Citywide Stmet and SIdewalk Improvements The

1. Avenue ~IO Low Water Crossing Interim Im-
provement, City PrOject No. 2000-04 - ThiS pro-
Ject will ser.'e as an intenm improvement to the
future construction of a bndge identlfied within
the City of 'La Quinta Development Impact Fee
Study The interim improvement will widen the ex-
isting low water crossina on Avenue 50, spanning
the La Quinta Evacuation Channel, from 2 to 4
lanes Improvements shall include a sidewalk on
Washington Street from Saguaro Drive to Avenue
50, approximately 577 LF, and on Avenue 50
from Washmgton Street to approximately 1,261
LF east of Washington Street.
2 Sagebrusll Avenue Sidewalk Improvement" City
Project No. 2000-08 - This project shall Include
the mstallatlon of sidewalk and handIcap ramps
on the norlh Side of Sagebrush Avenue from
Washmgton Street to approximately 1,260 LF east
of Wasfllngt':m Street.
3. Street and Sidewalk Improvements on Dune
Palms Road - Improvements Include the Installa-
tion of Sidewalks on three segments near the La
Quinta High School The Sidewalk Improvements
include. seelment 1) 6' sidewalk on the east Side
of Dune Pa ms Road from the Whltewater River
Channel north to Westward Ho Drive approxI-
mately 1,250 LF, Segment 2) 8' meandenng Side-
walk on thl~ north Side of Westward Ho Drive
from Dune Palms Road west approximately 100
LF; and Se,gment 3) 8' meandenng sidewalk on
the west si,ae of Dune Palms Roact from West-
ward Ho Drive north approximately 400 LF. Dune
Palms Roa,d shall be Improved to its ultimate
Width, including curb and gutter within the project

4. Washinglon Street Sidewalk Improvement -
This projecl shall include the installation of side-
walk and tlandicap improvements on the west

Mini Flark Expansion (Eisenhower Park) Improve-
ments, PrOlect No. 2000-02
The proposed improvements Include an expan-
sion of the Eisenhower park located on the north-
east corner of Eisenhower Dnve and Calle Colima.
The Eisenhower Park currently has one small
playground structure, one tire swing, two bench-
es, and tWI) picnic tables. The park expansion will
double the size of the eXisting park by develop-
ment the City owned parcel Immediately to the
north Improvements will likely Include, but may
not be limited to, two age appropnate play struc-I
tures, one SIX bay sWing set, benches, trash re-
ceptacles, dnnking foundation, and planting and

Generally, the prOject development process will
be as follows.
1. Project Kick-off
A. Initial rreetlng between the consultant and City
staff to Identify project design constraints and ob-
Jectives.
B. Con'sultant Will prepare preliminary concept
drawings as outlined In the project descnptlon
and prese'!t to staff for review and comment.
C Based upon input received from staff, consul-
tant will revise the Improvement plans and con-
cept plans, for approval by staff
2. AgenC)' Approval
A. Consul1ant Will submit Improveme.l[lt plan, con-
cept plans" and/or other necessary documents to
Cltv to obtain approval
B. "Based upon comments received from the City,
consultant Will revise the Qrelimlnary Plans, Speci-
fications, and Estimates (PS&E) and resubmit
C. Staff approved PS&E WIll be submitted to the
La QUlnta City Council for review and Comment
Consultant will be expected to prepare any nec-
essary supporting documentation.
o Based upon comments received from the City
Council, consultant may be reqUired to make ad-
ditional corrections to the Plans, Specifications,
and Estimates (PS&E).
E. All approved plans Will be provided to the City
on compHct disk In AutoCAD 12 format, as well
as on "0" size Mylar and on 11"X17' bond for-
mat The project specification documents, Includ+

NOW, THEREFORE, the Board of the La QUlnta
Redev'elopment Agency does here!:ly find, deter-
mine, order and resolve as follows:
Section 1. Resolution 93-10 is hereby amended
and replaced as provided below.
Sectton 2. All contracts awarded bY the Agency
pursuant to Section 20688.1 of the California Pub-
lic Contract Code shall give a preference to busI-
ness concerns located In or owned In substantIal
part by persons residing in the prolect area In an
<!mount that would award the contracts to such
firms whose total quotation or bid exceeds the
lowest quotation or bid by not more than two per-
cent (2%).
Section 3. In the event that a contractor does not
qualify under Section 1 above, but $pecifies sub-
cOl')tracting entities or Individuals that meet the lo-
cation of the bUSiness or ownership residency cri-
tena set out above, then the Agency shall give
preference In the consideratIon of the award of
contract In an amount equal to fIVe pE\!rcent (5%) of
the value of the applicable subcontrators estimated
portion of the contract.
Section 4. Separate and apart from tjlJe applicabili-
ty of Slectlons 1 or 2 above, all cont(actors under
contract pursuant to Public Contract Code Section
20688. 'I with the agency shall receive a rebate
credit for the documented employmel1t of lower-In-
come project area residents as defined In Health
and Safety Code Section 33422.3. The rebate
credit shall equal thlrty~three percent (33%) of the
wages Inclusive of benefits for the qUalified lower
Income pro/ect area residents based on the certi-
fIed payro I documentation up to a maximum
amount of two percent (2%) of the o.Jerall estimat-
ed labor cost for each proJect.

alent method, for the protectton of hfe and limb m
trenches and open excavation, which shall conform
to applicable safety orders. By hstmg this sum, the
bIdder warrants that Its action does not convey tort
liability to the City, its consultants, and their em-
ployees, agents, and sub~consultants.
Pursuant to Section 1770, et. seq" of the Calrfornia
Labor Code, the successful bidder shall pay not
less than 1 he prevailing rate of per diem wages as
determmed by the Director of the California De-
partment of Industrial Relations. COpl~S of such
prevailing rate of Rer diem wages are on file at the
office of tile City Clerk and will be made available
to any IntElrested partY on request.
Pursuant to Public Contract Code Section 22300
for momes, earned by the Contractor and withheld
by the Citv to ensure the perlormance of the Con-
tract, the l:;ontractor may, at its option, choose to
substltute securities meetmg the requirements of
said Public Contract Code SectIon 22300.
All bidders! shalt be licensed under the proviSions
of Chaptel 9, Division 3 of the Busmes$ and Pro-
fessions Code of the State of Californlat1o do the
type of work contemplated In the project. In accor-
dance With provisions of Califorllla Public Contract
Code Sec110n 3300, the City has determined that
the Contractor shall possess a valid Class A (Gen-
eran License and/or other speciality licenses appli-
cabfe to this project at the time that the bid 1$ sub-
mitted. Failure to possess the specified license(s)
shall rende-r the bid as non-responsive.
The successful bIdder will be reqUired to furnish a
Labor and Materials bond in which the amount
equal to ol1e hundred percent (100%) 01 the Con-
tract price, as well as a Faithful Perlormance Bond,
III the amount equal to one hundred percent
(100%) of the Contract price.
