KLCX has been contracted bU Le Quinta Properties to stage and host a Gale Grand Opening celebration to build awareness about the new businesses in Le Quinte and to create interest and desire to visit the new Center. This specialized marketing is valuable to the City of Le Quinta for obvious reasons. As the area Continues to grow, KLCX looks forward to doing more business in the City of Lo Quinta to build on the success that we've had for business in other Desert Cities. KLCX Radio conducts business (and stages events) in a strictly organized and legal fashion and, as Promotion Director, I look forward to learning more about the procedures for staging events in La Quinte. LEANNA HOFMANN APPROVAL OF TEMPORARY ADVERTISING FOR THE LA QUINTA VILLAGE GRAND OPENING CELEBRATION NORTHWEST CORNER WASHINGTON STREET OF CALLE TAMPICO AND The La Quinta Village Shopping Center is located northwest of Washington Street and CalBe Tampico (Attachment 1). On November 1, 1995, staff received a request from KLCX Radio, representing La Quinta Village Ltd., to place various temporary advertising devices in the existing parking lot of the shopping center for the La Quinta Village Grand Opening Celebration on November 11, 1995 (Attachments 2 and 3). The devices which require approval are: 1. One 32-foot inflatable cold air balloon tethered 2. One KLCX broadcast/sound truck 3. Several balloon bouquets and removable signage The applicant states that: "all games, booths and vehicles shall be attended at all times. KLCX shall play music, and conduct giveaways. Merchants in the center may serve food or display wares in front of their establishments. All equipment and refuse shall be removed the same day." Staffrpt.50 Section 5.64.020 provides, in part, that permits are to be issued for special purposes, '°... and not on a continuing basis for permanent advertising or identification purposes," and further, "... each permit shall be issued for a specific period." The Planning Commission shall review and approve all special advertising devices. The Ralph's Grocery Store has been open for business since October, 1994. The center's developer, La Quinta Village Ltd., has requested a Grand Opening celebration for the entire center now that most of the in -line tenants have opened their shops for business. Additional material and information will be presented at the meeting. Staff supports the applicant's request because City staff is in the process of approving the minor temporary outdoor event (MTOE 95-107) permit. However, the Planning Commission is required to review and approve the large cold air balloon, balloons, sound truck, and other removable signage which supplement the other specified on -site special activities. The special advertising request is exempt from the provisions of the California Environmental Quality Act (CEOA) pursuant to Section 15311 (Subsections A, On -premise signs). 2. The signs and balloons are temporary. Therefore, the impact to existing adjacent areas and/or traffic will be small. 3. The special advertising request, as conditioned, will meet the provisions of Chapter 5.64 of the Municipal Code in that the advertising is needed for this special function and will not be detrimental to the General Plan or any other official City regulations. 1. A total of ten (10) banners shall be allowed unless otherwise approved by the Community Development Director. 2. All temporary signs, banners and balloons shall be removed by November 12, 1995. No additional special advertising shall be allowed for this calendar year unless for newly opened businesses after November 12th. 3. No temporary advertising device shall be within 75-feet of a public thoroughfare. 4. All small balloons shall be tethered to the existing parking lot lighting or temporary event booths but not exceed 20-feet in height. 5. The broadcast/'sound truck shall be positioned so that any amplified sound is directed either to the west, north or south and not placed to direct music or broadcasting toward the single family homes to the east of Washington Street. 6.
