2007 06 05 RDA Minutes LA QUINTA REDEVELOPMENT AGENCY MINUTES JUNE 5, 2007 A regular meeting of the La Quinta Redevelopment Agency was called to order by Chairman Osborne. PRESENT: Agency Members Adolph, Henderson, Kirk, Sniff, Chairman Osborne ABSENT: None PUBLIC COMMENT Lori Fahwestock, 80-065 Vista Grande, thanked the City Council for the gate, and questioned when it will be installed. CLOSED SESSION - None The Redevelopment Agency recessed to and until the hour of 4:00 p.m. 4:00 P.M. PUBLIC COMMENT - None CONFIRMATION OF AGENDA - Confirmed APPROVAL OF MINUTES MOTION - It was moved by Agency Members Henderson/Sniff to approve the Redevelopment Agency Minutes of May 15, 2007 as submitted. Motion carried unanimously. CONSENT CALENDAR 1. APPROVAL OF DEMAND REGISTER DATED JUNE 5. 2007. Redevelopment Agency Minutes 2 June 5, 2007 MOTION - It was moved by Agency Members Sniff/Henderson to approve the Consent Calendar as recommended. Motion carried unanimously. BUSINESS SESSION 1. CONSIDERATION OF THE APPROPRIATION OF FUNDS FOR BUDGET ADJUSTMENTS AND AUTHORIZATION FOR THE EXECUTIVE DIRECTOR TO APPROVE AND EXECUTE THE CHANGE ORDERS FOR . DEVELOPMENT OF THE VISTA DUNES COURTYARD HOMES. Redevelopment Consultant Spevacek presented the staff report. In response to Agency Member Henderson, RSG Consultant John McMillan stated the City ranked third on a list of 18, and was awarded on a non-profit basis. John McMillan gave a presentation on the energy efficiency features, including the LEED (Leadership in Energy and Environmental Design) energy efficiency additions, and the importance of LEED certification. In response to Agency Member Adolph, Mr. McMillan stated instant water valves were not installed in the project. Redevelopment Consultant Spevacek stated staff is keeping a photographic history of the project, and will be producing a video for instructional purposes. In response to Agency Member Henderson, Redevelopment Consultant Spevacek explained the tenants will be educated on energy efficiencies through written materials, a DVD and Southern California Housing management. Agency Member Sniff commented when his parents built a home in the mountains, water was heated by a tank on the roof; and commended staff on the project. In response to Chairman Osborne, Redevelopment Consultant Spevacek explained the architect and engineering costs include appraisal of development, market study, and tax credit application fees. Mr. McMillan stated the Davis Leed delay is less than originally anticipated. Redevelopment Consultant Spevacek explained the $159.000 funding for Leed Certification includes architectural and Redevelopment Agency Minliltes 3 June 5, 2007 engineering work, Leed application inspection costs, and funding for an educational video. In response to Agerlcy Member Henderson, Redevelopment Consultant Spevacek stated if the City is able to achieve certification and a goal standard, which is platinum status for all 80 units, staff will submit applications to the League of California Cities, Helen Putnam Awards, and the California Redevelopment Association. MOTION - It was moved by Agency Members Sniff/Henderson to appropriate $3,188,819 from the un allocated reserves of the Project Area No. 2 Low and Moderate-Income Housing Fund, (Account No. 246-0000-290-00-00), and authorize the Executive Director to approve and execute change orders for the development of the Vista Dunes Courtyard Homes. Motion carried unanimously. STUDY SESSION - None CHAIR AND AGENCY MEMBERS' ITEMS 1. DISCUSSION REGARDING LOW-MODERATE HOUSING (TYPE OF PRODUCTION UNITS). Chairman Osborne requested the Agency have a discussion regarding workforce housing, and inquired the Board's preference on the type of . '. ~'1. '.. '" . . ... ..... rental Units. .... .. . Agency Member Henderson stated there is nothing like homeownership, and encouraged everyone to have that experience if possible; stated the Agency's back is against the wall because of the numbers to supply affordable housing; and stated the Agency cannot turn out those numbers for homeownership units and not sure what can be produced. Redevelopment Consultant Spevacek stated staff is compiling a comprehensive review. There is an opportunity here of 2,039 units; the Agency has produced 530 to date, and will have produced all but 8 very-low income housing, 339 low-moderate income housing, and will have the opportunity to look at new directions. Redevelopment Agency Minutes 4 June 5, 2007 Chairman Osborne stated if a young couple is looking at detached family homes, the cost is continually. going up; and stated a home in La Quinta costs an average of $500,000. Agency Member Kirk suggested setting a policy after receipt and review of the comprehensive report; and further stated the challenge is having restrictive covenants and providing low-income housing. Redevelopment Consultant Spevacek stated the challenge previously was State law required the Agency to replace a covenant, if it was lost; currently the Agency can not the covenant. He explained what we have today is built out, and reported this Council will have produced 1,589 units.
