CALL TO ORDER A regular meeting of the Parks and Recreation Commission was called to order at 7:00 p.m. in the La Quinta Civic Center Study Session Room. Chairperson Seaton presided over the meeting. CONFIRMATION OF AGENDA Staff added A. Guidelines for Commissioners and Board Members under VII. CORRESPONDENCE AND WRITTEN MATERIALS. III. APPROVAL OF MINUTES It was moved by Commissioner Best/Bernard to APPROVE the minutes of May 8, 1995 as submitted. Unanimous. IV. ANNOUNCEMENTS A. New/Reappointed Commission Members Staff. member Marni Francisco announced the reappointment of Mike Davis for a second term on the Commission, and then introduced new Commissioners Carl Ingram and Dawn Brenneis. Miss Francisco congratulated Commissioner Bernard who was appointed to the Volunteer Advisory Board, and reappointed to the Human Services Commission. Each new member told the Commission a little bit about themselves. Ms. Brenneis indicated that she is the Fitness Director and Recreation Coordinator for KSL Recreation Corporation at PGA West. Ms. Brenneis has been in the fitness and recreation industry for 12 years and has a Bachelors Degree in Exercise Physiology from Cal. State Long Beach and looks forward to working with the Commission. PReMIN.006 1 . .' Mr. Ingram is married and has 2 children. Heis from St. Louis where he worked in Parks and Recreation, and has worked for the Government for the past 12 years. Mr. Ingram is currently working in Environmental Engineering at the Coachella Valley Water District, and is very involved with health, fitness and recreation. B. Golf Tour Miss Francisco announced the Summer Golf Tour which begins June 24th. The tour will consist of playing different Valley courses at reduced rates. Registration forms are available. C. Chamber of Commerce Golf Tournament Commissioner Bernard announced that the Chamber of Commerce Golf Tournament is set for September 25th at the Mountain Course. Contact the Chamber of Commerce for additional information. D. Bear Creek Channel Bike Path Project Chairperson Seaton announced a publiC meeting for the Bear Creek Channel Bike Path Project which is being held at the La Quinta Senior Center from 6-8:00 p.m. on June 22, .1995 as part of the Public Art Projects Summer 1995 Program. Information will be provided regarding the project and to solicit community input regarding the design of a bike path/rest stop/public art work near the corner of Tecate and Montezuma. Commissioner Bernard asked about the statement "Arts Foundation working in partnership with the Parks and Recreation Commission" on the project. Chairperson Seaton indicated that Carolyn Lair asked to meet with her on this subject. Chairperson Seaton concurred with Commissioner Bernard's concern that the Commission has no knowledge of the meeting or the project. Chairperson Seaton added that other projects have happened in regards to the parks (i.e. Fritz Burns Park and the Bear Creek Channel Project) without their knowledge or input, and hoped that the Commission would be a little more informed of these things in the future. ' V. PUBLIC COMMENT Enrique Guiterrez, 52-287 Ramirez - Mr. Guiterrez has been a resident for 20 years, and spoke on the pool at Fritz Burns Park. Mr. Guiterrez indicated that over 480 signatures have been gathered, and neighborhood meetings are being held in support of construction of the pool. Mr. Guiterrez does not feel that the La Quinta High School Pool is feasible for children to swim because its depth begins at 4-feet, and it is not family oriented. VI. . CORRESPONDENCE AND WRITTEN MATERIALS A. Guidelines for Commissioners and Board Members - Received and filed. VII. STAFF REPORTS A. Travertine & Green Specific Plans Interim Parks and Recreation Director Tom Hartung informed the Commission that the two tracts were approved by the City Council on June 6, 1995. Commissioner Summers reviewed the projects with the Commission and shared his concerns that the tentative tracts would cross over the Boo Hoff Trail which is the main hiking trail in La Quinta which starts in the valley and goes into the Santa Rosa wilderness area. PReMIN.006 2 . . The Travertine Tract will not effect the trail, but the Green Tract will be built right over the area where the trail is. Mitigation proposed on behalf of the Green Tract is that the trail will be diverted along Jefferson Street or build a mountainous route which will go behind the Quarry project and the Green project. Coachella Valley Trails Council has reviewed this plan and approved it. In response to Commissioner Bernard whether the trails were marked Commissioner Summers indicated there were markers about a mile in, however there are no markers where the hikers usually park and begin the trail. Commissioner Summers suggested keeping an eye on the development in the area, and he would like to see informational signs placed in the future because it would assist hikers, and cut down on rescues because the hikers are being informed of hazards in the area. B. Fritz Burns Park and Palm Royale Park Update Staff indicated the bids are to opened June 19, 1995 and a recommendation forwarded to the City Council on June 20, 1995. The bid is for construction of the parks and landscaping, not for the pool. Upon acceptance of the recommendation a Notice to Proceed will be issued and construction will begin. Completion is expected September 30, 1995. In response to Commissioner Pedersen, staff indicated that Consultants are working a feasibility study for the pool and will provide an update to the City Council on June 20, 1995, however completion of the study is not expected until the end of August. Council member Sniff noted that the area where the pool is proposed to be located will be grassed over and conduit will be placed so that it is easily accessible for services it will require once the pool is built. Councilman Sniff said "it is our hope to at least get something going there, in as much as we have basically a two-two tie. This way we can get this much done and deal with the pool hopefully by September or after the election." C. YAC Questionnaire Summary Marni Francisco, Recreation Supervisor informed the Commission that tabulation of the questionnaires was still in the process. Final results of the 350 questionnaires should be available at the next PRC meeting. VIII. COMMISSION BUSINESS A. Review Safety Check List Miss Francisco told the Commission that the video which is referred to in the printed material is not available. The safety check list will be used in-house by the Public Works Department. After a brief discussion it was decided by the Commission to meet at 6:30 p.m. on July 10, 1995 at the Mini-park at Eisenhower and Colima to do a Safety Inspection' Check, and then return to the Civic Center for the regular Commission meeting. . Staff will provide copies of the Inspection Report for the Commission to follow. B. Review Park Naming Suggestions for Recommendation to City Council The Commission reviewed the suggestions which were received by the Parks and Recreation Department through May 31, 1995. Miss Francisco indicated that the response was low and that the Commission was not limited to just these suggestions - they could submit suggestions of their own. Chairperson Seaton read the list of suggestions for Palm Royale Park as Francis Hack Park, La Quinta Norte, and The Park at North La Quinta. Suggestions for the park on Colima and Eisenhower are Fred & Kay Wolff Park, Hidden City Park, and the Cove Mini"Park. PReMIN.006 3 . . Council member Sniff asked to speak, in part, due to his involvement to some degree in the creation of the mini-park. Councilman Sniff would like the Commission to consider naming the park Ruth and/or Louis Campagna Park. Mr. Campagna brought the idea of a mini-park in the Cove to the Council in September 1985 during a General Plan Committee meeting. Councilman Sniff went door to door circulating a petition for approval of the idea which received 111 yes'. The General Plan Committee then added the mini-park component to the General Plan which was adopted the following November. By 1989 approximately $120,000 was spent on construction of the park which was more than Councilman Sniff had anticipated. Councilman Sniff asked the Commission to consider the name suggestion and add it to the list because he would like the park to be named after Mr. Campagna due to the mini-park being his idea. Councilman Sniff further stated that if Mr. Campagna had not mentioned it he (Councilman Sniff) would not have picked it up and carried it through. Commission Pedersen asked who Francis Hack was. Councilman Sniff stated that she was a talent agent who discovered Shirley Temple, among others, and had a real estate office which currently houses the La Quinta Historical Society. Ms. Hack passed away approximately 5 years ago and was a very generous person who gave money to the Volunteer Fire Department, many community efforts, purchased play facilities for the parks, etc. Councilman Sniff further stated that although Ms. Hack was a very generous person and never solicited anything for herself, he still feels that the park should be named after Louis Campagna because there would have never been a park had he not made the suggestion in 1985, and that the Council is considering naming a street after Francis Hack. Mr. Hartung informed the Commission that CVRPD was currently considering renaming the Community Park on Montezuma after Ms. Hack. . Commissioner Bemard would like to see the deadline extended two or three months and to solicit for names again. He did not see any hurry for naming the parks and would like to see it put out to the schools. Councilman Sniff agreed with Commissioner Bernard and indicated he saw no compelling need to follow a short time period. Mr. Ingram stated that he would like to see the park named after a landmark rather than a person, like Santa Rosa Mountain Park. Mr. Dennis Cunningham submitted a suggestion and was present at the meeting and indicated that he suggested La Quinta Norte because "North La Quinta" seemed flat and the name represents its geographical location. Mr. Cunningham complemented the Commission on the work they have done, and was glad to see that thought was being put into naming of the parks and not just pushing something through. Mr. Cunningham added that there has been some discussion that La Quinta is being fractioned (i.e. the Cove, north La Quinta, the Village, etc.) and. that it is going to be very difficult to overcome, but does not feel that there is nothing wrong with having different sections of a city. It was moved by Commissioner Pedersen/Davis to solicit names for the Cove Mini-Park and Palm Royale Park through City organizations such as Rotary, Soroptomists, Boys and Girls Club, etc. The deadline will be extended to September 30, 1995. Unanimous. C. Summer Brochure Critique Marni Francisco reviewed the Summer Brochure with the Commission and received comments. Commissioner Pedersen asked if the Golf Tour would be offered in the fall and Miss Francisco indicated that it was a summer program only. PReMIN.006 4 '. . IX. COMMISSION COMMENT Commissioner Bernard said farewell to the Commission and wished good luck to the incoming members. Commissioner Pedersen asked the Commission to be excused from the July 10, 1995 meeting, and if the Commission would be going dark in August. The item will be agendaized for next month. X.
