CALL TO ORDER
A. This meeting of the Architectural and Landscaping Review Committee
was called to order at 10:04 a.m. by Principal Planner Stan Sawa who
led the flag salute.
B. Committee Members present: Bill Bobbitt, Frank Christopher, and
David Thorns.
C. Staff present: Principal Planner Stan Sawa and Executive Secretary
Betty Sawyer.
II. PUBLIC COMMENT: None.
III. CONFIRMATION OF THE AGENDA: Confirmed.
IV. CONSENT CALENDAR:
A. Staff asked if there were any changes to the Minutes of November 3,
2004. Committee Member Thorns asked that Page 4, Item 3 be
amended to state, "It should not be brought out into the paved
area...." There being no further changes, it was moved and seconded
by Committee Members Christopher/Thoms to approve the Minutes as
corrected. Unanimously approved.
V. BUSINESS ITEMS:
A. Village Use Permit 2004-026; a request of Prest Vuksic Architects. for
consideration of architectural and landscaping plans for a 6,800
square foot two story office building located on the north side of Calle
Amigo, one lot west of Desert Club Drive.
1. Principal Planner Stan Sawa presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department. Staff introduced Dave
Prest, project architect, who gave a presentation on the project
and change to where the tower is on the building to the east.

2. Committee Christopherasked where the stone would be applied
to the new building. Mr. Prest stated in the new tower around
the window and used as a wainscot. The original building was
approved with no stone and they added the stone for the affect.
3. Committee Member Thorns stated the color of the first building
appears to be lighter than the sample. Mr. Prest stated the
color is as it appears on the color sample board. Committee
Member Thorns stated it appears to be lighter. Mr. Prest stated
it will match. Committee Member Thorns noted the courtyard
area between the buildings. Mr. Prest stated that would be part
of the landscape plans. He noted the first plans were changed
to relocate the trash enclosure to a different location in the
parking lot so both buildings could use them.
4. Committee Member Bobbitt asked the purpose of the building.
Mr. Prest stated it has been leased as business offices and no
retail. Staff explained comment #5 in the staff report was
referring to all entrances should be from the outside; there will
be no interior hallways. Staff noted the landscape plans were
not available and they would be scheduled for the next ALRC
meeting for review. The applicant should note that the
Committee would like to see some type of "people space"
created in this area.
5. There being no further questions of the applicant, it was moved
and seconded by Committee Members Thoms/Christopher to
adopt Minute Motion 2004-036 recommending approval of
Village Use Permit 2004-026, as recommended by staff and
amended:
a. Preliminary landscaping and hardscape plans for the
courtyard shall be submitted for approval by the
Committee.
Unanimously approved.

Landscaping Review Committee to a regular meeting to be held on January 5,
2005. This meeting was adjourned at 10: 20 a.m. on December 1, 2004.

Please review the attached information for the January 5, 2005 ALRC meeting.
BACKGROUND
At its meeting of December 1, 2004, the ALRC reviewed the architectural plans for the
proposed project, and requested that the landscaping plans be returned for review.
Those plans are attached.
The applicant has provided a common area open space, as recommended by the ALRC,
in the rear of the building which will accommodate both this building and the one
already on the site. The landscape theme is similar to that already in place.
RECOMMENDATION
1. That the Architecture and Landscape Review Committee recommend approval
of the landscape plans.

Please review the attached information for the January 5, 2005 ALRC meeting.
The applicant has submitted prototypical plans for four unit designs (Attachment 1).
Each plan is designed with three elevation treatments. The plans utilize a Spanish or
Mediterranean style of architecture and vary in size from 3,050 to 4,065 square feet in
area. Plans 1 and 2 are single -story, while Plans 3 and 4 will be two-story units. Each
unit has the following characteristics:
Plan 1: 3,050 s.f. - 2 BR + attached casita/ 3rd BR with internal and external
access; 3-car garage (1 car side -entry).
Plan 2: 3,148 s.f. - 3 BR with guest suite, 3-car garage (1 car side -entry) or 2-
car with optional casita unit (2"d guest suite).
Plan 3: 3,735 s.f. - 3 BR with optional den/office and upstairs casita/guest unit
and sky deck, 2+ car garage.
Plan 4: 4,065 s.f. - 2 BR/2.5 BA, casita off open courtyard, 3-car garage (1 car
side -entry). Second floor has 3rd BR, bonus room and sky deck, with
option for a 4th and 5th BR in lieu of the bonus room.
Staff has no issues with the overall architectural style and design of these units. They
are very similar to those designed by this architect for the La Cantera project (TR
31123►, located on. Avenue 52 adjacent to the Polo Estates. There are some issues
with front setbacks, garage in Plan 3, and number of casita/guest rooms in Plan 2 that
will need to be resolved as the project continues through the review process.

The package includes exhibits to illustrate the proposed typical plant palette and
landscape improvement layout for the model homes, illustrated in the proposed model
location. It also includes conceptual planting plans for the common areas of the entire
tract. The individual unit plans and the overall concept plan generally employ minimal
use of turf area. The common area concept is similar to that employed in design of the
Stone Creek project, which is located directly across Avenue 58 from this tract. The
landscaping does call for Chilean Mesquite and Bottle trees, which the ALRC has
discouraged use of in past projects. In general, the landscape palettes presented are
acceptable. The applicant will be required to present water calculations to show
compliance with Chapter 8.13, LQMC, on a preliminary level for Planning Commission,
provided the plans are approved by ALRC.
A color copy of the material and color board is included with your review materials; any
full-size color illustrations will be provided at the January 5, 2005 ALRC meeting.
Staff recommends adoption of a Minute Motion recommending approval of the plans for
Site Development Permit 2004-820, subject to inclusion of the following:
1 . Chilean Mesquite and Bottle Tree species shall be removed and/or replaced in
the plant palettes employed for SDP 2004-820.
