Roofing Products (Cool Root)
Roofing products with high solar reflectance and thermal emittance are referred to as "Cool Roof', which refers to an outer layer
or exterior surface of a roof. As the term implies, the temperature of a cool roof is lower on hot sunny days than for a
conventional roof, reducing cooling loads and energy required to provide air conditioning.
The benefit of a high reflectance surface is obvious: while dark surfaces absorb the sun's energy (visible light, invisible infrared,
and ultraviolet radiation) and become hot, light-colored surfaces reflect solar energy and stay cooler. However, high emittance is
also important. Emittance refers to the ability of heat to escape from the surface once it is absorbed. Surfaces with low
emittance (usually shiny, metallic surfaces) contribute to the transmission of heat into the roof components under the roof
surface. The heat can increase the building's air conditioning load, resulting in increased energy costs and detracting from the
comfort level of the home. High-emittance roof surfaces give off absorbed heat relatively quickly through the path of least
resistance: upward and out of the building.

It has come to the attention of the City of La Quinta Building and Safety Department that
construction on a pool has been performed in the rear yard of your property, 52-030 Avenida
.Martinez. Our records do not reflect any permits for such construction, and pools are not
considered exempt from permit per 19941JBC Section 106.2.
Please contact Daniel P. Crawford, Building Inspector I, at 777-7027, on or before July 2, 1998,
to learn what information will be required to obtain a building permit and what inspections are
required to complete this project.
We will need to hear from you no later than July 2, 1998, regarding this issue. After July 2, 1998 I
will turn this matter over to our Code Compliance Division to begin abatement proceedings.

Subject: Abandoned/Un-permitted pool construction
1. Mark, while performing a pre -roof inspection today at 77-805 Calle
Durango, I observed abandoned pool construction in the back yard of
52-030 Avenida Martinez.
2. There is no permit on file for the construction. The. file shows the
SFD was permitted by the County. I can not provide any information on
how long this project has been abandoned but it seems to have been
abandoned for a long time. The pool and spa are constructed of un -
reinforced 8" CMU's. I believe this is a project that may not be able to
be completed as constructed.
3. Please forward my request to abate this abandoned/un-permitted'pool
construction. Thank you for your time in this matter.
