APPLICATION IS CATEGORICALLY EXEMPT PURSUANT
TO SECTION 15311, CLASS 11 OF THE GUIDELINES FOR
IMPLEMENTATION OF THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT.
GENERAL

ZONING: LOW DENSITY RESIDENTIAL (2-4 DWELLING UNITS PER
ACRE) AND RL (LOW DENSITY RESIDENTIAL)
BACKGROUND:
Proiect History
On March 18, 1997, the City Council approved Vesting Tentative Tract Map 28457 and
Site Development Permit 97-593, allowing development of 116 single family homes on 33-
acres (Attachment 1, Reduced Map Exhibit).
Building permits for the model complex (Minor Use Permit 97-019) and Phase #1 houses
were issued in July, 1997. The developer held a grand opening party at the model
complex on November 15, 1997.
Request
On November 12, 1997, staff received a sign application for two permanent, freestanding
Tract identification signs for the Bel'!a Vista development. The signs are proposed on each
side of Venice Drive at the Fred Waring Drive entrance and affixed to the existing six-foot
high perimeter walls for this development (Attachments 2 and 3). Each sign is
approximately 21 square feet (i.e., 2.5-feet high by 6-feet wide with the logo element on
top) and constructed using 1/2-inch thick Sierra Jade (Green) Corian. A sandblaster will
be used to etch the letters and logo into the Corian surface, and white painted letters will
be applied to the recessed areas. The Bella Vista name will be in eight inch high letters.
No lighting is proposed.
Apglicable Sign Ordinance Provision
Section 9.160.040 (Table 1602) of the Sign Ordinance requires neighborhood identification
signs to be no greater than 24 square feet in size and 6 feet in overall height if
freestanding. Two entry signs are permitted unless the proposed sign is double-faced.
Lighting for this type of sign must be indirect.
REQUIRED FINDINGS:
The findings necessary to approve the Bella Vista identification signs are as follows:
Placement of the Bella Vista identification signs on the perimeter wall will not
obstruct traffic visibility or street signs on Fred Waring Drive. Similar neighborhood
identification signs are used to promote other developments in the immediate area
(i.e., La Quinta Highlands, La Quinta Vistas, Starlight Dunes, etc.).
2. The signs are in proper scale to the area of the wall they are to be mounted on.
The proposed signs are consistent with the architectural elements of the perimeter
wall which includes stucco and split -face masonry block surfaces. Corian, used to
build the signs, is a durable product that will withstand the harsh desert climate.
3. The proposed signs, as designed, are consistent with the provisions of the Sign
Ordinance in that they meet the height and square footage requirements.
Current Code Violation
Over 20 subdivision flags have been installed along Fred Waring Drive in violation of
Section 9.60.250(C) "Model Home Complexes Flags" of the Zoning Code. The applicant
has been instructed to remove the subdivision flags and prepare a submittal in
conformance with the Zoning Code.

CONCLUSION:
The proposed entry signs are properly located to provide exposure of this new
development without obstructing the visibility of motorists and have negligible impacts on
the surrounding properties. However, until the subdivision flags are removed, approval
of these signs is recommended to be withheld.
RECOMMENDATION:
Approve Sign Permit 97-402, subject to the Conditions of Approval as attached.

CONDITIONS OF APPROVAL - RECOMMENDED
SIGN PERMIT 97-402 (BELLA VISTA)
NOVEMBER 25, 1997
CONDITIONS OF APPROVAL:
1. Prior to issuance of a building permit for the entry signs, all temporary subdivision flags shall
be removed.
2. Sign Permit 97-402 shall become null and void on May 25, 1998, unless a building permit for
the signs has been issued by the Building and Safety Department.
All provisions of Chapter 9.160 (Signs) of the Municipal Code shall be met unless otherwise
amended herein.
4. The project identification signs shall be constructed pursuant to the exhibits on file with the
Community Development Department (i.e., Exhibit "A").
5. Indirect sign lighting is not permitted unless approved by the Community Development
Department.
