Scope of work: Furnish and install underground
electrical conduits including all necessary labnr,
equipment, and materials to underElround all ex-
isting overhead utilities on Washington Street...
from approximatley 100 feet south of Sagebrush
Avenue to approximately 400 feet north of Via
Bolero. Restoration of all pre-existing landscap-
ina, irriQation, and hardscape improvements,
ThiS project IS to be completed within 30 consec-
utive calendar day's consecutive calendar days
from the date specified In the Notice to Proce€d.
Time for commencement and completion of tile
work is Important, and IS to be of the essence of
the Contract.
A pre-bid conference wilt be held at 10:00 a.m. on
December 21, 1998, In the North Conference
Room. Although not mandatory, It IS highly recom-
mended that all potential bidders attend thiS pre-
bid conference. This meeting will be used to inform
Disadvantaged BUSinesses (DBs) of sub-contrac;t-
ing and malerial supply opportunities. Bidders' <:It-
tendance at thiS meeting is a prerequisite for dem-
onstrating reasonable effort to obtain DB participa-
tion; however, If the DB goal is met, attendance IS
not required.
Complete sets of the bidding documents may be
obtained at no cost from the City Engineering Of-
fice, P.O Bpox 1504, 78-495 Calle Tamplco, La
Quinta, California 92253. No refund Wilt be made
for sets of blddrng documents that are returned.
Plans and specifIcations Will be mailed for $5.00
per set when paid in advance In the form of a
check payable to the City of La QUlnta.
Bidding procedures are prescribed in the Project
SpeCifIcations. Bids shall be executed upon the

Pursuant to the provisions of California Labor Code

adequate sheeting, shOring, and braCing, or equiv-
alent method, for the protection of life and 11mb In
trenches and open excavation, which shall conform
to applicable safety orders By listing thiS sum, the
bidder warrants that ItS action does not convey tort
liability to the City, its consultants, and their em-
ployees, agents, and sub-consultants.
Pursuant to Section 1770, et. seq., of the California
Labor Code, the successful bidder shall pay not
less than the prevalhn.Q rate of per diem wages as
determined by the Director of the California O,a-
partment of Industrial Relations. Caples of such
prevallrng rate of per dIem wages are on frle at the
office of the City Clerk and wm be made available
to any interested party on request.
Pursuant to Public Contract Code Section 22300,
for monies earned by the Contractor Withheld br
the City to ensure the performance of the ContraG ,
the Contractor may, at ItS option, choose to substi-
tute securities meeting the requirements of said
Public Contract Code Section 22300.
All bidders shall be licensed under the provIsions
of Chapter 9, Division 3 of the Busrness and Pro-
feSSions Code of the State of California to do the
type of work contemplated rn the project. In accor~
dance with proviSions of California Public Contract
Code Section 3300, the City has determined that
the Contractor shall possess a valid Class A (Gen-
eral) LIcense and/or other speCialty licenses applr-
cabre to this project at the time that the bId IS sub-
mitted Failure to possess the specified license(s)
shall render the bId as non-responsIve.

trial Relatrons, copies of which scale are on file In

available to any Interested party upon request. .Fur-
ther, the City shall cause a copy of the prevSilin9

The contractor shall execute the Contract and shall
secure all insurance and bonds required Within fIVe
(5) working days after the contractor has been noti-
fied in wrrting of the award on the Contract. The
contractor shall not commence construction or or-
der eqUipment until the City has given the Contrac-
tor a Notice to Proceed. The contractor shall com-

tion shaH be accepted until the escrow agreement,
letter of credit, form of security and any olher doc-
ument related to said substItution is reviewed and
found acceptable by the Ctty's attorney. The City
reserves the nght to waive any informalities or ir-
regularities or to reject and then negotiate the
amount and/or terms of any btd with any bidder,

No bidder may withdraw his bid for a period of
thirty (30) days after the bid opening.
Contract Documents, including the -Specifications,
may be examined at or be obtained from the office
of the BUIlding and Safety Department, City of La
QUlnta. The Contract Documents will be mailed up-
on request.
Pursuant to California labor Code Section 6707,
each btd for the construction of pipeline, sewer or
storm drains or Similar trenches or~ pen excava-
tIOns whICh are fIVe feet or deeper all have ade-
quate sheetlnQ, shortng, and bradn or eqUipment
method, for tne protection of life and limb, whtch
shall conform to applIcable safety orders.
The sllccessful bidder wIll be require to pay not
less than the I'revaiflng wage scale determined by
the Director 0 the Califorma Department of Indus-
trial Relations, copies of which scala are on file In
the office of the City Clerk, and shall be made
available to any interested party on request. Fur-
ther, the City shall cause a copy of the prevailing
wage scale to be posted at each jOb site dUring
the course of construction.
The contractor shall execute the Contract and shall
secure alt Insurance and bonds required within five
(5) workin9 days after the contractor has been noti-
fied In writing of the award on the Contract. The
contractor shall not commence construction or or-
der equipment unt.1 the City has given the Contrac-
tor a Notice to Proceed. The contractor shall com-
mence construction Within five (5) working days af-
ter the Notice to Proceed and shall complete aU
the work and improvements WIthin fIVe (5) working
days for each listed address awarded to him after'
the Notice to Proceed. The total project shall be
completed wtthin one hundred and eighty (180)
days.
