According to the Zoning Code, a "second residential unit" means a dwelling unit, including sleeping and cooking facilities, that is accessory to a pre-existing primary residence on a single-family lot. The proposed use is not subject to environmental review based on Section 15303(e) of the California Environmental Quality Act (CEQA). 4.
