Chapter 10.4, Sections 25915, et seq. be addressed. (See Appendix V.) 2.0 GENERAL SITE INFORMATION 2.1 Phvsical Building/Meal Property Description 'The subject property is located at the southeast corner of' Eisenhower and Calle Tampico. The property is improved with a 34 -unit apartment complex, parking area and swimming pool. The complex was completed in 1979. 2.2 Geology/Hydrology Ge 1�gv_ -- The subject property lies within the Coachella Valley which is surrounded by the Little San Bernardino Mountains to the north and the San Jacinto Mountains to the east and south. The terrain of the subject property area is relatively flat with a gently sloping to the southeast, Soils -- The Coachella Valley floor is composed of sandy soils that have been deposited through both water and wind-borne erosion. The Quaternary dune sand is described as gray, poorly graded fine sands deposited by wind borne process and gray brown silts interbedded with fine to medium sands. H drol m -- The Coachella Valley is underlain, by granite, metamorphic rocks and sandy soils which are able to absorb water. Groundwater is extracted .by a system of active wells operated and maintained by the Coachella Valley Water District. Groundwater is encountered in the La Quinta area between 120-150 feet below ground surface. Groundwater flow direction is anticipated to flow southeast towards the Salton Sea. Duplex, and Undeveloped Land West: Single-family Development A site reap is provided in Appendix I. 3.0 HISTORICAL SrM INFORMATION The adjacent properties The site history of the subject property was reviewed through building permits, Sanborn Maps, city directories and aerial photographs. 3.1 Building Permits A • review of building permits at the La Quinta Department of Building and Safety revealed that the subject property improvements were originally permitted for development in May of 1978 and construction was finalized in November of 1979. No areas of environmental concern were ascertained from the review of building permits, 3.2 Sanborn Maps Sanborn Maps were not available for the subject property area. 3,3 City Directories A review of historical city directories revealed the following; 1991 Apartments 1988 Apartments 1972 No listing for the subject property address. The first listing is 51371 Avenida Martinez which is located approximately one-quarter of a mile south of the subject property - No areas of environmental concern were raised by the review of city directories. C.3.:ifornia VTVL5 -- l] I. 3.4 Aerial Photographs Historical aerial photographs were reviewed at Continental Aerial Photo in Los Alamitos, California and the following was observed: 1949 The subject property is a graded, undeveloped lot. Orchards are visible to the north. The areas to the south and east are undeveloped ,lots and to the west is primarily undeveloped with the exception of one house. 1977 The subject property remains undeveloped. No significant changes were observed on the adjacent properties from the 1949 photograph. 1989 and 1993 The subject property has been developed with the apartment complex which exists today. The restaurant to the south, the dental office and duplex to the east and single-family development to the west have all been developed. Orchards remain visible to the north. The review of aerial photographs did not reveal any areas of environmental. concern. 4.0 ENVIRONMENTAL, RECORD RESEARCH 4.1 Information Sources During the course of the environmental records research, CRC used Vista Environmental Information, Inc., Site Assessment Report to CRC No. 071018-001. The list of records reviewed included NPL, CERCLIS, SWLF, LUST, SPL, SCL; RCRA, UST, AST and ERNS. (See Appendix II, Vista Report for comprehensive descriptions of each list.) 4.2 Site Records During the course of the investigation for the subject property, CRC did not encounter any records on-site pertaining to potential contamination of the subject property caused . by on-site operation or activities. 4.3 Federal/State=Listed Properties 4.11.1 NPL Sites No sites are listed on the Environmental Protection Agency's (EPA) National Priority List (NPL) within a one mile radius of the subject property. All three sites are located over one-eighth of mile from the 5Ubject property and all have a status of "Case Closed". Based on the status and distance of these sites from the subject property, it is unlikely they have had an impact on the subject property. 4.3.5 SPL Sites No sites are listed on the California's Department of Toxic Substances Control State Priority List (SPL) of Annual Work Plan (AWP) and High Priority Calsites within a one-half mile radius of the subject property. 4.3.6 SCL Sites No sites are listed on the California's Department of Toxic Substances Contro.i State Calsites List (SCL) of Medium/Low Priority and No Further Action status Calsites within a one-half mile radius of the subject property.. 4.3.7 RCRA Sites No sites are listed on the EPA's Resource Conservation and Recovery (RCRA) Program of Treatment Storage Disposal facilities within a one-half mile radius of the subject property. One site is listed on the EPA's RCRA Programs of Large Quantity Generators within a one-eighth mile radius of the subject property. This site does not have a record of violations or corrective actions per the Vista Report. None of these sites are located on or adjacent to the subject property. 4.3.9 AST Sites No sites are listed on the CSWRCB's inventory of registered Aboveground Storage Tanks (ASTs) located within a one-quarter mile radius of the subject property, 4.3.10 ERNS Sites No sites are listed on the Emergency Response Notification System (ERNS) list within one-eighth of a mile of the subject property. 5.0 VISUAL SITE INSPECTION CRC conducted a visual site inspection to identify recognizable areas of potential environmental contamination which could impact the air, soil, surface water or groundwater. "Mese areas include the presence of aboveground or underground storage tanks (ASTs or USTs), potential polychlorinated biphenyl (PCB) containing electrical equipment, improper storage and handling of hazardous materials and observations for offsite as well as on-site eontamination.sources. 5.1 Storage 'Tanks CRC did not observe any evidence of USTs or ASTs on the subject property. 5.2 Polychlorinated Biphenyls (PC13s) CRC observed pad -mounted transformers on the subject property which are owned by Southern California Edison. No signs of leaking or staining were observed.. 5.3 Storage of Chemicals and Hazardous Materials CRC observed domestic household cleaners and paints which were stored properly in areas accessible only by custodial/maintenance staff. Two drinking water samples were collected to detect the possible presence of lead in the drinking water supplies at the subject property. The samples were collected after a "three-minute flush" and were preserved with nitric acid and analyzed in accordance with the EPA 600 Method 239.2 (Atomic Absorption with Graphite Furnace) at Micro Analytical Laboratories in Emeryville, California. Sample 621-Pb01 was taken from Unit 5 and Sample 621-Pb02 was taken from Unit 4. The analytical results were 1.3 micrograms per liter (µg/I) for 621-Pb01 and < 1.0 µg/l for 621-Pb02. The U.S EPA has set the limit for lead in drinking water at 15 Mcg/1. Micrograms per liter (14g/1) are equivalent to parts per billion (ppb). Y Radon CRC reviewed the California State Radon Survey which was conducted by the Department of Health Services (DHS) in conjunction with the United States Environmental Protection Agency (U.S. EPA). The California survey is a. part of an ongoing program by the U.S. EPA to measure levels of radonin all states in the country. In this report, California was organized into nine sampling regions using general geology, climate and existing radon distribution knowledge. The geographically distributed results were latex weighted for population distribution by the U.S. EPA. The subject property is located in Region 9 which includes Imperial, Los Angeles. Orange, Riverside, Sant Bernardino and San Diego Counties. The results of the survey indicate that 95 percent of all homes in this region have radon concentrations below 4.0 - iccCux ies per liter of air (pCi/1). The average radon concentration for Region 9 is 0.6 pCi/l, well below the U.S. EPA action limit of 4.0 pCi/1.
