ADJOURNMENT Next Meeting March 10, 2005 at 7:00 PM La Quinta Civic Center Study Session Room S OF CULTURAL ARTS COMMISSION MINUTES January 13, 2005 L CALL TO ORDER A regular meeting of the Cultural Arts Commission was called to order at 7:00 p.m. in the Study Session Room of the La Quinta Civic Center. Chairperson Loudon led the meeting. Commissioner Brodsky led the Pledge of Allegiance. MEMBERS PRESENT: Commissioner Else.Loudon Commissioner Sheldon Brodsky Commissioner Andrea Gassman Commissioner Elaine Reynolds MEMBERS ABSENT:. Commissioner Charlene Lane STAFF PRESENT: Dodie Horvitz, Community Services Director Therese Vella-Finorio - Community Services Secretary II. PUBLIC COMMENT- None III. CONFIRMATION OF AGENDA IV. CONSENT CALENDAR A. Approval of Minutes of December 9, 2004 B. Department Report November 2004 C. Financial Report for December 2004 Commissioner Brodsky had major issues regarding the minutes. He stated he believed Commissioner Gassman had asked staff if the City Council took action on their suggestions of the December 7" in plenty of time to be included in the City calendar. The minutes read the information was included in the recreation brochure but not the calendar, which they felt was incorrect. (Page 4, paragraph 6, dine 2). Director Horvitz stated the calendar had already gone to print prior to the December 7`" meeting. She said she would listen to the tape to hear what was said. If she represented it was going to be in the calendar, she apologized, but the information could not have gotten into the calendar. The Community Service recreation brochure went to print on December 15" Cultural Arts Commission Meeting Minutes Page 2. Commissioner Reynolds asked for clarification regarding the financial report on page 12, Less Commitments — Louis De Martino -Movie Theater Art Work and Civic Center Campus — LQ Mountain Range by B. Ware.' Director Horvitz stated that those two project will not be taking place so she will go back to the City Council to have them removed from the report. Commissioner Reynolds also asked for clarification regarding the CIP Admin costs of Civic Center Campus CIP Administration $12,514 which was in that same section of the report. Director Horvitz stated Admininstration was part of that budget and should remain in the report. On page 13 of the financial report, Commissioner Reynolds questioned $268.81 for the Art Wall Certificates. Director Horvitz stated that was allocated out of the Cultural Arts Commission budget.,, Commissioner Reynolds also asked for clarification regarding the APP Supplies $55.50 to which Director Horvitz replied it was reclassified as a separate expenditure. Commissioner Gassman she would abstain from voting for approval of the minutes because she did not receive them in time to review them. Commissioner Brodsky also stated he would abstain from voting. It was moved by Commissioners Reynolds/Loudon to approve the Consent Calendar. Two abstained Gassman/Brodsky. V. PUBLIC HEARING — None VI. BUSINESS ITEMS A. Improvements to Art Pieces: Commissioner Loudon introduced architect Gil Fraide to discuss his recommendations to art piece improvement. Mr. Fraide explained the drawings and his recommendations for "Solitude" at the Senior Center. His recommendations included adding shrubs, river rocks, color bedding plants, stepping stones, curbing and reworking of the irrigation and adding low level lighting. The Commissioners discussed these suggestions with Mr. Fraide in detail. Commissioner Loudon recommended the Commissioners take a look at the site prior to making a decision on the proposed improvements. She asked Mr. Fraide to return next month to the Cultural Arts Commission meeting so they may make a decision on how to proceed. Mr. Fraide then discussed the art piece "Cahuilla Family" at Point Happy. His initial comment was the art piece was not visible because of the height of the existing planting. His recommendations included providing a body, of i 0 %) Cultural Arts Commission Meeting Minutes Page 3. water to create a water fall; modify edge of pedestal; add step stones; add water spouts; ad plant color bedding plants and textured shrubs; remove tree and grass shrubs for visibility; add fiber optic lighting; and increase pump size. There was open discussion on the drawings'and recommendations made by Mr. Fraide. There was also discussion on the possible relocation of the two swans that were added to the site, but were not a part of the art piece. Commissioner Gassman discussed the fiber optic lighting recommendations with Mr. Fraide, and the pros and cons of different types of lighting. Commissioner Loudon recommended the Commissioners visit the site to view the art piece with the new drawings. She asked Mr. Fraide to return to the Cultural Arts Commission meeting next month so they may discuss their findings with him along with the art piece "Solitude". Mr. Fraide agreed to attend next month's meeting. VI. CORRESPONDENCE AND WRITTEN MATERIALS - none VII. COMMISSIONER ITEMS A. Attendance at Community Functions — Commissioner Loudon said the art show that was planned at the River was postponed because of the weather. She doesn't know when the next art show will take place. Commissioner Reynolds said she will be at the art show on Saturday, January 15" and Saturday, January 16`". She also attended the open house the City held. Commissioner Loudon said she also attended the City's open house. Commissioner Gassman attended the grand opening of the La Quinta Skate Park. Commissioner Loudon asked Director Horvitz about the grand opening for SilverRock Golf Course. Director Horvitz said due to the recent storm, the grand opening was delayed from January 17" to March 1' She added there are no event coming up in the near future. The Chamber of Commerce lunch will be held in March. XI. ADJOURNMENT It was moved by Commissioners Gassman/Reynolds to adjourn the Cultural Arts Commission meeting. Unanimous. However, at the January 13, 2005 Commission meeting, the Commission requested Mr. Fraide to consider additional improvements to the art pieces. A final budget has not been submitted as of this report. BACKGROUND AND OVERVIEW: The Cultural Arts Commission directed staff to contact a Landscape Architect regarding improvements to two existing art pieces: "Cahuilla Family" at Point Happy and "Solitude" at the Senior Center. The Commission would like to see improvements to accentuate the art pieces, as the Commission feels that the art pieces are not being displayed to their fullest. After some discussion, the Commission asked Mr. Friade to consider other improvements to the art pieces. Mr. Friade was directed to return to the February 10, 2005 Commission meeting with further recommendations. Mr. Friade has been in contact with staff regarding the sites and will present his updated proposal at the February 10 meeting as he had not completed his revisions by this report. FISCAL IMPLICATIONS: Funds for the Concert Under the Stars were approved by the City Council in an amount not to exceed $8,000 for two concerts. BACKGROUND AND OVERVIEW: At the September 8, 2004 Cultural Arts Commission meeting, the Commission discussed the possibility of future cultural events and possible entertainment for these events. The Commission had discussed the possibility of offering concerts on a regular schedule each month for the remainder of Fiscal Year 2004-05. At the joint meeting with the City Council, the Commission addressed this issue with the City Council. It was the City Council's direction that the Commission should focus on a few well organized events on a regular schedule before expanding events to numerous ones. The Commission suggested contacting local talent that would perform at no charge. S:\Community Services\CAC\CAC Report'05\CACRPT.421.Concert Under the Stars Date 2-10-05.doc At the September 8 meeting, the Commission asked staff to contact Mr. and Mrs. Berliner regarding their availability and charge for a concert. Staff contacted Mrs. Berliner and suggested that she visit the Civic Center Campus amphitheater prior to the Cultural Arts Commission meeting to evaluate the appropriateness of the venue for a concert by her and her husband. Mrs. Berliner was invited to attend the October 14, 2004 Cultural Arts Commission meeting to answer any questions the Commission may have. The Cultural Arts Commission has hosted the "Concert under the Stars" in April for the past two years. The first year the Sidestreet Strutters were the headliner performers while last year, Nels and the Peanut Butter Cookies Band was highlighted. The Commission has expressed a desire to host another "Concert under the Stars" in the spring of 2005. At the joint City Council/Cultural Arts Commission, the City Council suggested the Commission focus on a concert for the adult population. At the October 14, 2004 Cultural Arts Commission meeting, the Commission discussed offering four events through May 2004. At the November 11, 2004 Cultural Arts Commission meeting, the Commission discussed the possibility of hosting concerts on the third Saturday of the months of January, February, April and May of 2005. The Commission directed staff,to finalize preliminary plans with the performers and present this information to the City Council at the December 7, 2004 City Council meeting. The Commission also stated that they would like to have upgraded refreshments, beyond cookies and punch. The City Council considered the Commission's request to host four concerts from January through May 2005 at the December 7, 2004 meeting. The City Council directed the Commission to host two concerts, one in April and May, as provided in Attachment A. The La Quinta Arts Festival will take place on the Civic Center Campus in March, therefore the amphitheater will be unavailable for hosting concert at that time. Due to the timing of the Council meeting and the publication of the Community Services Department brochure, the Council direction of two concerts to consist of the mariachi and jazz bands was advertised in the brochure which was delivered to La Quinta residents the first part of January. When the Commission first recommended the Las Adelitas Mariachi groupao perform in April, staff contacted the group and made tentative plans to have the group perform for the City on April 16, 2005. �9 SACommunity Services\CAC\CAC Report'05CACRPT.421.Concert Under the Stars Date 2-10-05.doc Staff contacted the Las Adelitas Mariachi to finalize the contract when the organizer of the group stated that he had written down the wrong date during the original discussions with the City and now are booked for April 16, 2005. Staff contacted other mariachi groups, including the Mariachi Foundation which sponsors the youth mariachi and was told that the City of Indian Wells is hosting their Desert Symphony the night of April 16 with a tribute to Mexican American music. Therefore, local mariachi would not be available, as provided in Attachment B. Staff is working on finalizing the jazz bands for May, however, the Commission may wish to consider another theme for the April concert, to avoid duplication of a community concert with the City of Indian Wells. The Commission had considered the Marty Lipson Band as a (possible performer. Staff has contacted Mr. Lipson and he stated that his band is available on April 16, 2005. Mr. Lipson invited a Commissioner to attend their regular rehearsals at the Cathedral City Senior Center on (Thursdays from 10 a.m. to noon. Staff contacted the chairperson of the Commission to ask if she or another Commissioner could attend the rehearsal and make a report at the February 10 Commission meeting as to the appropriateness of Mr. Lipson's band performing at the April 16 concert. The fee charged by Mr. Lipson and his band is $2,000 for the performance. This is within the budget for the events. Staff is currently working on the Special Events postcard that will be mailed to all residents regarding upcoming events the City is sponsoring. After the February 10 Cultural Arts Commission meeting, the postcard will be finalized. ALTERNATIVES: The alternatives available to the Commission are: 1. Authorize the Marty Lipson Band to perform on April 16 and direct staff to finalize a contract with Mr. Lipson and direct staff to notify the City Council regarding the change of theme for the concert; or 2. Do not authorize the Marty Lipson Band to perform and recommend the April 16 concert be cancelled; or 3. Provide staff with alternate direction. Motion carried unanimously. BUSINESS SESSION 1. CONSIDERATION OF "CONCERT UNDER THE STARS' SERIES HOSTED BY THE CULTURAL ARTS COMMISSION. Community. Services Director Horvitz presented the staff report. In response to Council Member Henderson, Ms. Horvitz stated the proposed series would be staff intensive before and after the concerts. Council Member Henderson commented on the current low staffing level in the Community Services Department. Council Member Sniff suggested no more than two events, perhaps in January and April, and voiced concern about the Commission's proposal for- refreshments. In response to Council Member Osborne, Ms. Horvitz stated !the piano recital in February would be held at the Senior Center, the puppet show in May and the Mariachi and Marty Lipson Band in April . would be held in the amphitheater, and the Marine Corp Jazz Band in January 'Would be heldin the courtyard. In response to Mayor Adolph, Ms. Horvitz confirmed the Commission took the weather into consideration, which is why the courtyard is proposed in January. She agreed with the possibility of moving the band into the Senior Center if necessary but noted redirecting people to the proper location could be a problem. She would also have to check on the availability of the Senior Center. City Council Minutes - December 7, 2004 Else Louden, representing the Cultural Arts Commission, suggested the possibility of having the events in the afternoon. She explained the reason for having four events is to set a pattern of regular events so people can plan for them. Council Member Perkins voiced concern about how the weather might affect the events, and noted the Senior Center is not conducive to large crowds. He agreed with having two events, maybe in April and May, and asked why none are proposed in March. Council Member Henderson noted the La Quinta Arts Festival is held in March. Council Member Perkins pointed out the "Concert Under the Stars" name would have to be changed if the events are held in the afternoon. He feels summer would be a better time to hold the events. Council Member Henderson commented on the difficulty of getting attendance on Saturdays, and noted the days are longer and weather is more. predictable in the spring and summer. She suggested events in April and May, and voiced support for the Marine Corp Jazz Band and the Mariachi group. She suggested the possibility of doing something jointly with Old 'town for the puppet show. As for refreshments, she feels anything beyond cookies and punch could be a burden. Ms. Horvitz stated the Commission's intent was to provide something more classy than cookies and punch. Council Member Henderson stated she understands their desire but noted the City is not in the refreshment business. She suggested staying with water or lemonade and maybe some fruit. Council Member Osborne voiced support for two events in April and May and using the Marine Corp Jazz Band and the Mariachi group. Council Member Sniff agreed with using the Marine Corp Jazz Band and the Mariachi group, and suggested the refreshments be restricted to lemonade and.cookies. He suggested the events be held the first week in March and April. , He stated he would go along with May but noted it would be close to the. City's birthday. The first bridge in the City to have decorative railings was Washington Street Bridge at the Evacuation Channel. When Jefferson Street Bridge at the All American Canal was widened, the bridge railings were designed by the same artist as Washington Street, Juan and Patricia Naverrette. The City is under construction for a bridge over Eisenhower Street between Avenue 50 and Calle Tampico. This bridge will have decorative railings that match Jefferson Street. In addition, the City will include decorative bridge railings on the Jefferson Street bridge north of Highway 111. Decorative railings have been identified for the Washington Street bridge north of Highway 1 1 1, however, a tentative construction date has not been set.
