FISCAL IMPLICATIONS:
Costs associated with attending the seminar will be funded through Training &
Meetings: 50% from PA #1, Account No. 405-901-702.51-01, and 50% from PA #2,
Account No. 406-9002-702.51-01. This conference will cost $475 per person. The
breakdown of expenditures per person anticipated for this conference is as follows:

The California Redevelopment Association is conducting a Redevelopment Institute,
which includes a number of in-depth training workshops. A Management Analyst in
the City Manager's office will attend the "Financing Redevelopment: Understanding
Public Finance" workshop. The course description is included as Attachment 1.

The alternatives available to the Agency Board include:
1 . Approve authorization for overnight travel for a Management Analyst to attend

Financing Redevelopment: Understanding Public Finance
This workshop is intended to provide the redevelopment practitioner with an understanding of both municipal finance and
of the unique and creative ways in which redevelopment is financed. The workshop will provide a basic understanding of
public finance, how cities are funded, sources of their general fund revenues, and the similarities and differences between
public finance and redevelopment financing. The workshop will provide a comparison of debt with "pay-as-you-go" financing;
and an understanding of the sources of capital and applications of financing options to various redevelopment programs and
objectives. The workshop will cover tax increment financing, the use of tax allocation bonds, other revenue bonds, tax credits
and related regulatory matters, and grants and joint development. Workshop length: Two days (14 hours). MCLE Credit:
11.75 hours.

Basic Affordable Housing Development
This workshop will provide a solid background in the basics of developing rental and ownership affordable housing. It will
provide participants with an understanding of redevelopment law requirements that govern how housing set -aside funds can
and cannot be used. The workshop will cover financially -efficient methods for developing, building and preserving low- and
moderate -income housing under redevelopment law, including a description of other financing sources available to leverage
agency funds. The instruction will cover the basics of pro forma analysis for both rental and for -sale affordable housing, and
will provide guidance to agency staff on developer selection, designing programs, and project evaluation and underwriting.
Workshop length: Two days (14 hours) MCLE Credit: 6.25 hours.

Advanced Affordable Housing Development
This workshop will provide advanced legal, technical, policy, and program development instruction to those who have
completed the Basic Affordable Housing Development workshop. This workshop is designed for the housing professional
who needs a broad and deep understanding of the complexities of the housing provisions of California Redevelopment
Law, including constitutional and Fair Housing issues, restrictions on the use of housing set -aside funds, the construction
and rehabilitation of both ownership and rental housing, Article XXXIV issues, and agency reporting and monitoring
requirements. The workshop will cover advanced housing pro forma analysis, including rules for analysis. Guidance will
be provided on how to establish housing program policies and procedures, including financial policies and underwriting
criteria, and how to structure and formalize the housing development transaction. Advanced issues pertaining to compliance
monitoring and project maintenance will also be covered, as well as reparation of the affordable housing portions of five-year
implementation plans. Workshop length: Two days (14 hours). MCLE Credit: 6.00 hours.
